Minister of Public Security Luong Tam Quang stated that the Ministry will monitor the situation, combat, and strictly handle, in accordance with the law, those who commit illegal acts in cyberspace and on social media.


On the afternoon of November 12th, continuing the question-and-answer session of National Assembly deputies on the field of information and communication, Minister of Public Security Luong Tam Quang and Deputy Prime Minister Ho Duc Phoc reported and clarified a number of related issues raised during the session. Prevent organizations and individuals from spreading fake news that affects security and order.

Clarifying some of the consequences and repercussions related to fake news and misinformation, Minister of Public Security Luong Tam Quang affirmed that fake news and misinformation have immeasurable consequences, causing many serious repercussions, and are becoming a major threat to the socio-economic situation, even directly threatening national sovereignty and global security.

Common violations of the law on social media today include: creating, disseminating, posting, sharing, and storing fake news and false information; distorting the Party's guidelines, the State's policies and laws, and undermining national unity; distorting, slandering, and undermining the reputation of organizations and individuals, causing panic, affecting the health, lives, and activities of the people, infringing on legitimate rights and interests, and affecting the reputation and honor of organizations and individuals...

Some individuals exploit the live streaming function on social media platforms to disseminate fake news and misinformation, negatively impacting public sentiment and security. The consequences of fake news also affect economic development, particularly the stock market, finance, and real estate; some misinformation has caused losses of trillions of dong in market capitalization.

In addition, several other notable behaviors have emerged, such as the formation and use of negative groups, influencing perceptions, inciting deviant and violent behaviors, promoting superstitious and depraved customs, and promoting sexual incitement, as reflected by the delegates; and the creation of groups to disseminate information to counter, incite, resist, and oppose law enforcement agencies…

Regarding solutions to this situation, the Minister stated that it is necessary to monitor the situation, combat and strictly handle, in accordance with the law, those who commit illegal acts on the internet and social media. This includes legal responsibility for those spreading fake news or false information, which may be subject to administrative or criminal penalties under government decrees and articles of the Penal Code.

However, the Minister acknowledged that the current administrative penalties (ranging from 5 to 10 million VND) are not sufficiently deterrent; there is a lack of specific quantitative regulations to determine whether to handle administrative violations or prosecute criminal responsibility for spreading fake news or false information on the internet. For example, what level of insult to the honor and dignity of others is considered serious? While simply fabricating or spreading information known to be false, with the intention of seriously insulting the honor and dignity of others, is already sufficient to constitute a crime. Therefore, the proposal suggests that the consequences of these actions should not be considered to ensure sufficient deterrence.

Another solution, according to the Minister of Public Security, is to combat and refute false and hostile viewpoints, fake news, and misinformation; and at the same time, to educate and guide public opinion to raise awareness among people, especially those using social media, in order to create resistance against fake news and misinformation, especially distorted and provocative information, and to expose the tactics of criminals operating in cyberspace and on social media.

The Ministry of Public Security, when cooperating with law enforcement agencies of other countries in the fight against crime, agrees on the principle of combating crime and cooperating in information sharing; the principle is to prevent any organization or individual from spreading false or misleading information that affects security, order, and social safety, or that affects organizations or individuals in other countries.

Clarifying some related issues raised during the questioning session, Deputy Prime Minister and Minister of Finance Ho Duc Phoc emphasized that our era is the era of Industry 4.0, and the economy is moving towards a green economy, especially a digital economy, in which the information technology sector is key. To develop information technology, the Deputy Prime Minister stressed five core pillars: information technology infrastructure; big data; information technology security and cybersecurity; human resources; and the application of information technology such as AI, the Internet of Things, and cloud computing…

Regarding the issues of the press and social media, the Deputy Prime Minister emphasized that the revolutionary press has proactively promoted propaganda about Party building, socio-economic development, culture, and history, creating consensus and trust in society, guiding public opinion, and highlighting good people and good deeds, honoring role models for society to learn from.

To ensure the future development of the press, the Deputy Prime Minister emphasized the need to improve press laws and related legislation. Training and education should be strengthened to keep pace with technology and the demands of the times. Information should be disseminated and provided accurately, freshly, correctly, and with high topical relevance. The criteria, principles, and objectives of current newspapers and magazines should be tightened. Inspections, audits, and enforcement should be strict and timely. The financial mechanisms for press agencies, including tax policies, should be reformed and strengthened.

Concluding the third group of issues in the field of information and communication, National Assembly Chairman Tran Thanh Manh stated that the questioning session was lively. During the session, 36 National Assembly deputies asked questions, and 9 deputies participated in debates. With experience in state management and this being the third time the Minister of Information and Communications has answered questions before the National Assembly, Minister Nguyen Manh Hung had meticulously prepared the content, providing fairly comprehensive answers to the remaining shortcomings and limitations, and proposing solutions for the future.

The Chairman of the National Assembly emphasized that the questioning session showed that in recent times, state management in the field of information and communication has achieved positive results. Vietnamese journalism has made progress, meeting the diverse information needs of the public and effectively disseminating the Party's policies and the State's laws... However, there are still shortcomings and limitations such as: some media outlets, especially magazines, do not adhere closely to their principles and objectives; some media outlets exploit the negative aspects and limitations of agencies, organizations, businesses, and individuals for personal gain.

During the interpellation session, the Chairman of the National Assembly requested the Government, the Ministry of Information and Communications, and relevant ministries and agencies to effectively implement the proposed solutions, continue reviewing, amending, and supplementing regulations on information and communication to ensure uniformity, consistency, effectiveness, efficiency, and development. He also directed research on amending and supplementing the Press Law to ensure quality. He urged the early issuance of the Development Plan for the network of press, radio, television, electronic information, and publishing facilities for the period 2021-2030, with a vision to 2050. Furthermore, he called for the effective implementation of the Digital Transformation Strategy for the press by 2025, with a direction towards 2030.
