Minister of Education and Training: There will be a mechanism to mobilize funds for teaching 2 sessions/day

Responding to the press about implementing major changes in the new school year, Minister of Education and Training Nguyen Kim Son said that, implementing Directive No. 17/CT-TTg dated June 6, 2025 of the Prime Minister on teaching 2 sessions/day, the Ministry of Education and Training has directed schools to develop education plans clearly showing plans to mobilize and use resources for implementation in qualified places.

"The plan must specify the content, duration, and target students, and at the same time assign teachers appropriately and in accordance with regulations; focus on differentiating subjects, nurturing excellent students, reviewing for final year students, and supporting students who have not met the requirements according to Circular 29," Minister Son shared.

Mr. Son emphasized the need to innovate management work, strengthen inspection and supervision of the implementation of general education programs as well as management of extra teaching and learning, and ensure strict implementation of policies and laws.

The organization of the second session, including additional teaching for 3 subjects as prescribed, was carried out in accordance with Directive 17.

Regarding the funding for the second session, the head of the education sector said it was mainly guaranteed from the state budget under the Prime Minister 's direction. Socialized sources were implemented according to current regulations.

"In the coming time, the Ministry of Education and Training will coordinate with the Ministry of Finance and localities to develop specific mechanisms and policies on mobilizing funds for implementing two-session teaching per day," Minister Nguyen Kim Son informed.

At the beginning of the school year, parents are most concerned about income and expenses, and how to organize 2 sessions/day of teaching. Some opinions reflect that the arrangement of the 2-session/day teaching schedule is not suitable, alternating between main subjects and extracurricular subjects such as life skills, arts, foreign language enhancement, etc.

In the previously issued guidelines, the Ministry of Education and Training emphasized the requirement that teaching 2 sessions/day be clearly divided between session 1 and session 2 to ensure scientific, flexible and comprehensive development of students.

In which, session 1 is the time to implement the official general education program, including compulsory subjects and educational activities (for general education levels), elective subjects, selected subjects, advanced topics (for high school level) according to regulations of the Ministry of Education and Training.

Session 2 is the time to organize supplementary educational activities, develop capacity, foster excellent students, tutor students who have not met the requirements of the general education program, life skills education, financial education, art education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages, etc.

"The organization of sessions 1 and 2 can be flexible in terms of time and balanced in terms of duration (not fixed as session 1 in the morning and session 2 in the afternoon), suitable to the conditions of each school. Encourage educational institutions to diversify teaching methods and organize educational activities to improve the quality of comprehensive education for students," the document stated.

To teach and study 2 sessions/day, the Ministry of Education and Training assigned the Department of Education and Training to advise the Provincial People's Committee to coordinate teachers, invest in facilities, develop policies and mechanisms, and issue specific instructions.

Departments of Education and Training provide guidance on teaching and learning 2 sessions/day in accordance with practical situations. Ensure clear teaching content and methods, clear responsibilities of subjects, clear results and quality of education; coordinate with localities to achieve the highest efficiency. Arrange teachers and facilities in accordance with local conditions, not causing overload for students, teachers and parents.

General education institutions are responsible for surveying students' learning needs in the second session before the start of the new school year to publicize the plan, content, and timetable to students, parents, and on the school's information page.
