Household solid waste management in Ho Chi Minh City: Urgent construction of a modern waste incineration plant.

According to the plan, in 1-2 years, Ho Chi Minh City will put into operation two waste-to-energy plants, processing about 40% of the more than 10,000 tons of solid household waste generated daily. So how will the remaining waste be handled?

Currently, most municipal solid waste (MSW) in Ho Chi Minh City is processed at the Da Phuoc Waste Treatment Complex (Vietnam Waste Treatment Company Limited) and the Northwest Solid Waste Treatment Complex. Vietnam Waste Treatment Company Limited receives approximately 5,000 tons/day; the Northwest MSW Complex, Vietstar Joint Stock Company, receives and processes about 2,000 tons/day. The remainder is handled by Tam Sinh Nghia Company and the City Urban Environment Company Limited. The processing methods vary among these facilities, but the primary method is landfilling.

To ensure environmental protection, the Ho Chi Minh City Department of Agriculture and Environment announced that five units have registered to switch to waste-to-energy incineration technology: Vietstar Joint Stock Company, Tam Sinh Nghia Investment and Development Joint Stock Company, Tasco Joint Stock Company, Vietnam Waste Treatment Company Limited, and Ho Chi Minh City Urban Environment Company Limited. To date, two plants have commenced construction: the Tam Sinh Nghia waste-to-energy incineration plant, with a processing capacity of 2,000 tons of waste per day, scheduled for completion in 2026; and the VietStar waste-to-energy incineration plant, also with a processing capacity of 2,000 tons per day, expected to be completed in 2027.

The remaining three projects are completing investment procedures. In addition to the aforementioned projects, the city will call for investment in a new municipal solid waste treatment project under the public-private partnership (PPP) model with a processing capacity of 2,000 tons/day and a power of 40MW, aiming to treat the waste that has been buried for a long time at the Northwest Solid Waste Treatment Complex.

Therefore, if only two waste-to-energy plants are completed in the short term, it will solve the problem of 4,000 tons of household waste per day. The remaining more than 6,000 tons of waste per day will continue to be processed using the "traditional" method of landfilling.

Proposal to supplement the Power Development Plan VIII

According to a representative from the Ho Chi Minh City Department of Agriculture and Environment, regarding authority, the city continues to accelerate the implementation of waste-to-energy projects, applying Resolution No. 28/2023/NQ-HĐND which stipulates the criteria, standards, and roadmap for conversion to new technologies, as well as the conditions, norms, unit prices, and order prices for investors in municipal solid waste treatment projects converting existing technologies to energy-recovery technologies. This serves as the basis for the Ho Chi Minh City People's Committee to consider and order additional volumes of municipal solid waste to encourage investors in municipal solid waste treatment projects to convert to advanced technologies.

Specifically, for the aforementioned new PPP investment projects, it is necessary to resolve the obstacles in the Power Development Plan VIII. Accordingly, in June of this year, the Ho Chi Minh City People's Committee sent a document to the Ministry of Industry and Trade and the Prime Minister proposing the addition of potential power generation projects in the city to the revised Power Development Plan VIII. This is because, on April 15, 2025, the Government issued Decision No. 768/QD-TTg adjusting Power Development Plan VIII, increasing the waste-to-energy capacity for Ho Chi Minh City (previously) by 220MW, bringing the total power generation capacity from waste to 344MW by 2030. In reality, the city has already allocated all capacity to four projects: the waste-to-energy incineration plant (phases 1 and 2) of Tam Sinh Nghia Investment JSC, Vietstar JSC, Tasco JSC, and Vietnam Waste Treatment Company Limited. Therefore, the city has no basis to plan for the addition of new projects.

However, after working with Tam Sinh Nghia Investment and Development Joint Stock Company on the project's progress, the company agreed to transfer a portion of the project's capacity to another entity. Based on this, the city proposed that the Ministry of Industry and Trade consider and report to the Prime Minister to allow the transfer of 40MW from the Tam Sinh Nghia waste-to-energy plant project (phase 2) to the newly added project, so that the city has a basis to implement the next steps. Currently, the adjustment is awaiting approval. Regarding the waste-to-energy project of the City's Urban Environment Company Limited, a representative from the Department of Industry and Trade stated that they are awaiting the city's opinion before proposing its inclusion in the Power Development Plan VIII.

We request that the Da Phuoc landfill extend its waste receiving hours.

On August 14th, the Ho Chi Minh City Department of Agriculture and Environment sent a document to Vietnam Waste Treatment Company Limited (VWS) regarding the schedule for receiving household solid waste at the Da Phuoc waste treatment facility.

The Ho Chi Minh City Department of Agriculture and Environment (DARD) reported that on August 11th, it received a document from VWS (Vehicles and Waste Management Services) notifying them of the new solid waste reception hours. According to VWS, starting August 15th, 2025, the Da Phuoc waste treatment complex will officially receive waste from 6 PM to 6 AM daily, instead of operating 24/7 as before. The DARD believes that adjusting the waste reception time at the Da Phuoc landfill will impact solid waste collection and transportation in the area. To avoid disrupting solid waste collection and transportation, the DARD has requested VWS to adjust the reception time starting October 1st. During this time, the DARD will work with local authorities and transportation companies to adjust the delivery schedule of solid waste to VWS.
