The Ministry of Public Security has recently drafted a Circular stipulating the organization of tests on legal knowledge regarding road traffic order and safety in order to reinstate driver's license points.

Accordingly, Article 4 of the draft regulations stipulates that the Traffic Police Department (Ministry of Public Security) or the Traffic Police Division of the Provincial/City Police will organize the inspections. The inspection content will be issued by the Ministry of Transport .

Participants will take a computer-based test to assess their knowledge of road traffic laws. Drivers will also be tested on simulated traffic scenarios.

Foreigners must have an interpreter when taking the exam. Members of ethnic minorities may also need an interpreter during the exam if necessary.

The Ministry of Public Security has proposed that 189 violations will result in a deduction of 2 to 12 points from a driver's license.

The test covers knowledge of laws regarding road traffic order and safety.

For the theory test , candidates holding A, A1, or B1 class driver's licenses have 19 minutes to complete the test. The test consists of 25 multiple-choice questions, each worth 1 point. One question, if answered incorrectly, will result in a failing grade. A failing grade means the candidate has not passed.

The passing score for category A1 is 21/25; for categories A and B1, it is 23/25 points.

Candidates holding a Class B or C1 driver's license must complete the test in 22 minutes. The test consists of 35 multiple-choice questions, each worth 1 point. One incorrect answer will result in a failing grade. A failing grade means the candidate has not passed. A score of 32/35 or higher is considered passing.

Candidates holding a D1 or C class driver's license must complete the test in 24 minutes. The test consists of 40 multiple-choice questions, each worth 1 point. One incorrect answer will result in a failing grade. A failing grade means the candidate has not passed. A score of 36/40 or higher is considered passing.

Candidates holding D2, D, BE, C1E, CE, D1E, D2E, or DE driver's licenses must complete the test in 26 minutes. The test consists of 40 multiple-choice questions, each worth 1 point. One incorrect answer will result in a failing grade. A failing grade means the candidate has not passed. A score of 41/45 or higher is considered a passing score.

The simulation consists of 10 paper-based questions, with a time limit of no more than 10 minutes. Each question has a maximum score of 5 and a minimum of 1 point, and the content describes various situations that pose potential traffic safety risks.

The score achieved by the test-taker corresponds to the time they can recognize and identify potentially hazardous traffic situations through interaction with a computer equipped with simulation software. A score of 35 out of 50 or higher is considered passing.

Individuals holding a driver's license must pass both the theory and simulation tests. Failing the theory test disqualifies you from taking the simulation test. If you pass the theory test but fail the simulation, your theory test result will be valid for one year. You can retake the test within three days of failing the simulation.

According to Article 58 of the Law on Road Traffic Order and Safety, a person whose driver's license has all points deducted will not be allowed to drive a vehicle on public roads. That driver's license will also become invalid. After at least 6 months from the date all points were deducted, the driver's license holder is eligible to take a test on knowledge of road traffic order and safety laws.
The Ministry of Public Security has proposed that 189 offenses will result in a deduction of 2 to 12 points from a driver's license. Of these, 28 offenses will result in a 12-point deduction.
