Starting as a mountainous locality in the Northern region with many difficulties, the poverty rate is high compared to the whole country, therefore, in recent years, Lao Cai and Yen Bai provinces (now the new Lao Cai province) have paid special attention to sustainable poverty reduction, especially implementing the elimination of temporary houses, dilapidated houses, supporting the construction of houses for families of people with revolutionary contributions and relatives of martyrs; poor households, near-poor households; households affected by natural disasters, storms and floods.
In the period of 2021-2025, Lao Cai and Yen Bai provinces have supported the construction of nearly 25,000 houses for meritorious people, poor households, near-poor households, and households affected by storms and floods. Lao Cai province implemented a program to eliminate temporary and dilapidated houses in the context of many difficulties and challenges due to having to overcome damage caused by natural disasters. However, with high determination, by June 15, 2025, the province had completed supporting 100% of houses under the Project, 2 months earlier than the planned target and was one of the localities in the country to soon complete the Project's target. The total mobilized budget for the Project implementation was nearly 710 billion VND, in addition to mobilizing resources contributed and supported from organizations, individuals, families, clans, and communities to support house construction (support in cash, working days, materials, etc.) with a total estimated converted value of over 740 billion VND.
Lao Cai Provincial Party Secretary Trinh Xuan Truong said that this success comes from political determination and creativity in implementation. The police are assigned the task of statistics, so the data is accurate and transparent; Party committees at all levels synchronously direct and remove obstacles right from the grassroots. Mobilized resources are diverse. In addition to the State budget, there are also contributions from businesses, society and people. Support policies are also suitable for reality. Faced with difficulties in progress and capital, the Government has added practical policies. The Social Policy Bank lends households 50 million VND/household, interest-free for 5 years to build houses.

If Lao Cai shows the will to overcome difficulties, Gia Lai and Binh Dinh demonstrate a methodical approach, one step ahead.
Gia Lai province was formed on the basis of merging the two provinces of Binh Dinh and Gia Lai (old). Before the Government issued Official Dispatch No. 102/CD-TTg dated October 6, 2024 on promoting support for eliminating temporary and dilapidated houses nationwide, Binh Dinh province (old) proactively took a step forward, issuing Plan No. 145/KH-UBND dated August 5, 2024, along with a series of subsequent decisions and plans. The "proactive - synchronous - pioneering" approach has created a solid foundation for the program to break through from the very beginning.
Immediately following the Central Committee's direction, the Provincial Party Standing Committee assigned each member of the Standing Committee to be in charge of a specific area, requiring "close attention, clear understanding of people, clear understanding of work" associated with personal responsibility.
As a result, in the period 2020 - 2025, the province supported the construction and repair of houses for 9,888 households. In the 136 peak days (January 1 - May 16, 2025), Binh Dinh completed 4,411 households, 7 months ahead of the general requirement.
In Gia Lai province (old), the need for support is 8,109 houses. After the merger, the province still has more than 400 houses to complete. In just 25 days and nights, with the total participation of the entire political system, forces and people, the new Gia Lai province has completed the committed progress ahead of schedule. By July 25, 2025, Gia Lai province has completed all 12,520 houses, reaching 100%. On July 30, 2025, the province announced the completion of the Program to eliminate temporary and dilapidated houses and support housing for people with meritorious services in the area - one month ahead of the general deadline.
Gia Lai Provincial Party Secretary Ho Quoc Dung affirmed that the success of the program is the implementation method: The Commune-level Steering Committee tightens discipline, enhances responsibility, and removes difficulties right from the grassroots level. Transparent management, online software application to monitor progress, ensures publicity, and does not miss any subjects. Resources are mobilized in a diverse manner, with the political system, businesses, armed forces, the Fatherland Front, organizations, and people joining hands. Resolute leadership, close coordination, and social consensus create sustainable effectiveness, contributing to the completion of social security goals, spreading trust and community responsibility.
In Can Tho, housing support is considered both a political task and an ethical obligation to “repay gratitude.” Ms. Nguyen Thi Ngoc Diep, Vice Chairwoman of the City People’s Committee, emphasized: “Leaving no one behind is not only a motto, but also a promise to the people.”
To carry out the task, Can Tho City Party Committee has established and directed the establishment of Steering Committees at all levels headed by the Party Secretary; promptly issued working regulations, clearly assigned tasks, and directed functional branches to coordinate with localities to thoroughly review and publicly and transparently review support subjects in accordance with the Central Government's instructions.
The results of the temporary housing elimination campaign in Can Tho were impressive: More than 11,400 houses were built and repaired with a total cost of over 651 billion VND and mobilizing over 58,000 working days.
Armed forces turn slogans into action
The emulation movement "Eliminate temporary and dilapidated houses" cannot fail to mention the role of the army and police - the forces that have turned slogans into actions.
In the two years from November 2023 to July 2025, the army supported the construction and repair of more than 35,000 houses. Implementing the emulation movement to eliminate temporary and dilapidated houses of the Prime Minister, the army mobilized over 2,000 billion VND, along with 150,000 officers and soldiers, and 63,000 vehicles to help people build houses.
Military units such as Viettel, MB Bank, and Saigon Newport play a pivotal role, demonstrating community responsibility and compassion.

The army considers the construction of each house as "a warm hearth, a symbol of military-civilian solidarity".
Senior Lieutenant General Nguyen Quang Ngoc, Deputy Minister of National Defense, affirmed: This is a major policy of the Party and State, demonstrating the superiority of the socialist regime. The program not only builds new houses but also builds trust and lights up hope. This is a factor that strengthens the people's hearts.
Therefore, in the coming time, the Ministry of National Defense continues to identify this as a regular task to strengthen the people's hearts and minds - the foundation for the cause of protecting the Fatherland.
At the same time, the Ministry of Public Security also plays a pioneering role. From 2019 to now, the entire force has supported the construction of over 30,100 houses, schools, and hospitals with a total cost of over 1,600 billion VND. In the 2025 emulation movement alone, the Ministry of Public Security has exceeded the emulation movement target with a total cost of over 748 billion VND, of which 362 billion, equivalent to nearly 12,000 houses, was mobilized from officers and soldiers.
Senior Lieutenant General Pham The Tung, Deputy Minister of Public Security, said: “We have mobilized all officers and soldiers to support 362 billion VND for the two provinces of Cao Bang and Lai Chau and have just added another 13 billion VND to Cao Bang province. In addition, the Ministry of Public Security has supported 6 more localities to complete the construction of nearly 6,000 houses with a total cost of more than 373 billion VND. The police force also supported thousands of tons of construction materials along with many vehicles, equipment, and essential items for people's daily life; over 27,000 officers and soldiers have actively participated with more than 5,000 working days, spreading the model of "three sticking together, four together with the people".
“All the wills and actions of the People’s Public Security force are aimed at a prosperous, happy and peaceful life for the people.” The movement not only builds houses but also spreads the spirit of “three sticking together, four together”, connecting the hearts of the people, creating a solid foundation for national defense and security,” Senior Lieutenant General Pham The Tung emphasized.
These impressive results are clear evidence of the close bond between the army, police and the people, affirming the role of the armed forces in implementing social security policies and sustainable national development.
