At a press conference held by the Ministry of Public Security on the afternoon of July 7th, a representative from the Department of Investigation of Economic Crimes, Corruption, and Smuggling announced that the Police Investigation Agency of the Ministry of Public Security had initiated criminal proceedings against Mr. Dao Nam Hai, former General Director of Vietnam Petroleum Corporation Petrolimex, for the crime of "receiving bribes".
Additionally, at Petrolimex Insurance Corporation (PJICO, stock code: PGI), another former general director, Ms. Nguyen Thi Huong Giang, was also prosecuted for bribery.
Mr. Dao Nam Hai held the position of CEO of Petrolimex from March 2022. Last June, he was dismissed from this position and his membership on the Petrolimex Board of Directors was temporarily suspended.
Mr. Hai has held many key positions at Petrolimex's member companies, including: Member of the Board of Directors of Petrolimex Construction and Installation Group 1 Joint Stock Company, and Member of the Board of Directors of Vietnam National Reinsurance Corporation.

Prior to that, from January 2013, Mr. Hai was a member of the Board of Directors and General Director of PJICO. Under Mr. Hai's leadership, PJICO's business situation experienced many fluctuations. Specifically, PJICO's after-tax profit in 2013 only reached nearly 66 billion VND, a decrease of 33% compared to the previous year.
However, from 2014 onwards, PJICO's after-tax profit increased sharply year after year. In 2021, the company recorded its highest profit in history at 352 billion VND, a 433% increase compared to when Mr. Hai first took office.
In March 2022, Ms. Nguyen Thi Huong Giang was appointed General Director of PJICO, succeeding Mr. Dao Nam Hai. In May 2025, Ms. Giang was relieved of this position.
Under Ms. Huong Giang's leadership, PJICO recorded after-tax profits of only nearly 204 billion VND, a decrease of 42% compared to the previous year. Subsequently, PJICO's business situation gradually improved and experienced slight growth again.
According to the latest business results, in the first quarter of 2025, PJICO recorded total revenue of VND 1,343 billion, a growth of 3.3%, reaching 26% of the plan. After deducting expenses, the company's after-tax profit reached VND 71 billion, a slight increase of 5.1% compared to the same period last year.
