Cua Lo currently has no roads with a maximum speed limit of 30km/h.
The pilot project for electric vehicles operating to transport passengers in the former Cua Lo town area was authorized by the Prime Minister in 2011 and approved by the People's Committee of Nghe An province.
Since then, the People's Committee of Cua Lo town (formerly) has implemented operations in accordance with regulations, and the current number of vehicles permitted to operate is 278.
This summer, Cua Lo ward is once again bustling with thousands of tourists visiting and relaxing every day. However, behind this vibrant atmosphere lies the worry of hundreds of households running electric tourist vehicle businesses – a familiar mode of transportation for tourists that is now facing the risk of having to cease operations due to infrastructure issues.
According to Decree 165/2024, it is stipulated that: "From February 15, 2025, for four-wheeled motor vehicles carrying passengers, operation is only permitted on roads where signs indicating a maximum operating speed of 30 km/h are posted, applicable to all vehicles participating in traffic."
Meanwhile, on the roads designated for four-wheeled motor vehicles within the former Cua Lo town area, which have been comprehensively developed, the maximum speed for motorized vehicles is designed to be at least 50 km/h. No road has a maximum operating speed of 30 km/h for all types of vehicles.
Mr. Phan Thanh Hop, 49 years old, residing in Cua Lo ward, said he is very worried about the information regarding the ban on electric vehicles on roads with speed limit signs below 30km/h. In 2023, Mr. Hop's family borrowed 300 million VND to buy a new electric vehicle, meeting the requirements of the former Cua Lo town government.
"After two years of running the service, my family still hasn't been able to pay off the debt. Today, hearing the news about the ban on electric vehicles, I'm extremely worried. Without the income from running electric vehicles, our family will face many difficulties," Mr. Hop said.

What are the solutions for electric vehicles to operate as tourist transport?
Mr. Nguyen Tien Loi - chairman of the Electric Vehicle Association of Nghi Thuy ward (formerly) - said that currently, the application of Decree 165/2024 in Cua Lo is still facing many obstacles, as the internal roads of Cua Lo are not connected to provincial or national highways.
If electric vehicles are banned, other forms of transportation such as motorbike taxis, regular taxis, and cyclo-rickshaws will become more prevalent, further complicating traffic conditions.
Mr. Loi proposed a plan to install speed limit signs below 30km/h during the three peak tourist months, and not apply them during the remaining nine months to ensure safety and convenience for residents and tourists.
"Banning electric vehicles in Cua Lo will make life difficult for many drivers. I hope that the authorities can create conditions for electric vehicles in Cua Lo to continue operating," Mr. Loi shared.
In 2022 and 2023, electric vehicle operations in Cua Lo contributed over 3 billion VND in business taxes to the local government.
According to the People's Committee of Vinh City (formerly), the operation of four-wheeled electric vehicles for transporting tourists in Cua Lo has created a friendly and stable environment for the development of Cua Lo tourism; provided employment for local people; met the transportation needs of tourists within Cua Lo; ensured safety for tourists when participating in traffic, and had meters to calculate fares according to regulations…
Mr. Nguyen Van Hung, Vice Chairman of the People's Committee of Cua Lo Ward, said that the ward had held a meeting with the cooperatives managing electric vehicles and sent a document to higher authorities requesting consideration and resolution of obstacles so that electric vehicle operations serving tourists could be stable, develop, and comply with legal regulations.
On July 3rd, Mr. Hoang Phu Hien, Vice Chairman of the People's Committee of Nghe An province, signed a document proposing several issues related to the operation of four-wheeled motor vehicles in Cua Lo ward and its surrounding areas, addressed to the Department of Construction, the Provincial Police, and the People's Committee of Cua Lo ward.
The People's Committee of Nghe An province has assigned the Department of Construction to take the lead in coordinating with the Provincial Police, relevant departments, agencies, and the People's Committee of Cua Lo ward to study and consider handling the matter within their authority or to provide recommendations. This should specifically identify the role and necessity of the operation of four-wheeled motor vehicles, the specific traffic situation, and the impact on local tourism activities, and refer to the practices of similar provinces to find solutions to resolve the difficulties...
