In the document, following the directive of Deputy Prime Minister Tran Hong Ha regarding the adjustment of the investment project, the Ministry of Construction requests the People's Committee of Dong Nai province to base its actions on the provisions of Articles 43 and 46 of the Law on Public Investment No. 58/2024/QH15; and Article 39 of Government Decree No. 29/2021/ND-CP (dated March 26, 2021) on the procedures for appraising nationally important projects and monitoring and evaluating investments, in order to prepare the dossier and carry out the procedures for adjusting the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project.
Regarding the proposal from the People's Committee of Dong Nai province to report to the National Assembly on the adjustment of the Long Thanh Airport land acquisition, compensation, support, and resettlement project, the Ministry of Construction stated that during the implementation process, the Government had twice reported to the National Assembly on the reduction and non-implementation of investment in subdivision III, Binh Son Resettlement Area, in Submissions No. 374/TTr-CP (dated August 8, 2023) and No. 558/TTr-CP (dated October 16, 2023).
In Document No. 7826/BTC-ĐT (dated June 5, 2025), the Ministry of Finance stated: “In the event that the People's Committee of Dong Nai province continues to request a reduction in the investment area for the construction of sub-project III from the project, it must report to the National Assembly for consideration and approval before approving the project adjustment in accordance with Article 2 of Resolution 94/2015/QH14 (dated June 25, 2025) and Article 2 of Resolution 38/2017/QH14 (dated June 19, 2017) of the National Assembly.” Therefore, the Ministry of Construction requests the People's Committee of Dong Nai province to proactively study and seek opinions from the National Assembly's Economic and Financial Committee (the agency in charge of appraising the adjustment of some contents of Resolution No. 53/2017/QH14) and the Ministry of Justice on the necessity of reporting to the National Assembly for consideration and approval of the adjustment contents as a basis for implementing subsequent work, in compliance with regulations.
Previously, in April 2025, the People's Committee of Dong Nai province submitted a document to the Prime Minister requesting that the Standing Committee of the National Assembly consider approving the policy of not investing in the area of over 81 hectares in sub-zone III of the Binh Son Resettlement Area and removing it from the Long Thanh Airport Land Acquisition, Compensation, Support, and Resettlement Project. At the same time, it requested approval for the People's Committee of Dong Nai province to retain this land (which has already been compensated) for socio-economic development according to the local planning.
According to the People's Committee of Dong Nai province, Zone III of the Binh Son Resettlement Area was planned to resettle households affected by the Long Thanh Airport Project. However, these households later expressed a desire to be resettled in the Loc An - Binh Son Resettlement Area. In 2024, Dong Nai province completed the compensation and land clearance process to hand over the entire land area for the Long Thanh Airport Project and two connecting roads to the investor. Simultaneously, the resettlement of affected households in the Loc An - Binh Son Resettlement Area was completed.
