On the morning of December 8, Minister of Finance Nguyen Van Thang, authorized by the Prime Minister, presented a report on supplementing the State budget estimate for regular expenditures (foreign non-refundable aid) for the second phase of 2025.
Accordingly, the Government submitted to the National Assembly for consideration and approval of additional estimates of the State budget for regular expenditures (foreign non-refundable aid capital) in 2025 for a number of agencies with a capital of 26.3 billion VND.

Specifically, the Government Inspectorate proposed to add 1 billion VND to the budget for administrative management expenses.
Ho Chi Minh National Academy of Politics proposed a budget of 2.5 billion VND for education, training and vocational training.
Vietnam Cooperative Alliance proposed to add 6 billion VND to the budget for education, training and vocational training.
Can Tho People's Committee proposed to add 16.7 billion VND in the budget, of which 16.5 billion VND is for economic expenditure and 253 million VND is for health expenditure.
According to the Government, the reason for the proposed addition is that some agencies will receive aid goods and materials and develop new aid projects after the time of synthesizing and submitting to competent authorities the State Budget estimates in the first phase of 2025.
Based on approval decisions and project/non-project aid agreements, a number of ministries and central agencies have requested to supplement the budget to ensure project/non-project implementation progress according to the plan committed to cooperate with the sponsor.
Presenting the audit report, Chairman of the Economic and Financial Committee Phan Van Mai said that the committee agreed with the detailed allocation plan as submitted by the Government.
The auditing agency requested the Government to direct the review and allocation of foreign aid budget estimates in accordance with legal regulations; ensure effective and proper use, and avoid loss, waste, and negativity.
