On September 17, information from the People's Committee of Quang Ninh province said that on the evening of October 28, this locality will hold a ceremony to celebrate the 60th anniversary of the province's founding (October 30, 1963 - October 30, 2023) with the theme "Aspiration to build a model Quang Ninh, rich, beautiful, civilized, modern", at October 30 Square (Hong Hai Ward, Ha Long City). At the ceremony, there will be a high-altitude fireworks display.

The total number of delegates, tourists and people participating is expected to be nearly 10,000. Of which, the parade force, the demonstration parade, artists, actors and art crew will be about 4,000 people. The program is expected to last 130 minutes, of which 90 minutes will be broadcast live.
