Building the Party's Internal Affairs sector into an agency that is "the most honest of all honest" to meet the requirements and tasks.

On the afternoon of December 10th, the Central Internal Affairs Commission held a conference to summarize the work of the Party's internal affairs sector in 2025 and to implement tasks for 2026. The conference was connected online to 34 locations in provinces and cities nationwide.

Comrade Tran Cam Tu, Member of the Political Bureau and Standing Secretary of the Central Committee, presided over and delivered a speech guiding the conference.

Co-chairing the meeting were comrades: Phan Đình Trạc, Member of the Political Bureau, Secretary of the Central Committee of the Party, Head of the Central Internal Affairs Commission ; and Lê Minh Trí, Secretary of the Central Committee of the Party, Standing Deputy Head of the Central Internal Affairs Commission.

Attending the conference were: Comrade Nguyen Duy Ngoc, Member of the Political Bureau, Secretary of the Hanoi City Party Committee; Comrade Tran Luu Quang, Secretary of the Central Committee of the Party, Secretary of the Ho Chi Minh City Party Committee; comrades who are members of the Central Committee of the Party, leaders of central departments, ministries and agencies, leaders of provincial and city Party committees; comrades who are leaders of the Central Internal Affairs Committee and the Internal Affairs Committees of provincial and city Party committees.

Reporting on the work results at the conference, Comrade Le Hong Quang, Member of the Central Committee of the Party and Deputy Head of the Central Internal Affairs Commission, stated that since the beginning of the 13th Party Congress term and especially in 2025, the Party's internal affairs sector has made efforts and comprehensively completed the tasks set out in the program with important results.

Notably, this includes researching and proposing major policies, guidelines, mechanisms, and solutions of the Party on internal affairs, combating corruption, waste, and negative practices, and judicial reform, including some issues of strategic importance and strong breakthroughs.

Since the beginning of this term, the Central Internal Affairs Commission has researched and advised the Central Committee, the Politburo, and the Secretariat on over 30 major projects. The Internal Affairs Commissions of provincial and city Party committees have promptly advised Party committees on leadership and guidance to concretize and effectively implement the Central Committee's policies and guidelines.

The agency has effectively fulfilled its duties as the Standing Agency of the Central Steering Committee and the Provincial Steering Committees on preventing and combating corruption, waste, and negative phenomena. Over the past five years, the entire sector has detected and advised on the handling of more than 1,000 cases and incidents of corruption, waste, and negative phenomena.

The Central Internal Affairs Commission advised the Steering Committee on monitoring and directing 149 cases and 84 serious cases of corruption, waste, and negative practices that attracted public attention; advised on expanding the scope and supplementing the functions and tasks of the Central Steering Committee to prevent and combat both negative practices and waste; proactively coordinated to gather information and advised on the timely handling of complex issues related to national security and social order.

In 2025, the Internal Affairs Committees of provincial and city Party Committees chaired and coordinated the handling of more than 255 complex cases related to security and order; received and held dialogues with more than 1,500 citizens; and resolved many petitions, feedback, complaints, and denunciations.

The work of guiding, monitoring, urging, inspecting, and supervising the implementation of the Party's guidelines and policies, and the State's laws on internal affairs, anti-corruption, anti-waste, and judicial reform is becoming increasingly systematic. The organizational structure, functions, and tasks of the Party's internal affairs sector have been streamlined, leading to more efficient, effective, and effective operations.

At the conference, delegates exchanged, discussed, and shared experiences on successful models, effective methods, and solutions to overcome difficulties and obstacles in internal affairs, the fight against corruption, waste, and negative practices; and judicial reform.

In his remarks, Standing Committee member of the Party Central Committee Tran Cam Tu highly appreciated and commended the efforts and achievements of the Party's Internal Affairs sector in 2025 and throughout the past term.

He emphasized that the entire sector has closely followed the directives of the Central Committee, the Politburo, and the Secretariat, especially in thoroughly understanding and seriously implementing the major orientations and key tasks as directed by General Secretary To Lam, and has achieved many very important results.

Emphasizing that 2026 is a year of significant national events, the Standing Committee of the Party Central Committee outlined several key tasks. These include focusing on researching, understanding, and effectively implementing the policies, tasks, and solutions regarding internal affairs; combating corruption, waste, and negative practices; and reforming the judicial system as outlined in the Party's 14th National Congress documents.

