This is one of the pieces of information in Prime Minister 's Official Dispatch No. 137/CD-TTg on organizing the inauguration and groundbreaking ceremonies for projects and works to celebrate the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025).
The ceremony was held online, connecting the central venue (National Exhibition and Convention Center) to 79 locations in 34 provinces and cities, and was broadcast live on VTV1.
To ensure the best possible preparation for the event and to create a widespread impact among the people and the entire society, the Prime Minister requested that at the main venues in the 34 provinces and cities, Deputy Prime Ministers, members of the Government, heads of government agencies, or Deputy Ministers who are members of the Central Committee of the Party be assigned to attend and direct the event, along with one leader from a Ministry or equivalent agency managing a specific sector to attend and monitor and support the ceremony.
According to the aforementioned assignment, Minister of Finance Nguyen Van Thang, the Secretary of the Dong Nai Provincial Party Committee, and a Deputy Minister of Construction will attend and direct the groundbreaking ceremony for the Ho Chi Minh City - Long Thanh Expressway Expansion Project, invested by the Vietnam Expressway Investment and Development Corporation (VEC), in An Phuoc commune, Dong Nai province.
The Ho Chi Minh City - Long Thanh Expressway Expansion Project is known to be a Group A project, a special-grade transportation project, passing through the territories of two provinces/cities: Ho Chi Minh City and Dong Nai.
The total investment for the project is nearly 15,000 billion VND, including state budget funds and capital mobilized by VEC, of which public investment is 6,500 billion VND and capital mobilized by VEC is approximately 8,500 billion VND.
After the Government officially approved the project's implementation as an emergency construction project, VEC directed the consultants to immediately carry out surveys, prepare construction drawings and cost estimates in parallel with the survey and preparation of the feasibility study report; approve construction drawings for each item of the contract package to organize immediate implementation on the construction site, with design and construction happening simultaneously; select contractors and immediately implement the items for which construction drawings have been approved; start construction from August 19, 2025 and basically complete the project by December 2026 as directed by the Prime Minister.
Accordingly, the Ho Chi Minh City - Long Thanh Expressway expansion project will have its main alignment following the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, expanding to both sides.
Specifically, the section crossing the Long Thanh bridge will be widened to the right of the existing route (downstream). Upon completion, the project will ensure the technical standards of a highway, provide a smooth ride during operation, maximize the utilization of items already invested in and constructed in Phase 1, and ensure economic and technical viability and long-term structural stability.
Specifically, the section from the Ring Road 2 intersection to the Ring Road 3 intersection (Km4+000÷Km8+844.5) is over 4.8 km long and will be expanded from 4 lanes to 8 lanes.
The section from the Ring Road 3 intersection to the intersection with the Bien Hoa - Vung Tau Expressway, excluding the Long Thanh Bridge area (Km8+844.5÷Km25+920), is over 14.7km long and will be expanded from 4 lanes to 10 lanes.
The Long Thanh Bridge (Km11+428.75÷Km13+747.25) is over 2.3 km long and will be constructed as a new bridge unit with a complete 5-lane design in the direction from Ho Chi Minh City to Long Thanh, to the right of the existing bridge (symmetrical to the centerline of the old bridge across the centerline of the completed expressway) with a width of 23.75 m.
In terms of technical standards, the section from Km4+000 to Km25+920 meets the standards of a Class 120 expressway, corresponding to a design speed of 120 km/h according to the National Regulation on Expressways QCVN 117:2024/BGTVT and the Vietnamese Standard TCVN 5729:2012 Expressways - Design Requirements; the Long Thanh bridge is designed for a speed of 100 km/h; the design load for the bridges is HL93.
The project also includes the construction of 5 interchanges, 1 direct interchange, and 11 bridges, including 1 elevated bridge; 2 overpasses within the interchanges and 8 bridges over rivers.
In addition, the Project continues to utilize the toll collection system already invested in during Phase 1; relocate related infrastructure and invest in new, necessary items for the intelligent transportation system (ITS) to match the expanded scale...
Upon completion and commissioning, the Ho Chi Minh City - Long Thanh Expressway Expansion Project will contribute to completing the Ho Chi Minh City - Long Thanh - Dau Giay Expressway according to the approved planning scale, meeting the increasing transportation demand, shortening travel time, and reducing transportation costs on the North-South transportation corridor.
The project is also the most important road transport route, providing convenient connections to Long Thanh International Airport and Ho Chi Minh City, serving socio-economic development and ensuring security and defense for the Southern Key Economic Region.
