An Giang is vigorously implementing the movement of “Digital Literacy for All” and lifelong learning, inheriting the educational ideology of President Ho Chi Minh, aiming to build a digital learning society for all people, comprehensively and lifelong. The province is promoting digital transformation, keeping up with the era of the 4.0 industrial revolution, opening up opportunities for each citizen to access knowledge and master technology.

Accordingly, the province will synchronously deploy many groups of solutions; models and movements to spread digital skills to the community, such as: "Digital Family", "Digital Market - Digital Rural Area", "Each Citizen - A Digital Identity" and "Community Digital Technology Group", Youth Campaign to join hands to popularize digital skills... To support people, all levels and sectors effectively implement the movement "Digital Literacy for All". In particular, pay attention to extensive communication and propaganda; popularize knowledge about digital transformation and digital skills for each target group. Implementing the spirit of cooperation between the Provincial People's Committee and the Vietnam Posts and Telecommunications Group ( VNPT ), the Department of Science and Technology and the Department of Education and Training, VNPT An Giang coordinate to build the application "Lifelong Learning", serving the movement "Digital Literacy for All", contributing to popularizing digital knowledge and skills for all people.

Member of the Central Party Executive Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung requested: "The movement "Digital literacy for all" must be deployed to residential groups, hamlets, and villages, creating a movement for the whole population to compete in learning, practicing digital skills, and actively participating in the digital transformation process. It needs to be deployed quickly, widely, comprehensively, systematically, cohesively, scientifically, flexibly, creatively, and closely following the actual situation. Strong application of digital technology, artificial intelligence, and online learning platforms is a key factor, ensuring a flexible approach, suitable for all subjects, especially vulnerable groups, people in remote areas, ethnic minority areas... The results of the movement must be measured by fundamental changes in people's digital capacity, promoting the digital economy , building a digital government, digital society...".

Deputy Secretary of the Provincial Youth Union, Chairman of the Vietnam Youth Union of An Giang Province, Do Minh Sang, informed: “The movement “Popular digital education” has attracted more than 140 volunteer youth teams, with nearly 1,300 members. Participating in the “Popular digital education” teams, union members are present in each household, especially in remote areas, to popularize “ digital technology ” knowledge to the people. At the same time, they promote basic information technology skills, instruct people on how to use computers, smartphones, social networks, etc.”

Director of VNPT An Giang Pham Hung Hai said that the application interface supporting "Lifelong Learning" on the SmartAnGiang platform is designed to be friendly and suitable for people of all ages, including those who are not familiar with or do not have access to technology. The "Lifelong Learning" interface is developed specifically for mobile devices and is directly integrated into the An Giang Digital Citizen (SmartAnGiang) application, providing a convenient and easy learning experience for people of all ages, anytime, anywhere. The "Lifelong Learning" application includes 6 main features: Courses, competitions, learning materials, surveys, achievements, and certificates. The application deployment creates a flexible learning environment on smart mobile devices, helping people easily access digital knowledge, form proactive learning habits, and apply technology to daily life.

“In the current era of rapidly developing digital technology, not only young people, but also the elderly need to update digital technology, learn for life to grasp information, follow current events…” - Ms. Nguyen Thi Kim Chi (resident of My Binh ward, Long Xuyen city) expressed.

In order for the "Digital Education for All" movement to truly spread to every citizen, every hamlet, village, and residential group, the role of Community Digital Technology Teams is extremely important. This is one of the pioneering forces contributing to the effective spread of the "Digital Education for All" movement in An Giang province, along with the education sector playing a key role in spreading the spirit of lifelong learning. Along with that, the entire political system needs to consider the implementation of the movement as a central and continuous task; respond, establish specific models and directly implement them; cadres and party members need to be pioneers and exemplary in learning, practicing and spreading digital skills.

“Digital literacy” is the dissemination of technological knowledge and digital skills to the entire population, playing a particularly important and urgent role in the province’s digital transformation process. With the active participation of community digital technology groups, digital skills training programs are helping people from urban to remote areas easily access technology and actively participate in the modern digital society.
