The road project to the Ninh Phuoc commune administrative center has a total length of 5.1km. The project was scheduled for completion between 2021 and 2024. The contractor is a joint venture between Company 6.3 and Trung Trung Bo Company. However, after nearly four years of implementation, the project's progress is very slow, with some sections even halted.

According to observations by reporters from Kinh tế & Đô thị (Economy & Urban Affairs), construction at the beginning of the project has been temporarily halted due to land acquisition issues involving Mr. Nguyen Van Long's property. Furthermore, the project includes an area of ​​land related to deforestation incidents that occurred in Ninh Phuoc commune.

According to the investor's representative, the People's Committee of Nong Son District, Mr. Nguyen Van Long's family is classified as poor, his wife suffers from a serious illness, and they have four children of school age. However, the land where the family lives is not residential land, so only compensation for assets on the land will be provided; they cannot be allocated a resettlement plot. The family's finances are also insufficient to pay the approximately 400 million VND required for a resettlement plot. The local authorities are currently working to persuade, educate, and find common ground.

Regarding the area affected by deforestation, the forest status assessment has been completed. The District People's Committee is proposing a plan for construction implementation, and the case is still being prosecuted. This is absolutely necessary to ensure the project's progress continues.

Currently, the investor has handed over 90% of the land to Trung Trung Bo Joint Stock Company and 30% to 6.3 Joint Stock Company. However, the project implementation volume has only reached about 17%.

The reason remains the lack of available land for construction.

At the current pace, the road project, for which the People's Committee of Nong Son District is the investor, will certainly not be completed by 2024. Therefore, the investor and contractor still have a lot of work to do if they want to bring the project to completion.

Mr. Nguyen Van Hoa, Chairman of the People's Committee of Nong Son District, acknowledged the need to expedite compensation and land clearance. If the district completes the land handover by the end of 2024, the contractor will complete the project in 2025. Currently, the project construction process still has a large amount of excess soil, while the existing waste disposal sites do not meet the required capacity. In fact, Nong Son District has planned three quarries to serve the project; one site with a capacity of 30,000 m³ is already full, while the remaining two sites have not yet had their land cleared.

According to Mr. Hoa, the People's Committee of Nong Son district is completing the necessary documents and procedures to submit to the Department of Natural Resources and Environment to request permission to use excess soil from the project to fill Ho Cai Lake. This solution could speed up the construction progress.

Given the current delays, the Vice Chairman of the Quang Nam Provincial People's Committee, Tran Nam Hung, instructed the Department of Transport to take the lead and coordinate with the Department of Planning and Investment and other relevant departments and units to advise the province on considering and extending the project implementation time until December 2025. However, the Nong Son District People's Committee needs to submit a report explaining the situation, reviewing the responsibilities of the relevant collectives and individuals, and obtaining the consensus of the District Party Committee Standing Committee.

Regarding Mr. Nguyen Van Long's household, the People's Committee of Nong Son District needs to find a definitive solution to secure the land for project implementation. According to the report from the People's Committee of the district, considering the difficult circumstances of Mr. Nguyen Van Long's family, it was agreed in principle to allow them to defer payment of land use fees as stipulated in Article 26 of Government Decree No. 88/2024/ND-CP dated July 15, 2024.

The investor is urged to promptly approve the compensation, support, and resettlement plan, as a basis for persuading households to hand over the land in October 2024. In cases where households do not agree, the District People's Committee will promptly carry out procedures for compulsory land acquisition to implement the project.

Regarding the deforestation incident, the People's Committee of Nong Son district cooperated and provided all relevant documents and records. The District Forest Protection Department filmed and photographed the entire forest area within the project scope to serve as a basis for assessing the current state before construction and related tasks.
