Nghe An : Quy Hop district will be the province's major mining and industrial center.
Quy Hop is a comprehensive economic zone of the province, located on the key economic development axis of Hoang Mai - Nghia Dan - Thai Hoa - Quy Hop; it is a center for mining industry, supplying raw materials for mineral processing in Nghe An.
According to Decision No. 509/QD-UBND recently issued by the People's Committee of Nghe An province approving the planning task for Quy Hop district for the period 2021-2030, with a vision to 2050, the planning area for Quy Hop district covers 93,974.59 hectares.
The Quy Hop District Regional Planning Project aims to provide a unified development orientation in terms of spatial planning, technical infrastructure, and social infrastructure, closely linked to the provincial planning; ensuring synchronous connectivity with neighboring localities such as Que Phong, Quy Chau, Nghia Dan, Thai Hoa Town, Anh Son, Con Cuong, and Tan Ky; promoting harmonious development between urban and rural areas; respecting nature, and responding to climate change issues to ensure sustainable development.
Furthermore, the plan aims to organize urban and rural spaces and functional areas to contribute to maximizing the combined strength, potential, and advantages of the locality to promote rapid and sustainable economic growth; healthy socio-cultural development; improved material and spiritual lives of the people; and strong national defense and security.
The planning task aims to leverage the district's position and overall strength in socio-economic development, while maintaining a sustainable orientation and effectively exploiting internal and external regional relationships. This includes focusing on strengths in: industry and mineral processing; cultural, community, and ecological tourism; high-tech agriculture and forestry; and clean agriculture.

Simultaneously, it establishes a legal basis for urban and rural planning and development in the district, develops programs and plans, proposes development policies and investment projects, and rationally utilizes resources. It also focuses on environmental protection, adaptation to and resilience against climate change, preservation of historical and cultural heritage, natural landscapes, and the development of local cultural identity. Furthermore, it provides a legal foundation for achieving the goal of building Quy Hop district into a new-style rural area.
The task of the Quy Hop Regional Planning Project is to analyze and evaluate the natural conditions (geographical location, topography, climate, hydrology, land resources, mineral resources, water resources, etc.); the current socio-economic situation; the current urban and rural distribution; the current land use and management; the current social and technical infrastructure of the region (including: assessment of the current transportation situation (internal and external), technical preparation, current rainwater drainage, current water supply, current wastewater drainage, solid waste management, current electricity supply and communication, current environmental situation; current resource and environmental situation of the region); the current status of development investment programs and projects for the planning region; and to evaluate the management and implementation of plans, resource management, and environmental protection.
Furthermore, the proposal suggests developing urban systems, concentrated rural residential areas, and functional zones based on exploiting the unique advantages of Quy Hop district in high-tech agriculture, tourism, and services to promote diversified economic development. It proposes a spatial structure for the district with interconnected urban systems, commune cluster centers, and rural residential areas, linking them with district and regional economic centers; spatial distribution for agricultural development, industrial construction, tourism and services, social infrastructure, and technical infrastructure projects, ensuring sustainable urban and rural development; and supplementing and integrating existing and ongoing projects within the district. For rural areas: ensuring the implementation of key principles in the socio-economic development strategy and the national target program on new rural development, and researching characteristic models for the rural areas of Quy Hop district.

It is a major mining industrial center of the province, supplying raw materials for the province's mineral processing industry. It is a dynamic economic area with potential for developing trade, services, agriculture, forestry, and fisheries, linked to tourism and services around Ban Mong Lake.
Previously, the Chairman of the People's Committee of Nghe An province, Nguyen Duc Trung, issued Notice No. 627/TB-UBND directing that the development orientation of Quy Hop district must be consistent with its natural conditions, existing potential and advantages, traditional cultural values, and development requirements, as well as the set goals and targets. The focus should be on building and expanding effective cooperative relationships with businesses in the area. Policies, objectives, tasks, and development solutions must be in line with the people's will and for the benefit of the people.
Regarding key tasks and solutions for the coming period, the Chairman of the Provincial People's Committee requested Quy Hop district to continue reviewing the goals, tasks, and solutions in the Resolution of the 21st District Party Congress, term 2020-2025, especially the 5 key tasks and 3 breakthroughs for development. A comprehensive review and assessment of all indicators should be conducted, particularly those with low results after half of the term implementing the Resolution, in order to develop appropriate leadership and guidance solutions.
In addition, the Quy Hop district is required to focus on reviewing, completing, supplementing, and implementing planning in a comprehensive, scientific manner, consistent with the development requirements and specific characteristics of the locality, synchronized with provincial planning, and connected with regional planning, especially the Northwest Nghe An region, and connected with neighboring localities (Quy Hop - Thai Hoa - Nghia Dan - Hoang Mai) to create development and effectively exploit the potential and advantages of the locality.
The district needs to promote the shift in economic structure towards industry, tourism, services, and agriculture. Regarding industry, priority should be given to developing the mineral processing industry, focusing on promoting the application of science and technology in mineral extraction and processing, and increasing investment in advanced and modern equipment to conserve resources, enhance product value, and improve the competitiveness of goods.
Regarding tourism and services, focus on developing tourism services, especially connecting and developing community tourism, ecotourism, cultural tourism, and characteristic festivals of ethnic minorities; strengthening linkages and connections between tourist destinations and routes, and building unique local tourism products…
