(CLO) The Ministry of Information and Communications (MIC) has just issued a directive requesting the Departments of Information and Communications in coastal provinces and cities from Quang Ninh to Binh Thuan , units under the Ministry, and postal and telecommunications enterprises to proactively respond to Typhoon Tra Mi.
Official dispatch No. 09 on proactively responding to Typhoon TRAMI (also known as Tra Mi) was signed by Deputy Minister of Information and Communications Pham Duc Long on October 24th. According to the dispatch, the tropical depression in the waters east of the Philippines has strengthened into a typhoon. To proactively respond, units must implement and strictly adhere to the leadership duty roster, the command center duty roster for disaster prevention and search and rescue, and the information emergency response duty roster, operating 24/7.

The Ministry of Information and Communications also clearly outlined the specific tasks assigned to the Department of Information and Communications and other units and businesses in the industry in the official dispatch.
In addition to being the central point for receiving and compiling information on the storm's developments, the Department of Telecommunications is also responsible for directing telecommunications enterprises to implement response measures.
The Press Department and the Broadcasting and Electronic Information Department direct mass media agencies to broadcast and report promptly on forecasts and warnings about the development of the storm, and instructions on responding to the storm, so that local authorities at all levels and the people can regularly monitor and update the information.
The Departments of Information and Communications are the focal points for directing postal and telecommunications enterprises in their respective areas to coordinate and implement comprehensive response plans, meeting the communication needs of the People's Committee leaders, the Provincial Civil Defense Command, and local authorities to direct and manage the response to the storm.
The Departments of Information and Communications also need to strengthen communication in key areas and areas that may be affected by natural disasters; inform the Department of Industry and Trade about areas that need priority power grid for robust BTS stations capable of withstanding level 4 natural disaster risks to ensure communication is maintained...
The Ministry of Information and Communications directed telecommunications enterprises to immediately implement measures to ensure the safety of communication systems serving the command and control of storm response efforts, and to develop plans for emergency communication in case of incidents; to focus on reinforcing base stations, tall towers, and antenna towers belonging to radio broadcasting and receiving systems, transmission systems, and external networks that may be affected by the storm; and to be ready to send storm warning messages to subscribers in potentially affected areas and roaming between mobile networks when requested by the Ministry of Information and Communications...
VNPT, Viettel, and MobiFone are required to ensure the safety of the network and public communication networks, and to deploy more mobile BTS vehicles to locations at risk of losing communication, ready for emergency response.
The Vietnam Maritime Electronic Information Company (Vishipel) must proactively coordinate with the National Center for Meteorological and Hydrological Forecasting to promptly broadcast storm forecast bulletins; coordinate with the Ministry of Agriculture and Rural Development to include information about dangerous areas and guidance, urging ships operating at sea to stay away from dangerous areas and seek safe shelter; and strictly maintain the emergency information monitoring system.
