Ensuring absolute safety and security of the high school graduation exam papers.

On the morning of June 13th, the working group of the National Steering Committee for the 2024 High School Graduation Examination, led by Deputy Minister of Education and Training Hoang Minh Son, inspected and surveyed several examination centers and exam paper printing and copying facilities in Da Nang City. The group also held a meeting with the Da Nang City People's Committee regarding the preparation and organization of the 2024 High School Graduation Examination.

Reporting at the meeting, Ms. Le Thi Bich Thuan, Director of the Da Nang Department of Education and Training, stated that the Department had coordinated with the city's police force in preparing facilities, plans, means, and equipment to ensure security and safety at the exam paper printing and copying locations, exam paper and answer sheet storage areas, and examination boards… ensuring conditions and means for fire and explosion prevention and security in accordance with the regulations.

Directing examination centers to coordinate with relevant authorities to review, inspect, and procure all necessary fire prevention and firefighting equipment as required; arranging fire fighting vehicles and personnel to be on duty 24/7 at the exam paper printing and marking centers; organizing clean school premises and classrooms; strictly implementing regulations on food safety and hygiene…

At the 28 examination centers, facilities have been prepared, examination rooms have been cleaned, and preparations have been made to ensure the examination supervision process meets requirements. Each examination center has one reserve examination room.

The examination council prepares one backup examination site that can be used as a backup site in case of emergencies, and also keeps more than 350 officials and teachers at the examination council to supplement invigilators and supervisors who are sick, injured, or in case of unforeseen circumstances.

Mr. Tran Chi Cuong, Vice Chairman of the Da Nang City People's Committee, said that in the remaining time until the exam takes place, Da Nang will need to review each step in the preparation work, focusing on training teachers, staff participating in the exam, and students on regulations, especially paying attention to the new points of the exam. The city will make every effort to ensure that the exam takes place safely, seriously, completely, and in accordance with regulations.

Da Nang has 13,561 candidates registered to participate in the 2024 High School Graduation Examination. Of these, 12,853 candidates registered to take the exam for both high school graduation and college/university admission; 605 candidates registered solely for college/university admission; and 103 candidates registered solely for high school graduation. Da Nang mobilized 1,389 teachers as invigilators; 282 supervisors; and 112 police officers and security personnel.

Following on-site inspections and reports from the Da Nang City Examination Steering Committee, the members of the working group exchanged views and provided guidance to the province regarding preparations for the examination. Specifically, they discussed issues such as ensuring the isolation of exam paper printing and copying locations; guaranteeing security and safety at examination sites; thorough preparation of facilities; and clearly and specifically disseminating regulations to ensure the rights of candidates.

Deputy Minister Hoang Minh Son highly appreciated the preparations for the 2024 high school graduation exam in Da Nang City. At the examination sites, the facilities are adequate; the rooms containing exam papers and answer sheets are equipped with surveillance cameras and the windows are sealed tightly… Everything is ready for a serious, safe, and successful exam.

Mr. Do Xuan Giang, representative of the Department of Internal Political Security ( Ministry of Public Security ), noted that during the training of exam invigilators on exam regulations, emphasis should be placed on preventing cheating using high technology.

Furthermore, in some previous exams, when questioned, some candidates who leaked exam questions during the exam were completely unaware that they were committing a criminal offense. Therefore, when disseminating exam regulations to candidates, the importance and confidentiality of exam questions must be especially emphasized.

Mr. Giang also noted the situation where police officers participating in exam security violated exam regulations, such as using mobile phones in the exam area.

The inspection team noted that the Steering Committee for the 2024 High School Graduation Examination in Da Nang should regularly review and check the security of exam papers from the time of preparation to transportation to the examination centers, printing, matching, and appropriate camera placement… In particular, special attention should be paid to security and personnel at the third level of the exam paper printing and copying facility.

Emphasizing the importance of the High School Graduation Examination, Deputy Minister Hoang Minh Son requested the Da Nang City Examination Steering Committee to thoroughly understand the spirit, role, and significance of the examination, as well as the responsibilities of the provincial-level Examination Steering Committee. The results of the examination are not only for determining high school graduation, but also serve as a basis for evaluating teaching and learning activities in localities and educational institutions, and for admission to universities and colleges.

Deputy Minister Hoang Minh Son specifically emphasized three key points for the Steering Committee for the 2024 High School Graduation Examination in Da Nang City: Firstly, in addition to issuing documents and carrying out professional work, the Da Nang City Examination Steering Committee must clearly assign responsibilities to departments and individuals, paying particular attention to absolute safety and security in the printing and copying of exam papers in accordance with regulations.

The Deputy Minister noted that if only one individual commits a violation in a single examination room or examination center, the disciplinary action will be limited to that room or center. However, if the issue occurs in the exam paper printing and copying department, it affects the entire examination.

Secondly, there is a need to strengthen and pay more attention to training. Training should not only focus on exam regulations and rules, but also provide thorough and in-depth training tailored to the specific tasks of all departments involved in serving the exam.

Thirdly, inspection work needs to be thorough in every detail, absolutely without complacency, with multiple inspections, self-inspections, and cross-checks at all stages.

The Deputy Minister also emphasized the importance of ensuring the safety and security of the exam papers and creating the most favorable conditions for candidates, reminding and explaining the regulations to candidates to ensure they can take the exam as smoothly as possible.

"For candidates, it's crucial to understand the importance of this. Parents and students must be informed that no equipment is allowed in the examination room, as the risks involved are significant. It's especially important to ensure that no candidate brings any equipment outside of the regulations into the examination room. It's important to emphasize that leaking exam questions will not only result in suspension from the exam but also carries criminal implications," Deputy Minister Hoang Minh Son stressed.
