On the morning of September 26, Prime Minister Pham Minh Chinh attended the ceremony to announce the Binh Duong Provincial Planning for the period 2021-2030, with a vision to 2050.
Also attending the event were: Former President Nguyen Minh Triet; Secretary of the Binh Duong Provincial Party Committee Nguyen Van Loi; leaders of ministries, central agencies and Binh Duong province, some provinces and centrally-administered cities; representatives of international organizations, partners, investors, businesses, and business associations from both domestic and foreign countries.
Earlier that morning in Binh Duong, Prime Minister Pham Minh Chinh inspected the site of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway project, requesting that the implementation of this vital project be expedited.
The Prime Minister also visited the Electricity and Energy Exhibition 2024 and the Vietnam Automation Exhibition 2024, featuring over 400 booths from more than 1,000 businesses from many countries.

Binh Duong is dynamic and innovative, a major driving force for development.
Speaking at the conference, Prime Minister Pham Minh Chinh highly appreciated Binh Duong province, the Ministry of Planning and Investment, and other agencies, localities, and partners for their meticulous preparation of this important event, demonstrating a strategic, long-term vision for Binh Duong's development and the special attention of businesses and investors.
Spending considerable time analyzing planning work in general, the Prime Minister emphasized that planning plays a very important role in ensuring rapid, sustainable, and synchronized development of the nation, regions, localities, and sectors.
However, in the past, due to the country's conditions, circumstances, and history, planning work did not receive adequate attention. Since the beginning of the 13th National Congress term, this work has been focused on in terms of leadership, direction, and investment; the preparation, adjustment, and implementation of national, regional, and provincial/city plans have been accelerated (110 plans have been completed, appraised, and approved).
Clearly outlining five key contents, requirements, three main principles of planning work, and five tasks in planning development, the Prime Minister emphasized that planning guides and directs the effective exploitation and use of spaces: land, water - sea, and underground space; promotes economic development and attracts investment; improves the efficiency of resource management and environmental protection; contributes to ensuring social equity and improving people's lives, protecting national security and defense, and maintaining independence, sovereignty, unity, and territorial integrity.
Planning must adhere closely to the Party and State's guidelines, policies, and laws; closely follow the practical situation of the locality, region, and the world, especially the potential and strengths of the locality; and closely follow the needs and aspirations of the people. Planning must have innovative and breakthrough thinking, a strategic, comprehensive, and all-encompassing vision; it must be one step ahead, while ensuring systematic, scientific, and effective implementation.
Further analyzing the unique potential, outstanding opportunities, and competitive advantages of Binh Duong, the Prime Minister noted that although the province's area is not large (ranked 44th out of 63 provinces nationwide), its population is over 2.82 million people (ranked 6th out of 63), and its workforce accounts for 64% of the population (while the national average is 53%). This shows a significant trend of labor migration to Binh Duong, highlighting its attractiveness.
In particular, the people of Binh Duong province have a tradition of revolutionary heroism; they always aspire to improve, are never satisfied with what they have, and always want to surpass themselves. This is a precious legacy forged through the ages.
Regarding the achievements, the Prime Minister stated that we are very proud of Binh Duong, a province that has turned nothing into something, made difficulties easy, and made the impossible possible. "Binh Duong is dynamic and creative, a major driving force for the development of the Southern key economic region and the whole country," the Prime Minister said.
After nearly 30 years since the province's re-establishment (from January 1, 1997), from a poor province, its GRDP has increased from 3.9 trillion VND to over 487 trillion VND in 2023 (almost 125 times higher).
In 2023, the per capita GRDP reached VND 172.5 million, 1.7 times higher than the national average and ranking 5th out of 63 provinces and cities. The economic structure has shifted very positively (the proportion of industry and services accounted for nearly 90% in 2023).
Binh Duong is a leading destination for foreign investment in Vietnam. As of the end of August 2024, it had over 4,300 FDI projects with a total investment capital of over US$41.8 billion, ranking 3rd out of 63 provinces (after Ho Chi Minh City and Hanoi).
Administrative reforms, digital transformation, and improvements in the investment and business environment have yielded positive results, with the Provincial Public Administration and Governance Performance Index (PAPI) ranking second nationwide and first in the Southeast region.
The political system is becoming increasingly strong; socio-cultural fields continue to receive attention; and the material and spiritual lives of the people are improving.
On behalf of the Government, the Prime Minister highly appreciated, commended, and congratulated the important achievements that the Party Committee, government, military, and people of Binh Duong province have achieved in the past, contributing to the achievements of the country's Renovation process; and requested that the Party Committee, government, military, and people of Binh Duong continue to preserve, inherit, and further develop the achievements left by previous generations.
Sharing his understanding of the difficulties, limitations, and challenges faced by Binh Duong, the Prime Minister emphasized that Binh Duong has the potential for even stronger development.
"Local authorities decide, local authorities act, and local authorities are responsible."
The Prime Minister assessed the Binh Duong Provincial Planning for the period 2021-2030 as the culmination of the wisdom of the Party Committee, government, and people of Binh Duong province, central ministries and agencies, scientists, the business community, the people, and international partners. The plan embodies the values and traditions of culture and history, of the past, present, and future, of inheritance, innovation, and development.
Regarding development orientations and priorities, the Prime Minister welcomed Binh Duong province's "three constructions," which include: building a dynamic and efficient investment and business environment; building a harmonious, humane, and sustainable society; and building a proactive and honest local government.
