Ten working groups, each led by a Deputy Minister of Agriculture and Environment, will work in August 2025, focusing on understanding the situation, exchanging information, providing guidance, and resolving difficulties and obstacles related to three main areas.
The Ministry of Agriculture and Environment has just issued a Decision on the establishment of 10 working groups to assess the situation, provide guidance, and address difficulties and obstacles faced by localities in the fields of agriculture and environment during the initial phase of operating the two-tiered local government organizational model.
Accordingly, the working groups are led directly by Deputy Ministers of the Ministry of Agriculture and Environment, with the participation of representatives from units under the Ministry. Each group is assigned to work in many provinces and cities nationwide such as Hanoi , Ho Chi Minh City, Hai Phong, Lam Dong, An Giang, Nghe An, Lao Cai…
Specifically:
Working Group No. 1, led by Deputy Minister Nguyen Hoang Hiep, is working in the provinces of Gia Lai and Lam Dong.
Working group No. 2, led by Deputy Minister Nguyen Thi Phuong Hoa, is working in the following provinces and cities: Hai Phong City, Hung Yen, Bac Ninh, and Quang Ninh.
Working group No. 3, led by Deputy Minister Tran Thanh Nam, is working in the provinces and cities of An Giang, Can Tho City, Vinh Long, Ca Mau, and Dong Thap.
Working Group No. 4, led by Deputy Minister Tran Quy Kien, is working in the provinces of Lang Son, Phu Tho, Lai Chau, Son La, and Dien Bien.
Working Group No. 5, led by Deputy Minister Le Cong Thanh, is working in the following provinces and cities: Ho Chi Minh City, Dong Nai, and Tay Ninh.
Working group No. 6, led by Deputy Minister Phung Duc Tien, is working in the provinces of Dak Lak and Khanh Hoa.
Working Group No. 7, led by Deputy Minister Le Minh Ngan, is working in the provinces and cities of Thanh Hoa, Nghe An, Ha Tinh, Quang Tri, and Hue City.
Working group No. 8, led by Deputy Minister Nguyen Quoc Tri, is working in the provinces of Cao Bang, Thai Nguyen, Tuyen Quang, and Lao Cai.
Working group No. 9, led by Deputy Minister Hoang Trung, is working in the following provinces and cities: Hanoi and Ninh Binh.
Working group No. 10, led by Deputy Minister Vo Van Hung, is working in the provinces and cities of Da Nang and Quang Ngai.
According to the plan, the delegations will work in August 2025, focusing on understanding the situation, exchanging information, providing guidance, and resolving difficulties and obstacles related to three main areas: reorganizing the administrative apparatus and units; implementing decentralization, delegation of authority, and delineation of jurisdiction; and removing obstacles related to administrative procedures in the initial phase of operating the two-tiered local government model.
