Ms. Dao Hong Lan, Member of the Central Committee of the Communist Party and Minister of Health, emphasized that population is a top priority in the cause of national construction and defense. Vietnamese law stipulates that each couple and individual has the right to decide on the timing of childbirth, the number of children, and the spacing between births, in accordance with their age, health status, educational and work conditions, income, and ability to raise their children, on an equal basis.
The Ministry of Health is developing the Population Law and the National Target Program on Healthcare, Population and Development for the period 2026-2035, with the goal of ensuring social security, health, and equality for all citizens, based on the principle of putting people at the center and as the goal of sustainable national development.
The draft Population Law submitted to the Government for presentation to the National Assembly at the upcoming 10th session includes several notable priorities regarding population work, such as: preferential maternity leave; cash or in-kind support for childbirth; support for pregnant women and those giving birth during prenatal and neonatal screening; priority access to social housing support policies and other support appropriate to the socio-economic development situation of each period.
In addition, it includes building and developing facilities to support and care for the elderly; regulating measures for pre-marital counseling and health check-ups for both men and women; and screening, diagnosing, and treating prenatal and neonatal conditions...