Review and expeditiously complete projects and tasks according to the work program of the Central Committee, the Politburo, the Secretariat, and the provincial and city Party committees in 2025, ensuring no delays or omissions. Simultaneously, research, develop, and advise on the issuance of a Central Committee Resolution on strengthening the Party's leadership in the fight against corruption, waste, and negative phenomena in the new period, to be submitted to the 2nd Central Committee Meeting of the 14th Party Congress as directed by General Secretary To Lam.

The Standing Committee of the Party Central Committee requested that efforts be focused on advising and directing the inspection, investigation, and decisive handling of corruption, waste, and negative cases under the supervision and direction of the Central Steering Committee and provincial-level Steering Committees; advising and directing the review and completion of the implementation of conclusions and recommendations from inspections, audits, investigations, prosecutions, trials, and enforcement of judgments, ensuring strict implementation without any backlog or delays.

The advisory body will summarize and fully identify violations and their causes, direct corrective and preventive measures, prevent violations from recurring, prevent old violations from recurring, and prevent subsequent violations from being larger or more serious than previous ones; and recover the maximum amount of assets for the State.

Internal affairs work focuses on advising and directing the strengthening of inspection, supervision, and control of power; preventing and combating corruption, waste, and negative practices; building a truly honest, people-oriented, and people-friendly local government at both levels; promptly detecting and advising on the strict and public handling of cases where officials harass or cause inconvenience to citizens and businesses...

At the same time, the advisory committee directed the acceleration and creation of even stronger changes in the work of preventing and combating waste; coordinating with the Central Steering Committee to include a number of typical projects and works with wasteful practices under monitoring and guidance for focused and decisive handling...

Comrade Tran Cam Tu requested the Central Internal Affairs Committee to proactively coordinate and advise leaders on the thorough understanding and strict implementation of viewpoints, objectives, tasks, and solutions to ensure national defense, security, and social order and safety. First and foremost, this includes advising and directing efforts to further improve the work of receiving citizens, engaging in dialogue with the people, and effectively resolving legitimate concerns, suggestions, complaints, and aspirations of the people at the grassroots level.

Review and provide guidance on resolving all cases of mass, complex, and protracted complaints, especially during the period of the 14th Party Congress, to prevent the emergence of "hot spots," passive responses, and unexpected situations...

Continue to strengthen and improve the organizational structure, building the Party's Internal Affairs sector into an agency that is "honest within honesty," meeting the requirements and tasks of the new period; research, monitor, evaluate, and advise on the timely resolution of new issues arising after the reorganization of the organizational structure, the rearrangement of administrative units, and the operation of the two-tiered local government, especially regarding the organization and operation of internal affairs agencies...

Promoting the application of science and technology and digital transformation; strengthening professional training and development; building a team of cadres and civil servants in the Party's internal affairs sector who are capable, qualified, and possess in-depth knowledge of internal affairs, anti-corruption, anti-waste, and judicial reform...

On behalf of the Party's Internal Affairs sector, receiving the directives from the Standing Committee of the Party Central Committee, Comrade Phan Dinh Trac requested that the Party's Internal Affairs sector focus on implementing the agreed-upon solutions immediately, starting in 2026.

The comrade noted three issues: Firstly, building and effectively implementing the key work program for 2026 of the Central Steering Committee on preventing and combating corruption, waste, and negative phenomena; the provincial and city-level Steering Committees; and the Central Steering Committee on Judicial Reform. Secondly, the Internal Affairs Committees of provincial and city Party Committees should proactively review and advise the Standing Committees of provincial and city Party Committees on directing the decisive handling of long-standing and unresolved cases and incidents.

Local internal affairs agencies proactively coordinate, review, handle, and advise on timely solutions to emerging issues related to security and order, ensuring absolute safety for the 14th National Congress of the Party; the election of deputies to the 16th National Assembly and deputies to People's Councils at all levels for the 2026-2031 term, preventing any passive or unexpected situations.

Assessing the opinions expressed at the conference as heartfelt and responsible, Comrade Phan Dinh Trac affirmed that the Central Internal Affairs Committee will fully absorb them and promptly finalize and issue the documents after the conference to guide and organize unified implementation throughout the entire sector.
