Accordingly, Indian and Brazilian diplomats set the condition for BRICS expansion that the new members must support the idea of ​​the two countries and South Africa being admitted as permanent members of the UN Security Council. Egypt and Ethiopia refused to sign a joint statement on this issue, due to disagreement on the selection of a country to represent Africa on the Security Council.

Joel Souza Pinto Sampaio, head of communications for Brazilian Foreign Minister Mauro Vieira, confirmed the impasse but did not give details of the meeting. Sampaio said he would continue to work with the parties to reach a consensus, ahead of the BRICS summit in Russia in October.

On September 26, Chinese Foreign Minister Wang Yi said that BRICS members should contribute to promoting a multipolar world of equality, order and economic globalization that benefits all, according to Xinhua. Meanwhile, the Russian Foreign Ministry published a statement by Foreign Minister Sergey Lavrov saying that the foreign ministers of BRICS countries had an in-depth exchange of views on a wide range of international issues, focusing on peace and security, global economic stability and sustainable development. The participants reaffirmed their commitment to strengthening BRICS coordination in international forums.
