The Hanoi Party Committee's monitoring delegation, led by Mr. Vu Dai Thang, member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, worked with Ngoc Ha ward to monitor the leadership, direction and implementation of a number of key and urgent topics associated with the year-end review work in 2025.

Promoting digital transformation, improving management quality
Standing Deputy Secretary of the Ngoc Ha Ward Party Committee Do Thi Duy Nhien said: Ngoc Ha Ward was formed on the basis of merging 8 units, with a population of more than 96,000 people, is a key area for national defense and security, concentrating many central agencies and important facilities.
Immediately after implementing the 2-level local government model, the Ngoc Ha Ward Party Committee quickly completed the organizational structure, issued working regulations, and clearly assigned people, tasks, and responsibilities. One of the outstanding contents is the implementation of the topic of decentralization and delegation of power associated with administrative procedure settlement and digital transformation.
The ward has issued 13 documents to deploy and organize the implementation of 725 state management tasks in 14 fields, including 463 tasks according to ward-level regulations and 262 tasks decentralized and authorized by higher levels. During the period from July 1, 2025 to November 30, 2025, the ward received 8,224 records, resolved 8,128 records, the rate of on-time and early resolution was high, the satisfaction level on the National Public Service Portal reached 18/18 points.
Closely linking thematic activities with the year-end review work in 2025, Ngoc Ha Ward has chosen the disbursement of public investment capital as a key content. In 2025, the ward was assigned more than 380 billion VND for 63 projects. By November 30, 2025, the disbursement value reached more than 330 billion VND and is estimated to reach nearly 100% of the assigned plan by January 31, 2026.
Site clearance work is also included in the urgent topic group for review and experience drawing. There are 17 projects related to site clearance in the area, including completed projects, ongoing projects and projects invested by the City. The classification and progress review are carried out in parallel with the review of collective and individual responsibilities.

At the same time, the use of staff and management of public assets are carried out in accordance with regulations. 100% of units issue regulations on public asset management, arrange headquarters, community centers, and working facilities in a cost-effective, public, and transparent manner.
In the field of people's livelihood, the ward focuses on handling congestion, flooding, urban order, environment, and food safety. The handling results are included in the review and assessment of the quality of public service performance. At the same time, the ward has issued full documents to serve the review and classification of party organizations, party members, collectives and individual leaders and managers in 2025, closely linked to the completion of key topics.
In addition to the achieved results, Standing Deputy Secretary of the Party Committee of Ngoc Ha Ward Do Thi Duy Nhien also pointed out the difficulties, limitations and recommendations and proposals to continue perfecting the operation of the 2-level local government model, meeting the requirements of tasks in the coming time.
At the meeting, the members of the Supervisory Delegation highly appreciated the efforts of the ward in stabilizing the system and effectively implementing the tasks in a short time. In addition, the Delegation also pointed out the remaining difficulties, exchanged many opinions, and requested the ward to continue to focus, apply flexible but correct measures, and coordinate closely with departments and branches to resolve them, especially in site clearance work...
Proactive and effective in implementing key tasks
Concluding the working session, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee Vu Dai Thang - Head of Supervision Team No. 01 acknowledged and highly appreciated the seriousness, responsibility and efforts of Ngoc Ha Ward in the initial phase of operating the 2-level local government model. From the beginning of July 2025 up to now, the ward has fully implemented the tasks assigned by the City, achieving positive results in all areas, especially 8 key groups of issues that the City is interested in, the results achieved are very encouraging.

Regarding public investment disbursement and socio-economic development, Chairman of the City People's Committee Vu Dai Thang said that in the past 6 months, the ward has effectively handled long-standing problems, without new pressing issues arising.
Many projects that had been delayed in the past and were not yet implemented are now being resolved. Administrative procedures and issues of concern to the people have also been fully implemented, with clear changes. The 7.2-hectare land in the ward that used to be congested, encroached upon, and had chaotic markets is now spacious, demonstrating the strong leadership and direction of the ward government.
Notably, the Standing Committee of the Ward Party Committee has maintained the spirit of being close to the people, performing the duties and tasks of the ward in the past, and has undertaken many tasks at the district level, even receiving many tasks directly authorized by the City, and has completed them effectively. Chairman of Hanoi Vu Dai Thang assessed that this is an encouraging result, and at the same time requested the ward to continue to closely coordinate with departments and branches, overcome the remaining problems, and focus on solving them thoroughly.
Chairman of the City People's Committee Vu Dai Thang emphasized the higher requirements in the coming time, when the growth target of the Capital in 2026 is determined to be 11%. The entire political system needs to make many times more efforts to achieve this growth rate, especially in the central areas, key areas with many businesses, commercial and service activities, including Ngoc Ha ward.
In addition, the City will implement many major orientations and adjust the overall planning of the Capital, including the use of underground space, urban railways and low-altitude aircraft for business and transportation. The Chairman of the City People's Committee requested that central wards closely follow the planning to propose works and projects, call for businesses and investors, and at the same time thoroughly grasp and implement the specific mechanisms and policies of the Capital, including the mechanism for site clearance when 75% of households agree, the remaining 25% can be forced.
Chairman of the City People's Committee Vu Dai Thang also noted the immediate tasks such as Tet preparations and elections. The City Party Committee and People's Committee will have specific instructions, but the wards need to be proactive in decorating, creating a joyful atmosphere, and taking care of social security for the poor and vulnerable families. Ngoc Ha Ward, with favorable physical conditions, will be the locality to organize entertainment centers for people during Tet, ensuring that people welcome the new year safely and happily.
Looking towards 2026, Chairman of the City People's Committee Vu Dai Thang emphasized that central wards need to be exemplary and take the lead in implementing tasks, while also performing well on key and urgent topics, associated with the review work at the end of 2025. This is the basis for wards to improve their management capacity, creating a driving force for sustainable development for the Capital.
