On March 12, 2024, the Standing Committee of the Ha Long City Party Committee issued Directive No. 26-CT/TU on strengthening leadership and guidance in building a model Ha Long City in crime prevention and control, and combating drug abuse. The issuance of this Directive has brought about changes in Party committees, government agencies, and units at all levels, raising awareness of the purpose, significance, importance, and responsibility for drug prevention and control, and focusing on decisively and effectively implementing assigned tasks.

In recent years, the rapid development of social media has significantly impacted the awareness and behavior of users, especially young people. This has also led to the introduction of unhealthy lifestyles and behaviors among a considerable number of teenagers and young adults.
Consequently, according to police assessments, drug-related crimes and social ills are tending to affect younger people, especially among teenagers, young adults, and students, with a growing trend of such crimes and social ills. Along with this, many new types of drugs are appearing on the market, including drugs disguised as food products. Furthermore, the use of nitrous oxide (N2O) and e-cigarettes is also a serious problem, posing significant health risks to users. Notably, some cases of long-term use have led to numbness in the limbs and affected the central nervous system, requiring medical treatment and intervention.
In this context, Directive No. 26-CT/TU was issued, aiming to build Ha Long City into a "three-no" city (drug-free agencies and units; drug-free schools; and no drug hotspots) associated with building a "model, modern, prosperous, beautiful, civilized, and compassionate" city; "Ha Long - City of Festivals"; "Ha Long - City of Flowers"; aiming for year-round tourism , creating an image of security, safety, civilization, friendliness, and a worthwhile destination.
To date, after four months of implementing Directive No. 26-CT/TU, drug prevention and control work in Ha Long City has shown initial positive changes. Playing a core role in advising and implementing the directive to build drug-free agencies and units, and a clean and strong force, the City Police have resolutely taken preventive measures within their ranks. This includes requiring units to conduct surprise drug tests on officers and soldiers at least twice a year. After two weeks of implementation, three units at the ward/commune level and operational teams have been inspected, and no violations have been detected.

In addition, the City Police, in coordination with the People's Committees of wards and communes, organized 13 in-depth training courses on drug prevention and control; and 120 drug prevention and control awareness campaigns in residential areas with the participation of over 10,000 people. Particularly, to successfully achieve the goal of drug-free and e-cigarette-free schools, the City Police, in coordination with the Department of Education and Training, organized two in-depth training courses for leaders and principals of educational institutions in the area, and 18 direct awareness campaigns at schools.
In addition to propaganda work, the city's police force has been resolutely fighting and suppressing drug-related crimes. The unit proactively launched a 3-month intensive campaign (from April 1st to July 30th) . Through this, the focus was on reviewing, detecting, combating, and effectively handling drug trafficking rings, groups, and related individuals. In summary, during the peak period, the unit arrested and prosecuted 40 cases/78 individuals involved in drug-related crimes, created 119 files for managing illegal drug users, and sent 53 individuals to centralized rehabilitation centers (25 for compulsory rehabilitation and 28 for voluntary rehabilitation). The city's police force also participated in dismantling the largest cannabis trafficking ring to date, seizing nearly 150 kg of cannabis, 7.5 billion VND, 2 cars, and numerous related tools and equipment.
In the coming period, the Ha Long City Police will continue to advise the Standing Committee of the City Party Committee to direct Party committees, authorities, the Fatherland Front Committee, and political and social organizations, agencies, departments, and units in the area to continue to seriously and decisively implement Directive No. 26-CT/TU, considering this an important indicator for evaluating and ranking Party committees and organizations. At the same time, they will implement measures to improve the effectiveness of the Steering Committee for crime and social evil prevention and the "All People Protect National Security" movement in preventing and combating crime and drug-related social evils.
Relevant agencies and functional forces will continue to enhance their roles and responsibilities in implementing the work of preventing, controlling, combating, and handling drug-related crimes and social evils in the area, gradually addressing the overall issues of reducing supply, demand, and harm caused by drugs, preventing the situation from becoming complicated and causing public concern. The ultimate goal is to successfully achieve the task of building Ha Long City into a model city for crime prevention and combating drug-related crimes and social evils, a city with "three no's"...
