Also attending were leaders of the Provincial People's Council committees, and representatives from several departments, agencies, and localities.

During the meeting, in addition to the advantages of implementing the tree planting movement, delegates raised many difficulties such as insufficient funding for the movement. The care and protection of planted trees are inconsistent across different areas; many areas lack proper care and protection, resulting in a low survival rate. The planning of green spaces in each area is inadequate, leading to the need to cut down and replace trees with other species after 5-10 years, causing waste. The socialization of tree planting in each locality and area is uneven, resulting in inconsistent planting and a loss of aesthetic appeal. The Forestry Law still has many shortcomings. The planted forest area in Hai Duong is not large, but its quality is low, failing to meet the requirements for landscape and environmental protection...

Concluding the workshop, Mr. Le Van Hieu, Chairman of the Hai Duong Provincial People's Council, requested that localities immediately develop plans for planting and improving green spaces, ensuring consistency, long-term sustainability, and environmental beautification. The selection of tree species must be appropriate and ensure low maintenance costs, with preliminary cost estimates to be submitted to the Provincial People's Council for consideration and support. All trees planted in areas and along roads... related to public investment must have regular maintenance funding to ensure effectiveness; trees planted in villages, hamlets, and residential areas... should be entrusted to the people and organizations for care to ensure healthy growth and development. The agricultural sector needs to research and provide specific guidance on tree species for each area, such as urban areas, along transportation routes, and cemeteries... for localities, units, and businesses, taking into account soil conditions and future planting plans. For trees planted along transportation routes that are planned for expansion in the future, short-term crops should be planted for future exploitation. In some towns and streets of Hai Duong City, the local authorities are encouraging people to plant trees on their balconies to create green landscapes. The Department of Construction and the Department of Agriculture and Rural Development need to find effective tree planting models to disseminate, learn from, and replicate these models...

Leaders of the Department of Transportation highlighted the difficulties in caring for and protecting trees after planting on many provincial roads.

According to the Department of Agriculture and Rural Development, from 2015 to March 2024, the entire province planted 11,131,060 trees. Annually, tree planting results consistently met and exceeded the set plan. The Department provided over 62,800 trees to localities, achieving 0.56% of the target. The total cost for the entire period was over 3.2 billion VND. Along three national highways (37, 38B, 17B) and two provincial roads managed by the Department of Transport, with a total length of 1,156 km on both sides, the unit planted 773 km of trees, achieving 47% for national highways and 71% for provincial roads.

The planning and planting of green spaces in the three urban areas of Hai Duong City, Chi Linh, and Kinh Mon town meet and exceed the standards and regulations for urban classification. The area and location of green spaces in the new urban areas are basically consistent with the approved detailed construction plan. The trees are planted and cared for by the project investors until they are handed over to the local authorities for management. Urban areas with invested infrastructure have prioritized green space planting, especially Hai Duong City with 18 parks and 106 types of trees.
