Canada stops accepting anti-dumping tax review dossiers on Vietnamese upholstered chairs

Canada has just announced that it will stop accepting dossiers of the case of reviewing anti-dumping and anti-subsidy taxes on upholstered chairs from Vietnam.
According to the Department of Trade Remedies ( Ministry of Industry and Trade ), on August 20, 2024, the Canada Border Services Agency (CBSA) announced the suspension of receiving normal value review case files within the framework of the anti-dumping and anti-subsidy investigation on upholstered chairs exported from Vietnam by Duc Thanh Company Limited.

In addition, the Canada Border Services Agency updated the normal value review schedule, specifically, on April 2, 2024, CBSA initiated the review; on April 23, 2024, importers are due to provide information requested by CBSA by 5:00 p.m. Eastern Time (ET); on May 9, 2024, exporters and the Government are due to provide information requested by CBSA by 5:00 p.m. ET; and on August 20, 2024, CBSA will stop accepting case files by noon ET (update); on August 27, 2024, interested parties are due by noon ET (update); and on September 3, 2024, interested parties are due by noon ET (update). Previously, on March 22, 2024, the Canada Border Services Agency (CBSA) announced the initiation of an anti-dumping and countervailing duty review of upholstered chairs originating from Vietnam and China. The review was conducted at the request of the importer and is part of the Canadian International Trade Tribunal (CITT) ruling issued on September 2, 2021 on the original investigation conducted in 2020. In August 2021, the CBSA issued the final conclusion of the anti-dumping and countervailing duty investigation of upholstered chairs originating from Vietnam and China. Canada's suspension of receiving anti-dumping duty reviews of upholstered chairs imported from Vietnam is an important development in the trade relationship between the two countries. Previously, Canada applied anti-dumping duties on upholstered chairs imported from Vietnam to protect the domestic manufacturing industry. However, the review has encountered many controversies and different opinions from both the Canadian government and Vietnamese businesses. The suspension of the review can help Vietnamese businesses reduce the tax burden and maintain competitiveness in the Canadian market, which is one of the important markets for this product. Vietnamese upholstered chair manufacturers can expect to increase exports to Canada without facing major trade barriers.
