According to the Decision, Comrade Do Duc Duy, Minister of Natural Resources and Environment, will serve as the Head of the Secretariat.
This decision takes effect from October 1, 2024; replacing Clause 1, Article 1 of Decision No. 845/QD-TTg dated July 14, 2024 of the Prime Minister establishing the Secretariat for the implementation of the Political Declaration on establishing a partnership for just energy transition.
* The Secretariat is a working group assisting the Prime Minister - Head of the COP26 Steering Committee - in coordinating and resolving matters related to the Political Declaration establishing a partnership for a just energy transition between Vietnam and development partners (JETP Declaration), and also coordinating with the Group of International Partners in implementing the JETP Declaration.
The Secretariat is tasked with advising the Prime Minister - Head of the COP26 Steering Committee - on the direction, management, and resolution of issues related to the implementation of the JETP Declaration, including:
- Develop and implement a resource mobilization plan for the implementation of the JETP in accordance with the JETP Declaration for deployment over at least the next 5 years; revise and supplement the resource mobilization plan (if any) based on Vietnam's policy and investment needs related to the goals of just energy transition.
- To compile information, reports, and proposals/recommendations related to the implementation of the JETP for the Prime Minister, including requesting relevant ministries, agencies, localities, and organizations to provide information and coordinate the Secretariat's tasks; to organize periodic assessments of the implementation of the objectives stated in the JETP Declaration, and to propose adjustments to the objectives when necessary.
- To urge and monitor the provision of financial and technical support from the Group of International Partners, the Glasgow Financial Alliance for Net Emissions Zero (GFANZ), and other partners.
- To expedite the resolution of procedural issues for organizations and individuals proposing programs and projects to participate in the JETP resource mobilization plan and to monitor the implementation of selected programs and projects.
- Coordinate with representatives of the Group of International Partners in activities implementing JETP; organize forums for exchange and discussion between ministries and agencies with the Group of International Partners, GFANZ, and other stakeholders in the process of implementing JETP.
- Conduct communication and information dissemination activities regarding the implementation of the JETP Declaration.
- Submitting periodic or ad hoc reports as requested by the Prime Minister, Head of the COP26 Steering Committee.
In addition, the Secretariat also performs other related tasks assigned by the Prime Minister, Head of the Steering Committee.
The Ministry of Natural Resources and Environment is the permanent Secretariat, utilizing its organizational structure to assist in the work, and is guaranteed resources, personnel, facilities, and working equipment.
