On December 14th, in Hanoi , the Department of Medical Examination and Treatment Management ( Ministry of Health ), in collaboration with the Central Association of Young Vietnamese Doctors , Hanoi University of Science and Technology , and partners, organized a rally with the theme " Comprehensive access to healthcare through innovation in healthcare " .

This program is a practical activity implementing the contents of the Launch Ceremony of the Comprehensive Healthcare Access Program 2024 , and at the same time concretizing Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in the development of science, technology, innovation and national digital transformation.

As part of the program, the organizers provided medical examinations and disease screenings using technology to more than 2,000 people in Hanoi.

Speaking at the rally, Dr. Ha Anh Duc – Director of the Department of Medical Examination and Treatment Management (Ministry of Health), Vice Chairman of the National Medical Council, and President of the Vietnam Young Doctors Association – emphasized that to achieve the goal of building a healthy and strong Vietnam, the commitment of pioneering forces in innovation, especially the young generation of doctors and medical professionals, is needed.

Since the 2023 Healthcare Innovation Network , under the direction of the Ministry of Health, the Vietnam Young Doctors Association has launched the "Comprehensive Healthcare Access" program, considering it not just a movement but a concrete action strategy to apply technology, break down barriers, and bring high-quality healthcare services to all citizens, especially in disadvantaged areas.

Dr. Ha Anh Duc – Director of the Department of Medical Examination and Treatment Management (Ministry of Health), Vice Chairman of the National Medical Council, and President of the Vietnam Young Doctors Association – delivered a speech.

According to Dr. Ha Anh Duc, if healthcare is the core mission of the medical industry, then innovation is the key to improving service quality and providing breakthrough solutions for patients. This requires close collaboration between research and training institutions and leading pharmaceutical and medical technology companies.

At the event, the organizers announced a strategic partnership , officially establishing the AZ-HUST Healthcare Innovation Center . The center is expected to become an ecosystem for nurturing technological talent, promoting applied research, knowledge transfer, and developing digital solutions, contributing to addressing urgent healthcare challenges in Vietnam.

The rally was themed "Comprehensive access to healthcare through innovation in healthcare".

Bridging the healthcare gap between local and central levels.

Dr. Ha Anh Duc stated that Resolutions No. 57-NQ/TW dated December 22, 2024 , and No. 72-NQ/TW dated September 9, 2025, of the Politburo have created an important political foundation for the development strategy of the health sector in the new period. The First Congress of the Party Committee of the Ministry of Health, for the term 2025-2030, clearly defined breakthrough tasks and solutions, emphasizing the promotion of science and technology, innovation, digital transformation, and international integration.

"When a remote commune health station can receive professional support from the highest level; when a young doctor in the district can instantly connect with leading experts; when people's health data is digitized, analyzed, and effectively used for disease prevention and epidemic forecasting… That is when we get closer to the goal of comprehensive access to healthcare for all people in all regions of the country," said Dr. Ha Anh Duc.

Practical implementation in several localities such as Bac Ninh and Hung Yen shows that technology, especially artificial intelligence and digital data, has been effectively applied, significantly improving the capacity of grassroots healthcare. This has helped to narrow the gap between local and central healthcare facilities, enabling people to access high-quality healthcare services right where they live.

In Bac Ninh, the smart healthcare model has initially applied artificial intelligence in X-ray image analysis, supporting the screening of respiratory diseases and lung cancer right at the district level, helping to reduce diagnosis time and improve the professional capacity of doctors at the grassroots level through a remote consultation system.

In Hung Yen, the smart healthcare model focuses on managing non-communicable diseases based on synchronized data, supporting early detection of at-risk individuals and building disease maps, thereby helping the locality be more proactive in managing public health.

Delegates and citizens visited the medical technology exhibition booth and participated in a community health promotion consultation program.

Aiming for the goal of ensuring every Vietnamese citizen receives at least one health check-up per year by 2026 , the Director of the Department of Medical Examination and Treatment Management believes it is necessary to build a proactive healthcare ecosystem based on large-scale screening, continuous health management, data interoperability, and remote professional support.

The program "Comprehensive Healthcare Access through Innovation in Healthcare" is identified as a concrete step to realize this goal, based on cooperation between the State, experts, businesses, and the community. We will gradually realize the vision of a humane, transparent, and modern Vietnamese healthcare system, ensuring that all citizens have access to quality healthcare services, regardless of region or economic conditions.

The Party, the State, and the Ministry of Health are committed to continuing to improve mechanisms and policies, promoting multi-sectoral cooperation, and creating the most favorable conditions for innovative initiatives to be effectively implemented in practice, with the goal of building a healthy and prosperous Vietnam.
