The Ministry of Transport has recently sent a document to the People's Committee of Bac Ninh province regarding the investment and construction of the Bac Ninh-Pha Lai expressway, specifically the section from Ring Road 4 to National Highway 18.
According to a report by the Ministry of Transport, the Noi Bai-Bac Ninh-Ha Long expressway is 146km long, with a 4-lane design, and is scheduled for investment before 2030, including a 22km section between Bac Ninh and Hai Duong .
Currently, the Noi Bai-Bac Ninh-Ha Long expressway is under investment for the section from Ring Road 4-Capital Region to the Hanoi- Bac Giang expressway, approximately 9.7km long, as part of the Ring Road 4 investment project, expected to be completed in 2026; the remaining section from Ring Road 4 to National Highway 18, 10.3km long, has not yet been invested in.
In order to expedite the completion of the Bac Ninh-Hai Duong expressway section as planned, the Ministry of Transport believes that studying the investment in the expressway section from Ring Road 4 to National Highway 18 is necessary.
Given the limited state budget allocated to the Ministry of Transport, and the inability to allocate sufficient funds for the investment in the expressway section from Ring Road 4 to National Highway 18 within the 2021-2025 medium-term period, the Ministry of Transport agrees with and supports the Bac Ninh Provincial People's Committee's proposal to study the investment in the construction of the Bac Ninh-Phai Lai expressway section from Ring Road 4 to National Highway 18 using local budget funds. This aims to meet transportation needs, support socio-economic development, and maximize the effectiveness of the ongoing Ring Road 4 project.
On the other hand, the Ministry of Transport also cited the provisions of Clause 4, Article 8 and Clause 4, Article 28 of the Road Law (effective from January 1, 2025) which stipulate that national highways and expressways may be invested in by the Ministry of Transport/local authorities when decentralized or when approved by the Prime Minister for management.
Therefore, the Ministry of Transport proposes that the People's Committee of Bac Ninh province review the socio-economic development needs and the local resource allocation capacity to report to the Prime Minister and assign the People's Committee of Bac Ninh province to manage and invest in the aforementioned expressway section. The Ministry of Transport will closely coordinate during the implementation process.
Previously, the People's Committee of Bac Ninh province sent a document to the Ministry of Transport regarding the investment and construction of the Bac Ninh-Pha Lai expressway, the section from Ring Road 4 to National Highway 18.
This is an investment project to construct the National Highway 18 expressway, the section from Yen Gia intersection (Ring Road 4) to the old National Highway 18 in Bac Ninh province, 10.3km long, with the starting point at Km0+00 (intersecting with Ring Road 4); and the ending point at Km10+300 (intersecting with National Highway 18).
According to the proposal from the People's Committee of Bac Ninh province, the project's funding, estimated at around 3,600 billion VND, will be mobilized from the Bac Ninh provincial budget and other legal sources.
