Specifically, in some sections from Quynh Hoa and Quynh Tan communes (Quynh Luu district) to Quynh Vinh commune (Hoang Mai town), passing through mountains with embankments on both sides, or in some other sections of the expressway through Quynh Luu and Dien Chau districts, because the construction contractor has not yet completed the installation of the protective iron fences, some livestock such as goats and cows have been allowed to enter close to the expressway embankment in search of food.
As we were traveling on the North-South Expressway to the intersection with National Highway 48D in Quynh Vinh commune, there was even a herd of goats grazing under the guardrail at the roundabout leading to National Highway 48D to the east. This is a potential traffic safety hazard, given the relatively high speeds of vehicles on the expressway.

Currently, the Nghi Son - Dien Chau section of the expressway has a maximum speed limit of 80 km/h, but in reality, many vehicles travel at higher speeds; both sides of the expressway are lined with rigid iron guardrails, posing a significant risk of accidents if obstacles or livestock are encountered.
In addition, although traffic has resumed, the units are still completing the local roads below, and some sections of the iron fences separating the fields from the highway have not yet been constructed or installed.
It is known that the communes through which the North-South Expressway passes, including Dien Dong and Dien Doai (Dien Chau district); Quynh My, Quynh Hoa, and Quynh Tan (Quynh Luu district); and Quynh Trang and Quynh Vinh (Hoang Mai town), all have a relatively developed livestock farming industry, raising buffaloes, cows, and goats. Allowing livestock to roam freely onto the expressway poses a danger to people and vehicles on the road.

In a brief exchange with us, Mr. Phan Huy Chuong, Deputy Head of the Provincial Traffic Safety Committee, said: "The new expressway has just been put into operation, so many people and vehicles are still unfamiliar with the route. Initially, when they are not used to it, the authorities will provide guidance, disseminate information, and remind people; at the same time, we will direct the localities through which the expressway passes to actively inform the people about the regulations prohibiting rudimentary vehicles from using the expressway. In the near future, the Provincial Traffic Safety Committee plans to hold a separate meeting with the project investor to agree on several issues to ensure traffic safety on this route."

To ensure traffic safety on the newly operational North-South Expressway through Nghe An province , the investor needs to review and direct construction units to urgently complete the protective barrier along the corridor. In addition, the Traffic Safety Committees of the districts and towns through which the expressway passes need to organize widespread public awareness campaigns to educate local people, especially goat farmers, about not allowing goats to roam freely in areas near the expressway.

In particular, it is necessary to publicize and remind people that the expressway is only for passenger cars and trucks under 10 tons; other non-motorized vehicles such as motorbikes and bicycles are not allowed on the expressway. Currently, there is still a situation where people freely ride bicycles and motorbikes on the expressway.
Therefore, in the long term, localities where expressways pass through need to launch communication and awareness campaigns to inform residents living along the expressways that the use of rudimentary vehicles is prohibited; at the same time, they should educate people on the importance of maintaining and protecting traffic safety infrastructure, and not arbitrarily dismantling or illegally opening/closing expressway fences and guardrails.
