Updating SKG according to a two-tiered administrative approach: Minimal changes, maximum assurance.

The Vietnam Education Publishing House will adjust some content in textbooks to reflect the reality of provincial mergers, changes in administrative boundaries, and the two-tiered government system. The adjustments and updates will be made based on the principle of ensuring maximum relevance while minimizing revisions, aiming to maintain textbook stability so that students can still use textbooks published in previous years.

This is a statement from Associate Professor, Dr. Nguyen Van Tung, member of the Board of Directors and Deputy Editor-in-Chief of Vietnam Education Publishing House.

Textbook revisions will begin in the 2026-2027 school year.

The Ministry of Education and Training has just announced several adjustments to the curriculum. These adjustments aim to align with changes in administrative boundaries and the implementation of a two-tiered local government system, while also addressing shortcomings of the curriculum after a round of reforms across all grade levels.

Specifically, for the Civic Education program: the 10th grade curriculum will be revised and supplemented in the topics "The Political System of the Socialist Republic of Vietnam" and "The Constitution of the Socialist Republic of Vietnam".

For History: revise and supplement the elective study topic in grade 10 - the topic of the State and Law of Vietnam in history.

For the Geography sub-discipline within the History and Geography subject: revisions and additions to the curriculum in grades 4, 5, 8, and 9, and the Geography subject in grade 12, mainly focus on socio-economic regions such as: regional boundaries; names and number of provinces and cities, area size, and population of the region; economic development resources and the development and distribution of economic sectors in socio-economic regions; administrative maps; population maps, and maps of economic sectors and regions in Vietnam.

For the History sub-discipline within the History and Geography subject: revisions and additions to the curriculum in grade 7 address the periodization of Chinese feudal history; and in grade 9, the division of periods in Vietnam's reform process from 1986 to the present.

The revised curriculum and textbooks will be implemented starting from the 2026-2027 school year.

The corrections must be pedagogical.

The Vietnam Education Publishing House currently holds the copyright for 2 out of the 3 textbook sets approved by the Ministry of Education and Training and currently used in schools, including the "Creative Horizons" and "Connecting Knowledge with Life" series. This unit also holds over 70% of the national textbook market share.

Associate Professor Nguyen Van Tung said that as soon as the Party and State decided to merge provinces and cities and implement a two-tiered government system, the Vietnam Education Publishing House instructed its editorial boards to coordinate with textbook authors to review the entire content of the textbooks. Some subjects had more extensive content adjustments, such as Geography, History, and Civic Education... Some subjects had updated place names, but to a lesser extent, such as Mathematics and Literature...

Since then, the Vietnam Education Publishing House has compiled a set of materials outlining the necessary adjustments and updates based on the new content, and has reported this to the Ministry of Education and Training.

The Ministry of Education and Training will issue revised content for the curriculum of several subjects to serve as a basis for publishers, including Vietnam Education Publishing House, to revise and update textbooks for the 2026-2027 school year.

According to the leaders of the Vietnam Education Publishing House, adjusting and incorporating changes into textbooks is not simply about updating data, but rather a pedagogical and scientific transformation process requiring accuracy and consistency across multiple stages. The revised information must be presented in an easily understandable manner, appropriate to the students' level at each grade. Furthermore, teacher training is necessary to ensure they understand and implement the new content effectively.

"The spirit is to update and adjust, but on the principle of maintaining the stability of textbooks so that students can still use textbooks published in previous years," Mr. Tung said.
