According to the official document signed by the Vice Chairman of the Thai Binh Provincial People's Committee, Lai Van Hoan, the Thai Binh Provincial People's Committee received petitions from citizens and public opinion reflecting irregularities in exam scores during the 2024-2025 high school entrance exam in Thai Binh province.

Based on the results of the meeting of the Party Committee and the leadership of the Provincial People's Committee, the Chairman of the Thai Binh Provincial People's Committee requested the Provincial Inspectorate to conduct an unscheduled inspection of the implementation of policies, laws, assigned tasks, and powers of the Department of Education and Training (GD-ĐT), the Director of the Department of Education and Training, and related organizations and individuals in organizing the entrance examination for grade 10 high school in the 2024-2025 school year in Thai Binh province, in accordance with the Law on Inspection and its implementing guidelines.
The Chairman of the People's Committee of Thai Binh province instructed the Provincial Police Department and the Department of Information and Communications to assign qualified and competent officials and civil servants to participate in the inspection in accordance with the Law on Inspection, and to send the list to the Thai Binh Provincial Inspectorate before 2 PM on July 30th (before compiling the list, the units should discuss and agree with the Provincial Inspectorate on the number of personnel).
If deemed necessary, the Provincial Inspectorate may invite additional officials and employees from other agencies and units to participate in the inspection, ensuring objectivity, accuracy, and compliance with the law.
In addition, the Chairman of the People's Committee of Thai Binh province also requested the Thai Binh Department of Internal Affairs to take the lead and coordinate with relevant units to advise the Party Committee of the People's Committee of the province to report to the Standing Committee of the Provincial Party Committee for consideration and decision on temporarily suspending the Director of the Department of Education and Training from his duties to facilitate the inspection, ensuring compliance with regulations.
Previously, Ms. PTD (born in 1977, residing in Nam Hong commune, Tien Hai district, Thai Binh province) had filed a complaint alleging irregularities in the 2024-2025 high school entrance exam in Thai Binh province to relevant authorities and the press.
Ms. PTD expressed her frustration: “The entrance exam for 10th grade in Thai Binh province for the 2024-2025 school year took place from June 6th to June 8th, and the results were announced and available for checking on June 16th. When we saw the scores, my family and many other parents, students, and teachers from junior high schools throughout the province were extremely surprised and upset because the scores did not accurately reflect the students' performance. Despite being comforted, my child and other children suffered from emotional shock, depression, and unstable mental health. Parents had to constantly watch over them and couldn't work peacefully for a whole month.”
Some candidates in Thai Binh province who took the 10th grade entrance exam for the 2024-2025 school year saw unusually high scores before and after the review process.
According to Ms. D., her son, who excelled in mathematics during the aforementioned entrance exam, was selected for a top-performing school in the district in 9th grade to prepare for the provincial-level gifted student competition. In the recent 10th-grade entrance exam, he applied to Thai Binh Specialized High School.
“On the day of the exam, my child self-assessed her abilities, estimating her scores at around 9.75 in regular Math, 8 in Literature and English, and 5.5 in specialized Math. However, when she received the exam results, her regular Math score was only 6.75, specialized Math 4.25, Literature 7.5, and English 7.8,” Ms. D. said.
Subsequently, Mrs. D.'s family and many other parents submitted appeals. As a result of the appeal, her son's regular math score increased from 6.75 to 9 points, a difference of 2.25 points.
Along with the aforementioned letter, Ms. D. provided a list of 18 exam registration numbers for the 10th grade high school entrance exam in Thai Binh for the 2024-2025 school year, which she claims also showed significant changes and discrepancies in scores after the review process.
All of these exam registration numbers saw their scores increase after the review process. Notably, registration number 260xxx saw its Math score increase from 3.75 to 9.5 points, a difference of 5.75 points.
In addition, Ms. D. also pointed out other irregularities, such as the case where candidate number 300xxx scored 10 points in regular Math but only 0.75 points in specialized Math. Meanwhile, with candidate number 300xxx, the regular Math score was only 3.5 points, but the specialized Math score was 8 points.
