Clearly define and unify the content of social housing

On the morning of June 19, before the National Assembly, giving comments on the draft Law on Housing (amended), Delegate Nguyen Lam Thanh ( Thai Nguyen delegation) proposed to add the concept of apartment. Because the draft Law only explains the concept of apartment, in an apartment there are many apartments, so it is necessary to explain the concept of apartment as a housing unit ensuring minimum area and basic living conditions for individuals and households...

The delegate also proposed to add the subject “household” to the group of individuals and households. In addition, the delegate proposed to revise the concept of social housing as housing for subjects who are entitled to the State’s housing support policy according to the law.

In Article 6 on housing management and use development policies and Article 7 on general requirements for housing management and use development, Delegate Nguyen Lam Thanh said that the socio -economic development strategy 2021-2030 and the socio-economic development plan 2021-2025 clearly stated the development and expansion of housing types, promoting the development of social housing, rental housing, low-cost housing, housing for workers in industrial parks, creating conditions to encourage economic sectors to participate in housing development according to market mechanisms for social policy beneficiaries.

Therefore, the Delegate believes that the draft Law needs to clarify and deepen the policy content for each type of subject, meeting the general requirements of socio-economic development. In particular, it is necessary to clearly and correctly define and unify the content of social housing. The Delegate suggests expanding the concept of social housing, avoiding the unwritten view that social housing is housing for type 2 subjects, cheap price with poor quality, not ensuring conditions of use for people as well as has existed in some projects in the past, especially the issue of resettlement housing causing public outrage.

According to the Delegate, the right to better and safer housing is always a legitimate need of all social classes. Therefore, should the concept of low-cost housing be replaced by affordable housing in the approach and policy development to promote the development of the housing market, both social housing and commercial housing? In which, the State uses tax tools, credit, investment support from the budget, and land policies to compensate for the increased investment value based on the market economy principle to reduce the selling price and rental price of houses for policy subjects and consider this as a source of investment capital for social security.

Need to add specific mechanism to control investors

Also interested in the draft Law on Housing (amended), Delegate Nguyen Hoang Bao Tran ( Binh Duong delegation) said that the draft Law does not currently stipulate a mechanism to control the use of capital by investors. Because in reality, in many cases, investors use capital from this project to develop other projects or handle internal problems of the company without directly developing the project that the buyer has signed a contract with and contributed capital for. This is also one of the reasons for the delay in progress and the prolonged mass complaints and lawsuits of the people.

Therefore, the Delegate proposed to add a specific mechanism to control investors. When using mobilized capital, investors must commit and periodically report to the competent authorities on the mobilization and use of capital for each investment project so that the competent authorities know, monitor, and take timely intervention and handling measures when there are signs of violations, in order to minimize the abuse of capital mobilization by investors to misappropriate and misuse the mobilization.

Concerned about the development of social housing for workers, Delegate Nguyen Hoang Bao Tran said that currently, the number of workers from other provinces working in concentrated industrial parks across the country who do not have a house and have to rent a house is still quite large. Currently, the draft Law on Housing (amended) stipulates in Clause 3, Article 77 that the Vietnam General Confederation of Labor is allowed to participate in investing in the construction of social housing, and is also the investor in the construction of accommodation for workers and trade union institutions in industrial parks in the direction that the Vietnam General Confederation of Labor presides over and coordinates with enterprises doing business in industrial park infrastructure or enterprises with real estate business functions to invest in the construction of accommodation for workers and works serving the housing needs of workers. However, the Delegate said that this content has just been stipulated in the draft Law, so there are still many issues that need to be regulated more clearly and consistently.
