The strategic orientation, opening a new path of development for Ninh Binh province, was outlined by the Head of the Central Organization Department, Le Minh Hung, at the First Congress of the Ninh Binh Provincial Party Committee, term 2025-2030, held on the morning of October 1st.

Beginning his address to the congress, the Head of the Central Organizing Committee shared that in recent days, a series of storms, especially Typhoon No. 10 (Bualoi), have seriously affected many localities across the country, with Ninh Binh being one of the areas that suffered heavy damage.
"I would like to convey the heartfelt greetings and deep sympathy of the Politburo , the Secretariat, and General Secretary To Lam to the Party Committee, the government, and the people of the province. I hope that you all will overcome difficulties, mitigate the consequences of natural disasters, encourage and help each other to stabilize your lives, continue to strive forward, and successfully complete all assigned tasks," Mr. Le Minh Hung shared.
According to the Head of the Central Organizing Committee, the Politburo and the Secretariat highly appreciated the sense of responsibility shown in the preparation for the First Ninh Binh Provincial Party Congress. Ninh Binh province seriously and systematically implemented the Politburo's Directive 45 and the Central Committee's guidelines on organizing Party congresses at all levels, leading up to the 14th National Party Congress.
Mr. Le Minh Hung emphasized that over the past five years, the Party Committee, government, and people of Ninh Binh province have united, strived for innovation and creativity, and resolutely overcome difficulties and challenges to successfully fulfill the tasks of the term, achieving many important and comprehensive results in all fields.
Notably, Party building and the political system have been strengthened and have undergone positive changes; the province's economy has experienced remarkable growth; and the socio-cultural sector has made significant progress.
The size of the economy after the merger of Ninh Binh province (Ha Nam, Nam Dinh, Ninh Binh) is expected to reach over 352,100 billion VND, and budget revenue in 2025 is estimated at over 75,200 billion VND.
The economic structure is shifting towards industrialization, modernization, digital transformation, and green transformation; achieving a basic balance between revenue and expenditure. Tourism, cultural industries, and entertainment industries are gradually asserting their role as key economic sectors, promoting the spread of high and sustainable growth.

The Head of the Central Organizing Committee stated that, in addition to feeling excited and proud of the achievements made, Ninh Binh province must also frankly acknowledge the difficulties and limitations that need to be overcome in the future.
Specifically, Party building and the political system still have aspects that do not meet requirements; although the scale of the economy after merger is larger, its sustainability and quality are still not high, and its competitiveness is not truly strong; the quality of human resources, especially high-quality human resources, remains a bottleneck that needs to be addressed; cultural, social, and educational work needs continued attention; security and social order are ensured but still have potential complexities.
"The aforementioned limitations have both objective and subjective causes, and the Political Report presented to the Congress has frankly and seriously acknowledged, analyzed, and assessed them quite fully."
"I propose that the Congress focus on in-depth discussion, thorough analysis, and clarification of the causes, especially the subjective causes, in order to draw valuable lessons in leadership, guidance, and implementation, and to find feasible and effective solutions to overcome challenges and create momentum for Ninh Binh's development in the new phase," the Head of the Central Organization Department requested.
He envisioned Ninh Binh becoming a centrally-governed city before 2030, with modern industry, high-quality tourism services, a green urban environment linked to heritage, and ranking among the leading localities nationwide in terms of growth rate and per capita income.
