The comprehensive achievements of the Government during the 2021-2026 term firmly consolidate people's trust, creating momentum and force for the country to develop rapidly and steadily enter a new era.

Continuing the program of the 10th Session of the 15th National Assembly, on the afternoon of October 20, Permanent Deputy Prime Minister Nguyen Hoa Binh presented the Report summarizing the work of the Government for the 2021-2026 term.

Permanent Deputy Prime Minister Nguyen Hoa Binh stated: During the 2021-2026 term, the Government and the Prime Minister have excellently completed eight tasks assigned by the Constitution.

Regarding the organization of the implementation of the Constitution and laws, the Government and the Prime Minister have seriously grasped and issued 116 programs and action plans to effectively implement the Constitution, laws, Resolutions and Conclusions of the Party and the National Assembly ; regularly monitor, inspect and urge the implementation of tasks and solutions in all fields.

During the 2021-2025 period, the Prime Minister and Deputy Prime Ministers made more than 400 working trips to localities and bases to inspect and guide the implementation of the Constitution and laws, grasp the practical situation, and promptly remove difficulties and obstacles.

Tighten discipline and order in organization and law enforcement; promote the responsibility of leaders, ensure resources for implementation. Promote decentralization and delegation of power according to the motto "locality decides, locality acts, locality takes responsibility", associated with appropriate resource allocation and strengthening inspection, supervision and control of power; contribute to creating initiative and flexibility for localities, opening up and releasing resources for development.

Thanks to that, the Constitution and laws have been respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, contributing significantly to promoting socio-economic development, ensuring national defense, security and foreign affairs.

Regarding policy and law making, the Government and the Prime Minister have innovated their thinking in law making, shifting from "management" to "development creation", from "pre-inspection" to "post-inspection"; proactively and actively proposing many draft laws with open and creative mechanisms and policies, contributing to perfecting the socialist rule-of-law state and socialist-oriented market economic institutions, promptly removing "bottlenecks" and "knots" in mechanisms.

The Government has organized 45 specialized meetings on law-making; submitted to the National Assembly for promulgation a Resolution on a number of special mechanisms and policies to create breakthroughs in law-making and enforcement; passed 180 laws, ordinances and resolutions (including this Session), the most ever; issued 1,400 resolutions and 820 decrees.

The Government, the Prime Minister, ministries and ministerial-level agencies have issued nearly 3,600 legal documents under their authority. Implementing strategic breakthroughs, the Government has continuously improved institutions, forming a comprehensive and synchronous legal basis for national governance and development.

Regarding economic, cultural, social, environmental, defense, security, and foreign affairs management, the First Deputy Prime Minister emphasized outstanding achievements such as stable macro-economy, high growth; flexible adaptation, effective control of the COVID-19 pandemic; social security work and care for people's lives are always put first, achieving many practical results.

In addition, the National Target Programs are allocated large resources and directed to be implemented resolutely, basically completing the targets assigned by the National Assembly in the 2021-2026 term.

Strategic infrastructure has made a breakthrough in development; the Government has focused on implementing and completing it synchronously for the economy. Cultural and social fields have made comprehensive progress. In particular, national independence, sovereignty, and territorial integrity have been maintained; political security, social order and safety have been ensured.

Foreign affairs and international integration have been upgraded, achieving many great achievements. Resource management, environmental protection, natural disaster prevention and climate change response have been increasingly focused on. Many backlogged projects and long-term loss-making enterprises have been resolved, freeing up resources for development.

Regarding the organization and arrangement of the apparatus of ministries, agencies and localities in the state administrative system, the First Deputy Prime Minister said that, implementing the policy of the Central Committee, the Politburo and the Government, the Prime Minister has focused on directing the drastic implementation of the organization and arrangement of the apparatus of the political system, organizing the Government in a streamlined and scientific manner, ending the historical mission of the district level, and organizing the two-level local government in the direction of streamlining, compactness, strength, efficiency, effectiveness and efficiency.

Up to now, the government apparatus from the central to the grassroots level has gradually become orderly, serving the people better and better, and is highly appreciated by the people.

The Government's report also clearly stated the results of managing the national administration, cadres, civil servants and public employees; inspection, settlement of complaints and denunciations, prevention and combat of corruption, negativity and waste; protection of the rights and interests of the State and society, human rights and citizens' rights; ensuring social order and security; negotiating and signing international treaties; protecting the interests of the State, organizations and Vietnamese citizens abroad; coordination with agencies of the National Assembly, the Vietnam Fatherland Front and socio-political organizations.

Deputy Prime Minister Nguyen Hoa Binh emphasized that in the context of many unprecedented difficulties and challenges, the Government for the 2021-2026 term has been united, unified, acted resolutely, and excellently completed assigned tasks, leaving many outstanding marks.

Those comprehensive achievements have firmly consolidated people's confidence, created momentum and force for the country to develop rapidly and sustainably, and steadily enter the new era.

According to the Permanent Deputy Prime Minister, to contribute to realizing the two strategic goals (by 2030 becoming a developing country with modern industry and high average income and by 2045 becoming a developed country with high income following socialist orientation), the Government and the Prime Minister continue to direct the overcoming of limitations and shortcomings and the comprehensive successful implementation of the set goals, targets and tasks; focusing on 12 key contents.

In particular, continue to improve the organization, streamline the apparatus, and local governments at two levels; focus on perfecting institutions and laws, mobilizing all resources, creating new driving forces for development; promote administrative reform, control, cut, simplify administrative procedures and improve the quality of online public service provision for people and businesses; promote high growth associated with maintaining macroeconomic stability, controlling inflation, and ensuring major balances of the economy.

The next tasks are to promote industrialization, modernization, economic restructuring, breakthroughs in science and technology development, innovation, digital transformation; develop synchronous and modern infrastructure, effectively exploit new development space, take urban areas as the driving force for regional development and promote new rural construction; build a modern national education system on par with the region and the world, focusing on developing high-quality human resources.

The Government focuses on developing cultural and social fields, ensuring social security; constantly improving people's material and spiritual life and health; effectively managing and using resources; protecting the environment, proactively responding to climate change, preventing and mitigating natural disasters; consolidating and enhancing national defense potential, ensuring national security, maintaining social order and safety, creating a peaceful and stable environment for national development.

At the same time, improve the effectiveness of foreign affairs and international integration, focusing on economic diplomacy; promote the role, position and prestige of Vietnam to build and develop the country; resolutely and persistently fight against corruption and negativity, practice thrift and combat waste; further promote public reception and complaint and denunciation settlement; promote information and communication work, create motivation, inspiration and social consensus; fight against wrong and hostile viewpoints and misinformation./.