In addition, the Prime Minister requested Binh Duong to take the lead in three key areas:
Firstly, we must be pioneers in connecting the economy with regions, countries, and internationally, especially through green and digital transportation connections.
Secondly, we must proactively take the lead in developing the digital economy, green economy, circular economy, sharing economy, knowledge economy, night-time economy, and digitizing and greening the economy to achieve rapid and sustainable development.
Thirdly, proactively and actively build new-generation, high-tech, smart industrial parks, focusing on innovation, application of science and technology, achievements of the 4th industrial revolution, and training high-quality human resources.
The Prime Minister emphasized that, in order to implement the plan, Binh Duong needs to focus on mobilizing resources (State, society, public-private partnerships, internal and external resources, etc.) and organize implementation scientifically, effectively, with a focus on key areas, clearly assigning responsibilities to specific people, tasks, timelines, and expected outcomes; noting that the human factor is decisive.
The Prime Minister requested Binh Duong to work with other localities and the central government to resolve difficulties and obstacles related to institutions, mechanisms, and policies, especially to promote decentralization and delegation of power in the spirit of "local authorities decide, local authorities act, local authorities take responsibility," and to accelerate administrative procedure reform, eliminating the environment of favoritism, corruption, negative practices, inconvenience, and harassment.
The province must disseminate and thoroughly explain the plan through various means so that the people, businesses, and investors understand and grasp it, thereby supporting the plan, following the plan, monitoring its implementation, and enjoying the benefits from the plan with the spirit of "The people know - The people discuss - The people do - The people benefit"; harmonizing interests and sharing risks between the State, businesses, and the people. The Prime Minister suggested that Binh Duong could build a provincial planning exhibition center.
Regarding the tasks of localities in the Southeast region, ministries, sectors, and the Government, the Prime Minister requested them to continue to promote the spirit of solidarity and unity, working together to implement assigned tasks with the highest responsibility, overcoming difficulties and challenges.
Regarding investment promotion, the Prime Minister requested Binh Duong province to continue to play a leading role in attracting investment and to listen more to the feedback from businesses and investors.
The Prime Minister expressed his sincere gratitude and welcomed businesses and investors who have chosen Binh Duong for investment; he expressed confidence that the projects will be successfully implemented and yield effective results; and urged businesses and investors to uphold their mission, build long-term, sustainable business strategies, and fulfill investment commitments and cooperation agreements in the spirit of "what is said is done, what is committed is fulfilled; what is implemented is effective".
Furthermore, investors and businesses should be pioneers in innovation, green transformation, digitalization, technology transfer, smart and modern governance; pioneers in building and developing high-quality human resources; contribute opinions and advice on administrative procedure reform and improving the investment and business environment; comply with the law, practice good business culture and ethics, social responsibility, and ensure the livelihoods and social security of workers.
The Prime Minister stated that, with a pioneering and constructive spirit, the Vietnamese Government is committed to ensuring the legitimate rights and interests of businesses and investors; building laws, institutions, and policies that both enhance the effectiveness of state management and create and open up opportunities for development; increasing transparency, preventing and combating corruption and negative practices; and strengthening support for businesses and improving the investment and business environment, thereby enhancing competitiveness.
The Prime Minister emphasized the spirit that all relevant stakeholders need to "listen together, understand together"; "share the vision and action"; "work together, win together, enjoy together and develop together"; and "share the joy, happiness and pride".
The Prime Minister assessed that Binh Duong province has solid foundations stemming from the leadership of the Party, the spirit of great unity, a glorious historical and cultural tradition, the support of the people, the backing of international support, businesses, localities, and the spirit of self-reliance and self-improvement.
With these foundations, the Prime Minister believes that the Binh Duong Provincial Planning will be implemented effectively, contributing to building a strong and prosperous nation, and ensuring the people's increasing well-being and happiness.
According to the leaders of Binh Duong province, with this plan, Binh Duong is ready to launch a new phase of development with many new and ambitious directions for a prosperous, civilized, and compassionate locality, a closely linked piece connecting with other localities, and spreading development not only to the province itself.
With the newly approved plans, administrative boundaries that have long been defined by bridges or rivers have been virtually erased, and parochial, localized thinking, like a blood clot, has been stifled, hindering the growth potential of the region and the country as a whole. This is now being replaced by a spirit of cooperation and connection for the common good of the nation.
The Party Committee, government, and people of Binh Duong province need to strive to continue writing the success story, transform the quality of growth, escape the middle-income trap, ensure rapid and sustainable development of the locality, and contribute to the development of the Southern key economic region in particular and the whole country in general.
Binh Duong province officially received approval from the Prime Minister for its planning period 2021-2030, with a vision to 2050, in Decision No. 790/QD-TTg.
By 2030, Binh Duong aims to become a centrally-governed city; one of the most dynamic and comprehensive development centers in Southeast Asia; a leader in science, technology, and innovation; a modern industrial and service center; and a synchronously developed, modern, smart, and sustainable socio-economic infrastructure and urban system based on a green growth model, adapting to climate change, and protecting the ecological environment. The goal is to improve the quality of life for its people, build a prosperous, civilized, and modern society; and ensure national defense, security, and social order.
The vision for 2050 is to build Binh Duong into a modern urban, industrial, and service center of regional and international stature, one of the leading engines promoting national economic development with the main growth drivers being industry, services, and innovation, with a solid economic foundation and high competitiveness; its people will enjoy a high quality of life and income levels comparable to developed countries.
