Prime Minister Pham Minh Chinh signed Decision No. 1250/QD-TTg establishing the Steering Committee for reviewing and resolving difficulties and obstacles related to projects (the Steering Committee).
Deputy Prime Minister Nguyen Hoa Binh serves as the head of the Steering Committee.
The Deputy Head of the Committee is Minister of Planning and Investment Nguyen Chi Dung.

The Steering Committee members include: Minister of Finance; Governor of the State Bank of Vietnam Nguyen Thi Hong; Minister of Justice Nguyen Hai Ninh; Minister of Natural Resources and Environment Do Duc Duy; Judge of the Supreme People's Court Nguyen Van Dung; Deputy Minister of Public Security Pham The Tung; Deputy Minister of Construction Nguyen Van Sinh; Deputy Inspector General of the Government Duong Quoc Huy; Deputy Chief Prosecutor of the Supreme People's Procuracy (in charge of supervising the enforcement of civil judgments) and Deputy Auditor General Tran Minh Khuong.
The decision states that, depending on the actual situation, the Head of the Steering Committee may invite additional leaders from ministries, sectors, and agencies to participate as members of the Steering Committee, or request leaders from ministries, sectors, agencies, and localities to attend meetings and report on necessary issues.
Functions of the Steering Committee
The Steering Committee is an inter-agency coordinating organization that assists the Prime Minister in researching, directing, and coordinating the resolution of important, inter-sectoral issues to overcome difficulties and obstacles for projects.
Duties and powers of the Steering Committee
The Steering Committee is tasked with researching and proposing to the Prime Minister directions and solutions to address important, inter-sectoral issues in order to remove difficulties and obstacles related to projects, including projects using public investment capital, domestic private investment capital, foreign direct investment capital, and other capital sources (if any).
At the same time, it assists the Prime Minister in directing, inspecting, coordinating, and urging relevant ministries, sectors, and localities to implement:
- Review and summarize difficulties and obstacles related to projects under assigned state management, identify the causes of these difficulties and obstacles, and propose solutions; direct ministries and agencies to provide guidance on resolving these issues within their authority.
- Compile difficulties and obstacles related to projects according to specific problem groups, determine the authority of relevant levels to handle them, and report to the Prime Minister for consideration and approval to submit to the Government for the issuance of a Resolution to guide ministries, agencies, and localities in resolving each specific problem group under the authority of the Government, the Prime Minister, central ministries and agencies, and localities; advise the Prime Minister to report to the competent authority on problem groups exceeding the authority.
- Directing, supervising, inspecting, and summarizing the resolution and removal of difficulties and obstacles related to projects under the authority of ministries, central agencies, and localities; reporting to the Prime Minister on any newly arising issues (if any).
- Review and direct the amendment, supplementation, and improvement of relevant legal mechanisms and policies within the authority of the Government, the Prime Minister, ministries, sectors, and localities; report to competent authorities on issues exceeding their authority.
In addition, the Steering Committee also carries out other related tasks as assigned and directed by the Prime Minister.
The members of the Steering Committee work on a part-time basis, emphasizing individual responsibility and adhering to the Regulations on the Organization and Operation of the Steering Committee.
The Ministry of Planning and Investment is the permanent agency of the Steering Committee, responsible for ensuring the operational conditions of the Steering Committee, using its own apparatus to perform tasks assisting the Steering Committee as directed by the Head of the Steering Committee, ensuring that there is no increase in organizational structure or personnel.
