When parents took their children to the hospital for treatment, they discovered that the school had not purchased health insurance cards for the students, even though they had collected the full amount at the beginning of the school year.
On September 27th, Mr. Nguyen Huu Luat, Head of the Education and Training Department of Buon Ma Thuot City, Dak Lak province, stated that he had directed the handling of the case at Mac Thi Buoi Primary School (Ea Tu commune, Buon Ma Thuot City) for the delay in purchasing health insurance cards for students, which affected their access to medical care.
"I have instructed the school to promptly rectify the situation to ensure students' rights in medical examination and treatment. At the same time, the unit will closely monitor the school's rectification efforts," Mr. Luat said.
Previously, many parents with children attending Mac Thi Buoi Primary School were upset that the school did not purchase health insurance cards, causing students to lose their rights when seeking medical examination and treatment.
According to Ms. H. (a parent of a student at Mac Thi Buoi Primary School), at the beginning of the 2023-2024 school year, she paid 632,000 VND to the school's administrative office to purchase a one-year health insurance card for her child. However, in July of this year, when her child fell ill and was hospitalized, the doctors informed her that the health insurance card had expired seven months prior.
"I had to pay the entire hospital fee of over 3 million VND for my child's treatment. Afterwards, I went to the school to inquire about the situation and was informed that the school's administrative staff had not renewed the health insurance cards for many students, including my child," Ms. H. said angrily.
Mr. Pham Dinh Lai, Principal of Mac Thi Buoi Primary School, confirmed that there was an incident where the school's administrative staff was late in paying the renewal fee for students' health insurance cards. After parents complained, the school instructed the administrative staff to immediately identify the students who were shortlisted so that they could purchase new health insurance cards and refund the money for the months that were not covered.
"For students who paid for health insurance but were not provided with it and incurred medical expenses, the administrative staff member is responsible for reimbursing all these costs," Mr. Lai added.
Reportedly, 87 students from Mac Thi Buoi Primary School paid for health insurance cards from the previous school year, but the school did not purchase them. The majority of these students are from the Ede ethnic minority.
