Provincial leaders: Inspecting the work of overcoming the consequences of flooding

On the afternoon of September 28, comrade Dang Thanh Giang, member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Council inspected the work of overcoming the consequences of flooding in Vu Thu district.

Due to the impact of continuous heavy rains in recent days, Vu Thu district has about 143 hectares of rice that has fallen over, more than 92 hectares of vegetables that have been flooded, of which 70% of vegetables in the flooded area have been damaged or spoiled. Checking the actual flooding situation in the fields of O Me 2 village, Tan Phong commune and the drainage work at Tan Phuc Binh drainage pumping station (Phuc Thanh commune), the Standing Vice Chairman of the Provincial People's Council requested Vu Thu district to focus on directing and urging localities to urgently remove obstacles, clear the flow, facilitate the drainage of water in the fields; delineate and operate drainage pumping stations to rescue water-rich areas such as Tan Phuc Binh area (Tan Phong, Phuc Thanh), Ha Choc, Soi Choc area (Xuan Hoa, Hiep Hoa), Phu Sa area (Tu Tan)... Mobilizing farmers to urgently harvest vegetables to limit damage, forcing fallen rice to stand up to prevent the rice grains from sprouting.

Due to the influence of the northern edge of the tropical low pressure combined with the strengthening of the southwestern edge of the continental high pressure, from September 25 to 7:00 a.m. on September 28, there was moderate rain, heavy rain, and in some places very heavy rain and thunderstorms in the province. In Thai Binh city, from the night of September 27 to 9:00 a.m. on September 28, the rainfall was measured at about 110mm. The prolonged heavy rain caused a number of streets in Thai Binh city to be congested for a long time, affecting people's daily life and travel.

After inspecting the local flood prevention at some pumping stations and flood points in the city, the Standing Vice Chairman of the Provincial People's Committee requested Thai Binh city to direct relevant localities, departments and offices to mobilize maximum human and material resources, urgently implement solutions to drain water, clear water flows, clear urban drainage systems, and promptly resolve local flooding; closely monitor and inspect the flood situation to promptly have a treatment plan; proactively and be ready with measures to respond to unusual weather developments.

In addition, the Standing Vice Chairman of the Provincial People's Committee requested Thai Binh city to speed up the implementation of anti-flooding projects; coordinate with functional agencies to organize a review and study of the overall planning of the entire city to develop planning and manage urban development, in which attention should be paid to planning the water supply and drainage system, investing in a synchronous drainage system; strictly implement urban order management, combine propaganda, raise people's awareness in environmental protection, strengthen maintenance, dredging, and clearing sewers, ensuring drainage capacity when heavy rains occur in the area. Planning of urban areas and resettlement areas in the area must be associated with planning of ground elevation and drainage elevation in the area.

According to a quick report from the District Department of Agriculture and Rural Development, due to the impact of prolonged heavy rains, over 2,200 hectares of winter-spring rice were flooded, of which over 350 hectares were damaged; 500 hectares of crops were severely affected, concentrated in the communes of Dong Do, Bac Son, Kim Trung, Minh Tan, Thai Hung, Duyen Hai...

At the inspected places, the Head of the Provincial Party Committee's Mass Mobilization Commission requested the district's agricultural sector and localities to strengthen their direction and guidance to farmers on measures to overcome and care for crops after flooding, focusing on key communes for winter crop production; mobilize forces and means to urgently clear the flow and promptly drain water for flooded rice and vegetable areas; and immediately tie up flooded rice fields. In addition, the district's Irrigation Works Exploitation Enterprise was directed to close irrigation sluices, open drainage sluices, thoroughly drain surface water, and operate pumping stations to drain water when heavy rains continue to occur.

Also on the afternoon of September 28, Hung Ha district leaders established delegations to inspect agricultural production and direct measures to prevent flooding for rice and vegetables in the entire district.

According to the report of the Department of Agriculture and Rural Development of Kien Xuong district, heavy rains in recent days have caused about 800 hectares of summer rice in the district to fall, 50 hectares of newly planted summer and winter crops to be affected. To minimize the damage caused by flooding, Kien Xuong district has directed units and localities to focus on clearing the flow, assigning forces to be on duty at drainage culverts and pumping stations, and promptly draining water. Currently, 3 drainage pumping stations in the district are in operation: An Quoc pumping station, Lich Bai pumping station, and Muc pumping station.

Inspecting the drainage work at Lich Bai pumping station and the impact of heavy rain on agricultural production in Vu Hoa commune, the Vice Chairman of the Provincial People's Committee requested the two companies exploiting irrigation works and localities to maximize the capacity of drainage pumping stations, urgently lower the water level in the fields to drain water for rice and vegetables; and not let prolonged flooding occur.

The Vice Chairman of the Provincial People's Committee requested the agricultural sector to increase its staff to the grassroots to guide farmers on technical measures to care for and repair rice and vegetables damaged by heavy rains. Localities should encourage people to take advantage of the dry weather to quickly harvest the ripe rice area and continue to prepare conditions for planting winter crops within the best time frame.
