(CLO) On the morning of November 10th, the Editorial Board of the Communist Magazine, in coordination with the State Capital Management Committee at Enterprises and the Party Committee of the Central Enterprise Bloc, organized the seminar "Enhancing the Role of the State-Owned Economic Sector in the Socialist-Oriented Market Economy in Vietnam - From the Practice of Vietnam Airlines Corporation".
According to the organizers, the state-owned economy holds a crucial position and plays a vital role in the socio-economic development process of the country, creating a fundamental foundation for the development of all sectors, fields, economic components, and types of enterprises in the national economy.
Throughout the Party Congresses and the national socio-economic development strategy, the Party and State of Vietnam have consistently affirmed the leading role of the state economy and the importance and pivotal role of the state-owned enterprise (SOE) sector.

Speaking at the seminar, journalist Pham Viet Dung, Head of the Economic Department of the Communist Magazine, stated that to maximize the effectiveness of the state-owned enterprise (SOE) sector, it is necessary to focus on implementing several solutions to improve mechanisms and policies that promote the sustainable development of the SOE sector. These include the early establishment and completion of a legal and institutional system, creating a comprehensive, synchronized, and unified legal framework to restructure, innovate, and improve the efficiency of SOEs.
Research and review the mechanisms for managing, supervising, and exercising the rights and responsibilities of state-owned enterprises (SOEs) and their representatives; refine the management and supervision model for SOEs and state-owned capital and assets invested in enterprises in a clearer and more appropriate manner, in line with the current context. This will serve as a basis for SOEs to operate effectively, leverage the strengths of large enterprises, and promote their pioneering and leading role.
Journalist Pham Viet Dung suggested: "State management agencies need to review and improve the criteria for evaluating the performance of state-owned enterprises (SOEs), representatives of state capital in enterprises, and enterprise management. Increase information transparency for all SOEs according to the standards applied to public companies; research and develop a national database on SOEs."
At the seminar, Dr. Nguyen Minh Phong, former Deputy Head of the Propaganda and Theoretical Department of Nhan Dan Newspaper, argued that Vietnamese practice and international experience show that, in order to enhance the role and effectiveness of state ownership in Vietnam's aviation industry in the future, the Government needs to prioritize investment in major airports. This includes allocating more budget to increase the capacity of local airports, and allowing large international airports to meet their own needs by attracting more private and foreign direct investment through Build-Operate-Transfer (BTO) models.

Mr. Dang Ngoc Hoa, Secretary of the Party Committee and Chairman of the Board of Directors of Vietnam Airlines Corporation, shared that building Vietnam Airlines into a strong global brand with high international competitiveness requires not only the efforts of the national airline alone but also the support of the Party, the State, and the Government, as well as the efforts of the entire nation.
The aviation industry contributes to promoting trade and tourism, but conversely, trade and tourism also promote the development of the aviation industry. Therefore, Vietnam needs to continue to strengthen trade and tourism promotion, advertise national destinations through traditional channels and new media methods, organize international sports, cultural, artistic and entertainment events, and host international exhibitions and conferences...
At the conference, numerous presentations and sharing sessions from experts, scientists, leaders, and managers in various fields clarified the need to innovate mechanisms and policies to promote the sustainable development of state-owned enterprises. They offered practical policy planning and support for the aviation industry in particular, and the state-owned enterprise sector in general. These opinions contributed to creating strong momentum for development in the new context, thereby driving the development of the Vietnamese economy in the new era – an era of national progress.
Speaking at the conference, journalist Le Hai Binh, alternate member of the Central Committee of the Communist Party of Vietnam and Editor-in-Chief of the Communist Magazine, said that the opinions expressed all showed dedication, a sense of responsibility, and many papers were of high scientific quality. Many opinions analyzed and clarified the Party's views and orientations on the development of the state economy and the reform of state-owned enterprises.

In addition, delegates also proposed solutions to build Vietnam Airlines into a national brand, representing Vietnam with high international competitiveness to integrate and participate in the global supply chain, meeting the country's international integration requirements.
"The content of the papers and opinions expressed at the seminar will continue to be studied and refined to serve research and provide advice to the Party on the policy of further enhancing the role of the state-owned economic sector in the socialist-oriented market economy in Vietnam," journalist Le Hai Binh emphasized.
