Canada has announced it will stop accepting applications for the anti-dumping and countervailing duty review on upholstered chairs from Vietnam.
According to the Trade Remedies Department ( Ministry of Industry and Trade ), on August 20, 2024, the Canada Border Services Agency (CBSA) announced the suspension of accepting applications for the normal value review within the framework of the anti-dumping and countervailing investigation against upholstered chairs exported from Vietnam by Duc Thanh Co., Ltd.

Additionally, the Canada Border Services Agency (CBSA) has updated the schedule for routine value review, specifically: April 2, 2024, the CBSA initiates the review; April 23, 2024, before 5 p.m. Eastern Time (ET), is the deadline for importers to provide information as requested by the CBSA; May 9, 2024, before 5 p.m. ET is the deadline for exporters and the Government to provide information as requested by the CBSA. Furthermore, on August 20, 2024, before noon ET (updated), the CBSA stops accepting case files; August 27, 2024, before noon ET (updated), is the deadline for interested parties to submit their arguments; and September 3, 2024, before noon ET (updated), is the deadline for submitting documents from interested parties regarding the arguments in the case. Previously, on March 22, 2024, the Canada Border Services Agency (CBSA) announced a review of anti-dumping and countervailing duties on upholstered chairs originating from Vietnam and China. The review was conducted at the request of importers and was part of the ruling by the Canadian International Trade Tribunal (CITT) issued on September 2, 2021, regarding the original investigation conducted in 2020. By August 2021, the CBSA had issued its final conclusion on the anti-dumping and countervailing duty investigation concerning upholstered chairs from Vietnam and China. Canada's decision to cease accepting applications for the anti-dumping duty review on upholstered chairs imported from Vietnam is a significant development in the trade relationship between the two countries. Previously, Canada had applied anti-dumping duties on upholstered chairs imported from Vietnam to protect its domestic industry. However, the review process has faced considerable controversy and differing opinions from both the Canadian government and Vietnamese businesses. Stopping the review could help Vietnamese businesses reduce their tax burden and maintain competitiveness in the Canadian market, which is one of the important markets for this product. Vietnamese upholstered chair manufacturers can expect to increase exports to Canada without facing major trade barriers. In light of this, the Vietnamese government has responded positively, monitoring and supporting businesses in expanding their export markets. Businesses in the upholstered chair manufacturing sector can strengthen their export strategies and invest in research and development to meet market demands.
