Regarding the handling of surplus assets after the implementation of the two-level local government, the Department of Public Asset Management - Ministry of Finance said that by September 30, more than 14,050 houses and land facilities had been handled; the number of facilities that need further handling is 13,759 in 34 provinces and cities.

According to periodic statistics, the implementation progress is assessed as positive, the number of facilities needing to be handled is gradually decreasing.

However, the Ministry of Finance said that up to now, some localities have not yet completed the decision to hand over assets, whether or not there is a complete handover record. The remaining localities include: Nghe An, Hung Yen, Dak Lak, Tay Ninh, Vinh Long, An Giang , Ninh Binh, Thanh Hoa, Ho Chi Minh City and Dong Thap.

The Ministry of Finance has issued an official dispatch requesting localities to review, update and complete plans for handling public assets before October 15.

According to the reports of localities, there are still 263 communes in provinces and cities such as Son La, Ninh Binh, Thanh Hoa, Nghe An, Da Nang , Hung Yen, Gia Lai, Lam Dong, Ho Chi Minh City, Dong Thap, Vinh Long that have not been equipped with cars for public work.

The Ministry of Finance requests the Chairmen of the People's Committees of provinces and cities to direct the transfer or purchase of new cars to equip communes that are lacking, ensuring that each commune has at least one car according to the standards and norms for public car use. The completion must be done by October 2025.

In cases where, according to regulations, a commune is not eligible to be equipped with a car for public work, localities need to clearly notify and remove from the list of communes that are not equipped with a car, in order to ensure statistics and reporting are accurate and in accordance with current standards.

According to data from localities, there are currently 467 communes in provinces and cities such as Son La, Ninh Binh, Thanh Hoa, Bac Ninh, Hung Yen, Gia Lai, Ho Chi Minh City, Dong Thap, Vinh Long that do not have enough machinery, equipment and transmission lines to serve the work.

The Ministry of Finance requested the Chairmen of the People's Committees of provinces and cities to direct the review, identify specific missing contents and have a plan to completely handle them in October 2025. In case of needing to purchase new or additional equipment, localities are required to proactively arrange the budget, at the same time combine support sources from the central budget and mobilize other legal resources, to ensure material conditions for agencies and units after the arrangement.

National inventory of public assets

The Ministry of Finance has just sent an official dispatch to ministries, branches and localities nationwide, guiding the implementation of Prime Minister's Directive No. 23 on promoting the results of the general inventory of public assets and improving the efficiency of management and use of public assets.

According to the Ministry of Finance, ministries, branches and localities need to urgently review and fully issue documents under their authority related to budget allocation, usage norms, and decentralization of authority to exploit and handle public assets. In particular, special attention should be paid to infrastructure assets such as transportation, irrigation, markets, culture, and sports at the commune level.

Determining the value of unaccounted assets is also a key requirement. The Ministry of Finance has issued a series of circulars guiding the determination of the original price and remaining value for each type of infrastructure asset, from roads, railways, inland waterways to irrigation and maritime. Assets that do not meet the valuation conditions will be temporarily monitored at the conventional price (1 VND) but must still be fully updated with information to serve effective management, investment and exploitation.

The Ministry of Finance requires ministries, branches and localities to closely link the preparation and allocation of investment estimates, procurement and repair of public assets with the actual usage. Projects and expenditures related to public assets must be carefully assessed to ensure their necessity and compliance with approved standards and norms.

Inspections must be carried out periodically, linked to the responsibility of the head and have clear sanctions in case of waste and violations.
