Specifically, many areas in Dong Trieu ( Quang Ninh ) are currently experiencing flooding. Particularly in the areas outside the Thuy An, Nguyen Hue, and Hong Phong dikes, many households have been submerged.
Notably, many residential areas have been isolated. Residents in dangerous areas have been assisted by authorities in relocating to safer areas.

Authorities said that currently, in areas with weak dikes, the town's authorities and residents are focusing on reinforcing them, using sandbags and gabions to prevent water ingress and ensure the safety of the people. In particular, the disaster prevention and control task force is actively working to ensure the safety of the people.

It is known that localities have prepared equipment, supplies, and materials for storm and flood prevention, such as: 172 cars; 50 excavators; 620 hoes and shovels; 26,513 burlap sacks in storage; 3,621 bamboo stakes; 200 lifebuoys; 100 life jackets; Dong Trieu town's reserve supplies include: 11,675 burlap sacks; 1,975 m2 of filter fabric; 163 steel cages; 1,216 kg of steel wire; 300 lifebuoys; 250 life jackets; 4 lightweight rafts; 2 sets of 16.5 m2 tents; 6 sets of 24.75 m2 tents.
Stone reserves at critical dike points: A total of 1,106 m³, including 330 m³ in Binh Duong commune, 94 m³ in Nguyen Hue commune, 290 m³ in Viet Dan commune, 270 m³ in Hong Phong ward, and 122 m³ in Duc Chinh ward.

In Ha Long City, Da Trang village, Thong Nhat commune (Ha Long City) was also severely flooded, with Ba Sao hamlet completely isolated by water. Many buildings and houses in the village collapsed, and the lives of the people are facing many difficulties.
In some areas, the water level reached over 2 meters, disrupting the movement of people and vehicles. The only means of delivering supplies and necessities to residents was by boat. However, many people braved the danger, paddling boats and rafts through the floodwaters to get home.
