On December 3rd, the District Party Committee, People's Committee, and Vietnam Fatherland Front Committee of Binh Tan District (Ho Chi Minh City) held a ceremony to celebrate the 20th anniversary of the establishment and development of Binh Tan District (2003-2023) and to receive the Second Class Labor Order.
The attendees included: Truong Hoa Binh, former member of the Politburo and former Standing Deputy Prime Minister; Nguyen Van Nen, member of the Politburo and Secretary of the Ho Chi Minh City Party Committee; Nguyen Thien Nhan, former member of the Politburo and former Secretary of the Ho Chi Minh City Party Committee; and Phan Thi Thang, Deputy Minister of Industry and Trade .
Also attending were members of the Standing Committee of the Ho Chi Minh City Party Committee: Phan Nguyen Nhu Khue, Head of the Propaganda Department of the Ho Chi Minh City Party Committee; Duong Ngoc Hai, Chairman of the Inspection Committee of the Ho Chi Minh City Party Committee; and Le Thanh Liem, Head of the Internal Affairs Department of the Ho Chi Minh City Party Committee. Also present were Vo Van Hoan, Vice Chairman of the Ho Chi Minh City People's Committee, along with former and current leaders of Ho Chi Minh City and Binh Tan District and Binh Chanh District from various periods.
20 years of remarkable progress
Ho Chi Minh City Party Secretary Nguyen Van Nen commended the great achievements and results that the Party Committee, government, and people of Binh Tan District have achieved over the past 20 years since its establishment and development.
Comrade Nguyen Van Nen reviewed the outstanding achievements and results of Binh Tan District over the past 20 years of its establishment and development, contributing to the overall achievements of Ho Chi Minh City.
"Over the past 20 years, Binh Tan District has made remarkable progress and possesses great potential, quickly becoming a young, promising urban center within a dynamic, comprehensive, modern, and compassionate urban development region," remarked the Secretary of the Ho Chi Minh City Party Committee.
Over four terms, the Binh Tan District Party Committee has correctly recognized the requirements for developing culture and education , caring for the material and spiritual lives of the people, and mobilizing resources to support sustainable poverty reduction. The district has always paid attention to social security and welfare, caring for policy beneficiary families, people with meritorious services, and supporting Vietnamese Heroic Mothers.
Besides the achievements, the Secretary of the Ho Chi Minh City Party Committee also pointed out limitations that need to be overcome in order to meet the demands of the country in general, Ho Chi Minh City in particular, and Binh Tan district in particular.
The comrade noted that, over the past 20 years, Binh Tan District has mainly developed extensively, attracting investment in industrial and service development projects, resulting in low added value and high labor resource intensity. "Now is the time for the district to undergo a strong transformation and reshape its development towards in-depth growth," the Secretary of the Ho Chi Minh City Party Committee suggested as a direction.
Currently, Ho Chi Minh City is focusing on implementing Resolution 31 of the Politburo and Resolution 98 of the National Assembly. The Secretary of the Ho Chi Minh City Party Committee analyzed that one of the major directions is to promote decentralization and delegation of power, strengthen self-reliance, autonomy, dynamism, and creativity of localities in exploiting special mechanisms and mobilizing all resources for investment and development.
Binh Tan District, with its advantageous geographical location, boasts a large number of businesses, entrepreneurs, and a thriving workforce. Therefore, the district needs to seize opportunities, capitalize on favorable circumstances, and promote rapid and sustainable development.
The district also needs to focus on effectively implementing planning with a mindset of innovation and a long-term vision, creating solutions that are appropriate for the locality. In particular, Binh Tan District has proactively researched and proposed to Ho Chi Minh City a plan for the development of Binh Tan District until 2040, with a vision to 2060.
Improving the quality of life for the people.
The Secretary of the Ho Chi Minh City Party Committee noted that the district should focus on effectively exploiting its potential, advantages, and strengths as the western gateway of the city, in order to develop the urban area in a modern, multi-centered direction, associated with the green city and smart city model. He also emphasized the need to accelerate urban beautification and renovate lodging areas and housing along canals and waterways.
Alongside economic development, the Secretary of the Ho Chi Minh City Party Committee noted that Binh Tan District needs to focus on building and developing socio-cultural aspects, continuing to implement the city's overall social strategy. This includes concentrating on completing the project to build schools and classrooms, while promoting the socialization of education, ensuring that the target of 300 classrooms per 10,000 people of school age is met.
At the same time, it is necessary to ensure the improvement of the quality of life for people in the area. Focus on implementing comprehensive policies to provide vocational training, create jobs, ensure social security, and achieve sustainable poverty reduction. In particular, the district must continue to renovate existing boarding houses and prepare to build new ones to improve the quality of life for residents.
Binh Tan District continues to address employment, social welfare, and sustainable poverty reduction according to plan; effectively implements policies for war veterans and families of war veterans, and strives to improve infrastructure to ensure the well-being of the people. The district focuses on building a workforce, training and developing core personnel, and providing political education for workers.
Furthermore, leadership should focus on effectively reorganizing neighborhoods, while simultaneously improving the efficiency of understanding the people and managing the area. Particular attention should be paid to ensuring political security and social order, combating, preventing, and reducing all types of crime and social vices, and guaranteeing a peaceful life for the people.
On this occasion, the President of Vietnam awarded the Second Class Labor Order to the Party Committee, government, and people of Binh Tan District; the Binh Tan District Party Committee Office, the Binh Tan District Labor Union, and Hoa Hong Kindergarten received the Second Class Labor Order; and the Binh Tan District Finance and Planning Department and Huong Sen Kindergarten received the Third Class Labor Order. The Chairman of the People's Committee of Ho Chi Minh City also presented the Traditional Flag to the Party Committee, government, and people of Binh Tan District.
According to Huynh Khac Diep, Secretary of the Binh Tan District Party Committee, in the coming period, the district will implement key development directions and breakthrough goals and solutions to achieve rapid and sustainable development.
That is, the district continues to focus on building a clean and strong Party organization. Emphasis is placed on building a team of cadres with firm political convictions, impeccable moral character, strong professional competence, a desire for development, who are "right in their roles and knowledgeable," dynamic, creative, daring to think and act, and dedicated to serving the people wholeheartedly. At the same time, it focuses on developing the economy comprehensively according to the orientation of "Trade, services - industry, small-scale handicrafts - agriculture."
