Minister of Transport Tran Hong Minh has just issued the 2025 emulation movement plan, clearly identifying a number of key tasks that need to be focused on implementing.
Started 19 projects, completed 50 projects
The plan states: 2025 is of particular importance, as it is the year of accelerating progress, reaching the finish line, and successfully achieving the goals of the 13th National Party Congress and the socio-economic development plan for the 2021-2025 period.
The Ministry of Transport (MOT) identified this as a year of strategic significance, requiring high determination, close coordination and innovation in thinking and action to continue carrying out the important political tasks of the sector, especially making breakthroughs in transport infrastructure, contributing to realizing the aspiration to develop a prosperous and powerful country.
The Ministry of Transport strives to start 19 projects and complete 50 projects in 2025.
The 2025 emulation movement plan was built by the Ministry of Transport with the theme: Determined to innovate, create, improve efficiency, save, fight waste, welcome Party Congresses at all levels towards the 14th National Congress of the Party, Patriotic Emulation Congresses at all levels, and the 11th National Patriotic Emulation Congress.
The first important goal identified by the Ministry of Transport is to build an institution to ensure the progress and quality of drafting laws, resolutions, decrees, decisions, circulars, and projects according to the Government 's work program in 2025.
Regarding transportation, the Ministry of Transport aims to ensure smooth, safe, and convenient transportation operations, providing timely services to the people and businesses. The volume of goods is projected to increase by approximately 9%, and passengers by approximately 8% compared to 2024; the volume of goods transported is expected to increase by approximately 9%, and passenger transport by approximately 10% compared to the same period in 2024. The volume of goods passing through Vietnamese seaports in 2025 is projected to increase by approximately 4% compared to 2024.
Regarding infrastructure, the Ministry of Transport strives to start 19 projects and complete 50 projects. Of which, completing component projects, connecting the North-South expressway in the East and, together with localities, completing a number of expressway projects to complete the goal of putting 3,000km of expressway into operation; completing and basically connecting the Ho Chi Minh road; basically completing the Long Thanh International Airport Project.
In 2025, the Ministry of Transport aims to disburse over 95% of the allocated capital and budget.
To achieve the above objectives, the Ministry of Transport will focus on reviewing and developing legal documents to ensure progress and quality, thereby improving the effectiveness and efficiency of state management, minimizing administrative procedures, creating maximum convenience for people and businesses, and thoroughly promoting decentralization and delegation of power to localities with the motto "localities decide, localities do, localities take responsibility".
Regarding infrastructure, the Ministry of Transport will focus on mobilizing all resources to resolutely implement construction, ensuring progress and quality of projects, especially important national projects and key projects of the transport sector.
In particular, focusing on accelerating completion according to the required schedule, especially the component projects of the North-South Expressway Construction Investment Project in the Eastern region in the 2021-2025 period and other expressway projects in the peak emulation period "500 days and nights of emulation to complete 3,000 km of expressway" launched by the Prime Minister.
At the same time, complete investment preparation procedures to start construction of projects planned to start in 2025 such as: Ho Chi Minh City - Chon Thanh, Cam Lo - La Son, La Son - Tuy Loan projects; Cho Moi - Bac Kan expressway, My An - Cao Lanh expressway phase 1.
Urgently implement investment in traffic monitoring and control systems and rest stops on expressways to ensure synchronized and efficient operation, to be completed in the second quarter of 2025.
Regarding railways, the focus will be on developing a feasibility study report for the North-South high-speed railway project, focusing on developing a Government resolution to implement the National Assembly resolution and decrees guiding specific mechanisms approved by the National Assembly.
Expedite the implementation of detailed planning for the Hanoi - Dong Dang and Hai Phong - Ha Long - Mong Cai railway lines; and conduct research on railway lines such as Ho Chi Minh City - Can Tho, Bien Hoa - Vung Tau, Long Thanh - Thu Thiem, and the eastern ring road of Hanoi.
Complete procedures to start the Lao Cai - Hanoi - Hai Phong railway project; urgently review and organize the implementation of projects that are stopped or behind schedule to prevent waste, especially the Hanoi - Yen Vien - Pha Lai - Cai Lan project; the project to modernize the Railway Control Center (OCC).
Regarding the aviation sector, the Ministry of Transport strives to complete and put into use the T3 passenger terminal - Tan Son Nhat before April 30, 2025; deploy the Long Thanh International Airport Project phase 1 to meet the required schedule.
The Ministry of Transport also requested agencies and units under the Ministry to resolutely and synchronously deploy solutions to promote disbursement of public investment capital and assign responsibility to leaders, making the task of disbursing public investment capital one of the top criteria to assess the level of task completion in 2025.
Restructuring transportation, reducing logistics costs.
Also in the newly issued emulation plan, the Ministry of Transport has identified the implementation of regulations in the Road Law, the Law on Road Traffic Order and Safety, and other legal documents in the fields of transport and driver training and testing.
Implement comprehensive solutions to improve the quality of transportation operations and reduce logistics costs. Continue restructuring the transportation market towards reducing the market share of road transport and increasing the market share of inland waterway, maritime, rail, and air transport.
The Ministry of Transport will also develop a report to the Prime Minister proposing policies to encourage the conversion of vehicles to electric vehicles for inter-provincial bus routes and fixed passenger routes. Coordinate with localities to implement solutions to promote the development of waterway transport and river-sea transport.
In the area of transport infrastructure maintenance, by 2025, the Ministry of Transport will also promote decentralization and delegation of authority to localities to leverage the potential and advantages of local governments, meeting the needs of national development and innovation.
Along with perfecting the system of legal documents, standards, and norms related to the management and maintenance of transport infrastructure, the Ministry of Transport will strengthen its direction, management, guidance, inspection, and supervision of the implementation of transport infrastructure management and maintenance work to ensure strict management, improve the quality of works, ensure the lifespan and sustainability of works, and maximize the effectiveness of capital.
In particular, in organizational work, the Ministry of Transport focuses on addressing key and urgent requirements and tasks, especially the urgent implementation of the policy of merging, reorganizing, and streamlining the organizational structure, reducing internal organizations, and ensuring efficiency, effectiveness, and efficiency in accordance with the Central Committee's policy, the Central Steering Committee's directives on summarizing Resolution No. 18 of the 12th Party Central Committee, and the directives of the Government and the Prime Minister.
At the same time, we will implement the plan for the development of science, technology and innovation in the transport sector until 2030 and continue to research and advise on road traffic management systems and intelligent transport systems.
Implement the roadmap for applying emission standards for imported, manufactured and assembled motor vehicles. Complete technical guidelines for measuring, reporting, assessing greenhouse gas emission reduction and greenhouse gas inventory in the transport sector.
