[Update] - Solemn opening of the 24th Session, Thanh Hoa Provincial People's Council, 18th term

On the morning of December 12th, at the 25B Conference Center ( Thanh Hoa City), the 18th Thanh Hoa Provincial People's Council, term 2021-2026, solemnly opened its 24th session.

Overview of the meeting.

Attending the session were: Comrade Nguyen Doan Anh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial Delegation of National Assembly Deputies; Comrade Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Comrade Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; representatives of the leadership of the Delegation Affairs Committee under the Standing Committee of the National Assembly ; members of the Standing Committee of the Provincial Party Committee, the Standing Committee of the Provincial People's Council, the Provincial People's Committee, the Provincial Fatherland Front Committee; the Provincial Delegation of National Assembly Deputies; former provincial leaders; leaders of provincial departments, agencies, and mass organizations; leaders of districts, towns, and cities; and delegates of the 18th Provincial People's Council.

Review and decide on many contents

The 24th session of the 18th Provincial People's Council heard, discussed, and approved the following reports: the socio- economic situation and national defense and security in 2024 and the plan for socio-economic development and ensuring national defense and security in 2025; the report of the Provincial People's Committee on the results of resolving opinions and recommendations of voters submitted to the 20th session of the 18th Provincial People's Council; the announcement of the Provincial Fatherland Front Committee on the Front's participation in government building and the summary of opinions and recommendations of voters submitted to the 23rd session of the 18th Provincial People's Council; and the report of the Provincial National Assembly Delegation on the results of the 8th session of the 15th National Assembly.

Reports from the Provincial People's Procuracy on the crime situation and procuracy work in 2024 and directions and tasks for 2025; Reports from the Provincial People's Court on the work of adjudication and execution of criminal judgments in 2024 and key tasks for 2025; Reports from the Provincial Civil Enforcement Department on the results of civil judgment enforcement and monitoring of administrative judgment enforcement in 2024 and directions and tasks for 2025; Reports from the Standing Committee of the Provincial People's Council on the results of the thematic supervision of "The issuance of resolutions by district-level People's Councils in Thanh Hoa province from the beginning of the 2021-2026 term to the present".

Reports from the Economic and Budget Committee of the Provincial People's Council on the results of monitoring the implementation of Conclusion No. 251/KL-HĐND dated June 2, 2022, of the Standing Committee of the Provincial People's Council on the situation of granting land use rights certificates, house ownership certificates, and certificates of ownership of assets attached to land in Thanh Hoa province; Reports from the Culture and Social Affairs Committee of the Provincial People's Council on the results of monitoring the implementation of policies and laws on health insurance in the province, 2021-2023; Reports from the Legal Committee of the Provincial People's Council summarizing the results of the review and resolution of opinions and recommendations of voters submitted to the 20th session of the 18th Provincial People's Council.

The Provincial People's Council held a question-and-answer session; and considered and approved 36 proposals from the Provincial People's Committee aimed at creating favorable conditions for socio-economic development and ensuring national defense and security of the province in 2025 and subsequent years.

In his opening remarks at the session, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Head of the Provincial National Assembly Delegation, stated: The 24th session of the 18th Provincial People's Council is the year-end regular session. According to the approved agenda, the Provincial People's Council will consider reports from the Provincial People's Committee on the results of implementing socio-economic development, national defense and security tasks; and reports on finance, budget, and investment for 2024 and the plan for 2025.

To ensure the quality of the content of the resolutions on socio-economic development, public investment plan, and state budget revenue and expenditure of the province for 2025 to be passed at the session, the Chairman of the Provincial People's Council requested that delegates, based on studying the reports of the Provincial People's Committee and the verification reports of the Provincial People's Council Committees, conduct discussions and objectively, comprehensively, and accurately assess the achievements; the shortcomings, limitations, inadequacies and their causes, especially subjective causes; identify trends, context, and conditions in the coming period; and thereby propose specific, effective, and feasible solutions and measures to strive to complete and achieve the highest possible results for the socio-economic, financial, budget, and public investment plan targets and tasks for 2025 in the province.

Chairman of the Provincial People's Council Lai The Nguyen also requested delegates to focus on studying, discussing, and giving opinions on the draft resolutions, especially clarifying the practical basis, legal basis, conformity with legal regulations, as well as the impact of each policy on the development of each industry, sector, and each citizen, in order to provide insightful input and specific proposals in the promulgation of policies, as well as recommending implementation measures to ensure feasibility, effectiveness, and efficiency, so that they can be put into practice quickly and meet the requirements of rapid and sustainable development of the province.

The delegates studied and evaluated the achievements, shortcomings, and limitations in the performance of duties and responsibilities of the provincial government and judicial agencies; they proposed opinions and recommendations to relevant levels, sectors, agencies, and units to address and overcome limitations in leadership, management, and administration, aiming to improve the effectiveness and efficiency of state management and enhance the role of the Provincial People's Council in considering important issues of the province.

With a sense of responsibility to the voters and people of the province, the Chairman of the Provincial People's Council requested that the People's Council delegates promote democracy, focus their intellect, actively participate in discussions, contribute many heartfelt and high-quality opinions, and ask relevant and accurate questions on issues of concern to voters and the people, contributing to the overall success of the session and meeting the trust and expectations of voters and people of all ethnic groups in the province.
