Ministry of Construction urgently seeks design solutions for flood-resistant model houses

On December 2, Minister of Construction Tran Hong Minh signed a document implementing the Prime Minister's Official Dispatch and Notice of Conclusion on launching and implementing the "Quang Trung Campaign" to rapidly rebuild and repair houses for families whose houses were damaged by recent natural disasters in the Central provinces, and to overcome the consequences of rain and floods in the South Central provinces.

The Minister of Construction requested the Department of Housing and Real Estate Market Management to preside over and related units (Department of Planning - Architecture, Department of Science, Technology, Environment and Construction Materials and Institutes: National Architecture, Construction Science and Technology, Construction Materials) to urgently research and advise the leaders of the Ministry of Construction to direct the Department of Construction of localities and related agencies in the spirit of "Quang Trung campaign"; research and advise the People's Committees at the provincial level to propose a number of model house designs (model house designs against floods) according to the customs, practices and cultural traditions of the indigenous people so that people can proactively choose a model suitable to the ability to mobilize resources and prevent natural disasters.

The Department of Economics - Construction Investment Management advises the Ministry of Construction to direct investors and contractors to promptly overcome the consequences of natural disasters, storms and floods, develop appropriate construction plans, and resume construction as soon as possible on ongoing projects to ensure progress approved by competent authorities, especially key national projects; ensure traffic safety, construction activities, especially the safety of people and vehicles at construction sites of expressways during the period affected by floods.

The Department of Economics - Construction Investment Management also advises the Ministry of Construction in urging and closely coordinating with localities: regularly monitoring and grasping market developments and fluctuations in construction material prices in the market to proactively have timely and effective solutions, especially materials for construction, house and factory repair, leveling, road embankment...; promptly mobilizing material sources (sand, stone, gravel, cement, steel...) for use in construction work and overcoming the consequences of natural disasters.

Regarding natural disaster prevention and control, the Minister of Construction requested agencies and units, according to their functions and tasks, to urgently organize natural disaster prevention and control; in which, closely monitor the developments of floods caused by the circulation of storm No. 15, urgently review and be ready to respond to landslides at the highest level with the motto of promoting the spirit of "4 on-site", carefully calculate the risk of floods, landslides, inundation due to floods in the context of saturated soil, floods on some rivers are still at high levels after the recent prolonged floods in the Central region.

Agencies and units coordinate with the Vietnam Road Administration in participating in, surveying, evaluating, and clarifying the causes of landslides, flooding, bridge drifts, and road breaks on road routes and highways.

As of the morning of December 2, the national highways managed by the Central Government have been completely cleared; the remaining 10 traffic jams on the national highways managed by the local authorities have been rerouted.

The Department of Construction is continuing to mobilize vehicles to support the transportation of relief goods, rescue forces and serve the travel needs of people in areas heavily affected by floods.
