Continuing the agenda of the 10th Session of the 15th National Assembly, on the afternoon of October 20th, Deputy Prime Minister Nguyen Hoa Binh presented the Report summarizing the Government's work during the 2021-2026 term.
Creating the conditions, momentum, and strength for the country's rapid and sustainable development.
Permanent Deputy Prime Minister Nguyen Hoa Binh stated: During the 2021-2026 term, the Government and the Prime Minister have successfully completed all eight tasks assigned by the Constitution.
Regarding the implementation of the Constitution and laws, the Government and the Prime Minister have seriously implemented and issued 116 action programs and plans to effectively implement the Constitution, laws, resolutions, and conclusions of the Party and the National Assembly ; and regularly monitor, inspect, and urge the implementation of tasks and solutions in various fields.
During the period 2021-2025, the Prime Minister and Deputy Prime Ministers made more than 400 working trips to localities and grassroots levels to inspect and guide the implementation of the Constitution and laws, and to gain a thorough understanding of the practical situation, promptly resolving difficulties and obstacles.
Strengthen discipline and order in organization and law enforcement; uphold the responsibility of leaders and ensure resources for implementation. Promote decentralization and delegation of power according to the motto "local authorities decide, local authorities act, local authorities are responsible," coupled with appropriate resource allocation and enhanced inspection, supervision, and control of power; contributing to creating proactiveness and flexibility for localities, unlocking and releasing resources for development.
As a result, the Constitution and laws are respected and strictly enforced. Resolutions of the National Assembly have been implemented promptly and effectively, making a significant contribution to promoting socio-economic development, ensuring national defense, security, and foreign relations.

Regarding policy and lawmaking, the Government and the Prime Minister have reformed their thinking in lawmaking, shifting from "management" to "development-oriented" thinking, from "pre-approval" to "post-approval"; proactively and actively proposing many draft laws with open and constructive mechanisms and policies, contributing to the perfection of the socialist rule of law and the socialist-oriented market economy, and promptly removing "bottlenecks" and "obstacles" in mechanisms.
The government has held 45 thematic sessions on lawmaking; submitted to the National Assembly a Resolution on some special mechanisms and policies to create breakthroughs in lawmaking and implementation; passed 180 laws, ordinances, and resolutions (including this session), the highest number ever; and issued 1,400 resolutions and 820 decrees.
The Government, the Prime Minister, and ministries and ministerial-level agencies have issued nearly 3,600 legal documents within their authority. Implementing a strategic breakthrough, the Government has continuously improved institutions, forming a comprehensive and synchronized legal framework for the governance and development of the country.
Regarding economic, cultural, social, environmental, defense, security, and foreign affairs management, the Standing Deputy Prime Minister emphasized outstanding achievements such as stable macroeconomic conditions and high growth; flexible adaptation and effective control of the COVID-19 pandemic; and the prioritization of social welfare and care for the people's lives, yielding many practical results.
In addition, national target programs have been allocated significant resources and implemented decisively, basically achieving the targets set by the National Assembly for the 2021-2026 term.
Strategic infrastructure has seen breakthrough development; the Government has focused on implementing and completing it synchronously for the economy. Cultural and social fields have made comprehensive progress. In particular, national independence, sovereignty, and territorial integrity have been maintained; political security and social order have been ensured.
Foreign affairs and international integration have been elevated, achieving many great successes. Resource management, environmental protection, disaster prevention, and climate change adaptation are receiving increasing attention. Many stalled projects and long-term loss-making businesses have been resolved, freeing up resources for development.
Regarding the organizational structure of ministries, agencies, and localities within the state administrative system, the Standing Deputy Prime Minister stated that, in implementing the policies of the Central Committee and the Politburo, the Government and the Prime Minister have focused on decisively directing the reorganization of the political system's organizational structure, creating a streamlined and scientific government, ending the historical mission of the district level, and organizing local governments at two levels in a way that is lean, efficient, effective, and effective.
To date, the government apparatus from the central to the local level has gradually become more organized, serving the people better and better, and is highly appreciated by the people.
The Government report also highlighted achievements in national administrative management, personnel, civil servants, and public employees; inspection, handling of complaints and denunciations, prevention and combating corruption, negative practices, and waste; protection of the rights and interests of the State and society, human rights, and citizens' rights; ensuring social order and safety; negotiation and signing of international treaties; protection of the interests of the State, organizations, and Vietnamese citizens abroad; and coordination with agencies of the National Assembly, the Vietnam Fatherland Front, and political and social organizations.
Deputy Prime Minister Nguyen Hoa Binh emphasized that, in the context of many unprecedented difficulties and challenges, the Government of the 2021-2026 term has united, acted decisively, and successfully completed its assigned tasks, leaving many outstanding marks.
These comprehensive achievements have firmly consolidated the people's confidence, creating momentum and strength for the country to develop rapidly and sustainably, and confidently move into a new era.
Successfully achieve all the goals and tasks set forth.

According to the Deputy Prime Minister, in order to contribute to realizing the two strategic goals (to become a developing country with modern industry and high middle income by 2030, and a developed country with high income by 2045, following the socialist orientation), the Government and the Prime Minister will continue to direct efforts to overcome limitations and shortcomings and comprehensively achieve the set goals, targets, and tasks; focusing on 12 key areas.
Specifically, this includes continuing to improve the organizational structure and streamline the two-tiered local government apparatus; focusing on perfecting institutions and laws, mobilizing all resources, and creating new impetus for development; promoting administrative reform, controlling, reducing, and simplifying administrative procedures, and improving the quality of online public services for citizens and businesses; and promoting high growth while maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy.
The next tasks include promoting industrialization and modernization, restructuring the economy, making breakthroughs in science and technology development, innovation, and digital transformation; developing a synchronous and modern infrastructure, effectively exploiting new development spaces, using urban areas as the driving force for regional development, and promoting the construction of new rural areas; building a modern national education system on par with the region and the world, focusing on developing high-quality human resources.
The government prioritizes the development of cultural and social sectors, ensuring social security; continuously improving the material and spiritual well-being and health of the people; managing and utilizing resources effectively; protecting the environment, proactively responding to climate change, preventing, mitigating, and reducing natural disasters; consolidating and strengthening national defense capabilities, ensuring national security, maintaining social order and safety, and creating a peaceful and stable environment for national development.
Furthermore, it is essential to enhance the effectiveness of foreign affairs and international integration, with a focus on economic diplomacy; to promote Vietnam's role, position, and prestige in national construction and development; to resolutely and persistently fight against corruption and negative practices, practice thrift, and combat waste; to further strengthen citizen reception and complaint resolution; to promote information and communication work, creating motivation, inspiring social consensus; and to combat erroneous and hostile viewpoints and misinformation.
