The Ministry of Culture, Sports and Tourism (MOCST) has recently issued a document responding to a petition from voters in Hanoi regarding the organization of the assessment and licensing of foreign films to be streamed online on social media platforms.
Voters in Hanoi have requested that the Ministry of Culture, Sports and Tourism enhance its responsibility and conduct thorough censorship in the process of evaluating and licensing foreign films for online streaming on social media platforms. They point out that some films contain content and images depicting the illegal nine-dash line, affecting cultural security and national sovereignty .

Responding to this issue, Minister of Culture, Sports and Tourism Nguyen Van Hung stated that the assessment and licensing of foreign films for online screening on social media platforms are clearly regulated in Clause 2, Article 21 of the Cinema Law and Article 12 of Government Decree No. 131/2022/ND-CP dated December 31, 2022, which details some provisions of the Cinema Law on the conditions for classifying films for dissemination in cyberspace.
Minister of Culture, Sports and Tourism Nguyen Van Hung stated that the procedures for reviewing and licensing foreign films for online screening on social media platforms are clearly stipulated in the Film Law.
"Before distributing films online, it is necessary to ensure that the film classification is carried out according to government regulations, and to be legally responsible for the content and results of the film classification."
"In cases where the conditions for film classification are not met, the Ministry of Culture, Sports and Tourism or an agency authorized by the Ministry of Culture, Sports and Tourism is requested to classify films that have not been granted a Film Classification License or a Broadcasting Decision, following the prescribed procedures," Clause 2, Article 21 of the Cinema Law clearly states.
Article 12 of Decree No. 131/2022/ND-CP also clearly states that entities disseminating films on the internet are only allowed to distribute films that have a Film Classification License or a Broadcasting Decision in accordance with the law.
Following the discovery of violations by "Going with the Wind," the Film Bureau requested that streaming platforms remove the film within 24 hours.
For films that have not been granted a Film Classification License, they must be classified according to regulations, or must be self-classified by eligible entities before distribution. The entity distributing the film must notify the Ministry of Culture, Sports and Tourism of the list of films to be distributed and the results of the film classification before distributing the film on the internet.
Faced with the widespread distribution of infringing films online and on social media, the Ministry of Culture, Sports and Tourism has established a Task Force to manage film distribution activities on the internet to prevent this. One of the main and regular tasks of the Task Force is to inspect film content, classify films, and display the classification results of films distributed online.

Through the work of the task force, the Ministry of Culture, Sports and Tourism has inspected film content, classified and displayed the classification results of films violating the law. These are products containing content and images of the illegal nine-dash line, affecting cultural security and the national sovereignty of Vietnam.

The head of the Ministry of Culture, Sports and Tourism affirmed that they will continue to promote and disseminate information, combined with the assessment and issuance of film classification licenses in accordance with the law, regularly maintain inspection and post-inspection of film classification content and results, display warnings, and coordinate with relevant agencies to strictly handle cases of violations.
The "nine-dash line" image appears at the 2-minute mark of episode 30 of the drama "Going with the Wind," when a character is observing a map on an airplane seat screen. The scene revolves around a flight from Guangzhou (China) to Singapore that encounters a problem due to a passenger's health issue. The chief flight attendant suggests diverting to the nearest airport, but the captain refuses.
