Minister of Education and Training: There will be a mechanism to mobilize funds for teaching 2 sessions/day

The Ministry of Education and Training will coordinate with the Ministry of Finance and localities to develop specific mechanisms and policies on mobilizing funds for implementing 2-session teaching/day.

Responding to press inquiries about major changes in the new school year, Minister of Education and Training Nguyen Kim Son stated that, in implementing Directive No. 17/CT-TTg dated June 6, 2025, of the Prime Minister on teaching two sessions per day, the Ministry of Education and Training has directed schools to develop educational plans clearly outlining methods for mobilizing and utilizing resources to implement the program in areas where conditions permit.

The Minister of Education and Training stated that there will be a mechanism for mobilizing funds for teaching two sessions per day.

"The plan must specify the content, duration, and target student groups, while also assigning teachers appropriately and in accordance with regulations; focusing on differentiating students, nurturing gifted students, reviewing for final-year students, and supporting students who have not met the requirements according to Circular 29," Minister Son shared.

Mr. Son emphasized the need to innovate management practices, strengthen inspection and supervision of the implementation of the general education program, as well as the management of extracurricular tutoring, ensuring strict adherence to policies and laws.

The organization of the second lesson, which included additional instruction for the three designated groups, was carried out in accordance with Directive 17.

Regarding funding for the second session, the head of the education sector stated that it is primarily secured from the state budget as directed by the Prime Minister . Social mobilization efforts are carried out in accordance with current regulations.

"In the coming time, the Ministry of Education and Training will coordinate with the Ministry of Finance and localities to develop specific mechanisms and policies on mobilizing funds for the implementation of two-session-per-day teaching," Minister Nguyen Kim Son informed.

At the beginning of the school year, parents are most concerned about the school's finances and how the two-session-per-day teaching schedule will be organized. Some parents have expressed concerns about the inappropriate arrangement of the two-session-per-day teaching schedule, which alternates core subjects with extracurricular activities such as life skills, arts, and enhanced foreign language learning.

In the previously issued guidelines, the Ministry of Education and Training emphasized the requirement for teaching two sessions per day, clearly distinguishing between the first and second sessions to ensure scientific rigor, flexibility, and the holistic development of students.

In this system, the first session is dedicated to the main curriculum of general education, including compulsory subjects and educational activities (for all levels of general education), elective subjects, optional subjects, and advanced topics (for high school level) as prescribed by the Ministry of Education and Training.

Session 2 is dedicated to organizing supplementary educational activities, developing competencies, nurturing gifted students, providing remedial instruction for students who have not met the requirements of the general education curriculum, life skills education, financial education, arts education, physical education, STEM/STEAM, career guidance, artificial intelligence, foreign languages, etc.

"The organization of the first and second sessions can be flexible in terms of time and balanced in duration (not fixed as the first session in the morning and the second session in the afternoon), in accordance with the conditions of each school. Educational institutions are encouraged to diversify teaching methods and organize educational activities to improve the overall quality of education for students," the document states.

To implement a two-session-per-day teaching and learning system, the Ministry of Education and Training has assigned provincial Departments of Education and Training to advise provincial People's Committees on coordinating teachers, investing in facilities, developing policies and mechanisms, and issuing specific guidelines.

The Departments of Education and Training will guide the implementation of two-session-per-day teaching and learning in accordance with the practical situation. This includes ensuring clarity in teaching content and methods, responsibilities of all stakeholders, and expected educational outcomes and quality; and coordinating with local authorities to achieve the highest effectiveness. The allocation of teachers and facilities should be appropriate to local conditions, avoiding overloading students, teachers, and parents.

General education institutions are responsible for surveying students' learning needs in the afternoon session before the start of the new school year in order to publicly announce the plan, content, and timetable to students, parents, and on the school's website.
