Ministry of Labor, War Invalids and Social Affairs deploys labor, meritorious people and social tasks in 2024

This morning, December 26, Minister of Labor, War Invalids and Social Affairs (MOLISA) Dao Ngoc Dung and Deputy Ministers of MOLISA chaired a conference to evaluate the results of implementing tasks in 2023; deploy tasks in 2024. Deputy Prime Minister Tran Hong Ha attended and directed the conference. Vice Chairman of the Provincial People's Committee Hoang Nam attended the conference at the Quang Tri bridge.

According to the report of the Ministry of Labor, Invalids and Social Affairs, in 2023, the Ministry of Labor, Invalids and Social Affairs will synchronously, flexibly and effectively implement tasks and solutions in the fields of labor, meritorious people and society.

Along with the recovery and development of economic sectors and fields, the labor market continues to recover, the labor force, the number of employed people and workers' income all increase compared to 2022.

It is estimated that by 2023, the rate of trained workers will reach 68%; the number of workers working abroad under contracts will be about 155,000 people. The work of developing social insurance (SI) participants continues to have many positive changes; the rate of working-age workers participating in SI is about 39.25%, the rate of working-age workers participating in unemployment insurance is about 31.58%. Continue to innovate and develop vocationaleducation (VET), improve the quality of human resources.

To date, the country has 1,886 vocational training institutions, including 399 colleges, 429 intermediate schools and 1,058 vocational training centers. Vocational training enrollment in 2023 is estimated at more than 2.29 million people; graduation is estimated at more than 2 million people.

The work of caring for people with revolutionary contributions and their lives continues to be improved.

Fully and promptly implement the regular subsidy policy for 1,138,816 beneficiaries with an annual budget of about VND 29,000 billion; provide one-time subsidies for 2,332 people with a total budget of VND 100 billion.

Activities to repay gratitude and mobilize social resources to care for the lives of people with revolutionary contributions have been promoted. The lives of people with revolutionary contributions and their relatives continue to be improved.

Poverty reduction policies and programs have been implemented quite comprehensively and relatively fully, the lives of poor households have gradually improved and enhanced; social security has always been guaranteed.

The estimated multidimensional poverty rate in 2023 is 2.93%, and the ethnic minority poverty rate is about 17.82%.

Child protection and care work is promoted; social assistance services are maintained and timely detection, resolution, and information on issues and incidents of violence, child abuse, and child rights are reported.

Up to now, the Vietnam Children's Fund has mobilized 110 billion VND, directly supporting 68,011 children, with a budget of 50.605 billion VND, and indirectly supporting 57,489 children, with a budget of 48.485 billion VND.

Maintain the rate of communes, wards and towns meeting the standards of child-friendly communes, wards and towns at 57%. Propaganda and prevention of drugs, prostitution and human trafficking are promoted.

Training, coaching and professional development for those working in social evil prevention and control are carried out regularly.

The 2024 tasks identified by the Ministry of Labor, Invalids and Social Affairs are: Developing a flexible, modern, effective, sustainable and integrated labor market to mobilize and effectively use resources to serve socio-economic recovery and development; continuing comprehensive innovation, drastically implementing breakthroughs in vocational education development, improving the quality of human resources; fully and promptly implementing social security and welfare policies for people with meritorious services, caring for the lives of the poor, people in difficulty, and low-income people; creating a safe, friendly and healthy living environment to increasingly better implement children's rights...

Speaking at the conference, Deputy Prime Minister Tran Hong Ha acknowledged, highly appreciated and commended the efforts and achievements of the Labor, Invalids and Social Affairs sector in 2023. In order to successfully implement the goals and tasks of labor, meritorious people and society in 2024 and the following years, Deputy Prime Minister Tran Hong Ha requested that the entire Labor, Invalids and Social Affairs sector focus, be resolute with high determination, flexibility, science and efficiency in direction, management, and resolute in action according to the motto "Solidarity, discipline, innovation, development".

Continue to improve the system of policies and laws to develop labor market elements synchronously, improve the quality of operations of market intermediary institutions; promote sustainable job creation, focusing on creating new jobs; pay attention to improving the quality of sending Vietnamese workers to work abroad under contracts and protecting the legitimate rights and interests of workers as well as supporting workers to return home on time to integrate into the domestic labor market.

Promote training of highly skilled workers; accelerate digital transformation, modernize facilities and innovate training programs and methods; complete and develop a comprehensive, inclusive and diverse social security system and improve access for target groups, especially vulnerable groups and ethnic minorities; do better in caring for people with revolutionary contributions, children's work, gender equality and women's advancement, strengthen prevention and combat of social evils...
