Building laws and perfecting institutions are key and priority tasks to facilitate people in the health sector.

At the headquarters of the Ministry of Health, Deputy Minister of Health Do Xuan Tuyen chaired a meeting to review the progress of implementing tasks assigned by the Government, the Prime Minister and the Ministry of Health to 3 Departments: Food Safety, Infrastructure and Medical Equipment, and Population.

Information at the meeting said that in 2025, the Government, the Prime Minister and the Ministry of Health assigned 3 Departments: Food Safety, Infrastructure and Medical Equipment, and Population many key tasks on developing the Law Project and legal documents under the Law towards caring for and protecting people's health.

The Department of Population has 9 tasks, including: Documents for drafting the Population Law; Research and development of a comprehensive population policy framework, ensuring a replacement birth rate appropriate to regions, areas, population groups and population quantity and quality; Project to amend and supplement the Birth Rate Adjustment Program appropriate to regions and groups by 2023 to firmly ensure the National replacement birth rate; Project to develop elderly health care workers in the community and elderly health care facilities by 2030, with a vision to 2045.

Along with that are reports, preliminary and final summaries related to population, family planning, the elderly and controlling gender imbalance at birth.

The Food Safety Department is assigned to complete the Food Safety Law Project; Amend Decree No. 115/2018/ND-CP; Circular promulgating National Technical Regulations on tobacco; Amend Joint Circular No. 20/2013/TTLT-BYT-BCT-BNNPTNT; Circular on Classification, Review and Amend Vietnamese Standards on limits of mycotoxin contamination in food.

The Department of Infrastructure and Medical Equipment is responsible for developing the Project to ensure infrastructure and medical equipment until 2030; Circulars, including: Circular detailing guidelines on standards and norms for using public works area in the health sector under the state management of the Ministry of Health; Circular on classifying medical equipment; Circular on decentralizing authority to decide on standards and norms for using specialized machinery and equipment which are medical equipment of agencies, organizations and units under the management of the Ministry of Health; Circular on Centralized procurement.

At the meeting, Deputy Minister of Health Do Xuan Tuyen analyzed in detail the contents, tasks and solutions to remove difficulties, promote the progress of completing tasks assigned by the Government, the Prime Minister and the Ministry of Health to 3 Departments: Food Safety, Infrastructure and Medical Equipment, and Population.

In particular, for Projects and Circulars that have been approved by the Prime Minister to postpone the completion deadline, it is necessary to continue drafting and editing to suit the practical situation and newly issued legal policies. For any Project or Circular that needs to be postponed or postponed, a Report must be prepared to the Minister and the Prime Minister to urgently complete the dossier and submit it before December 20, 2025; Urge the responsibility to complete the summary and interim reports of target programs and report to the Ministry's leaders for approval.

In particular, with the Food Safety Law Project (amended), it is necessary to urge the progress of completing the proposed dossier to be added to the 2026 legislative program, in order to meet the time limit for submitting this Law Project to the National Assembly for discussion and approval at the first session of the 16th National Assembly.

Deputy Minister of Health Do Xuan Tuyen affirmed that the task of building laws and perfecting institutions is a key task and top priority of the Government and the Ministry of Health.

All three units have made many efforts in building and perfecting institutions and laws and completing the Government's Resolutions and the Prime Minister's directions according to the direction of the Government, the Prime Minister and the Ministry of Health.

To meet practical requirements, the Deputy Minister requested the 3 Departments: Food Safety, Infrastructure and Medical Equipment, and Population to continue reviewing and perfecting institutions and laws, in the spirit of serving and creating the most favorable conditions for people in the health sector.
