President Luong Cuong and Prime Minister Pham Minh Chinh presented the appointment decisions and flowers to the newly appointed Deputy Prime Ministers.
Attending the ceremony were Politburo member and Prime Minister Pham Minh Chinh; Politburo members: Nguyen Hoa Binh , Permanent Deputy Prime Minister; Le Minh Hung, Secretary of the Central Committee and Head of the Central Organization Department; General Phan Van Giang, Minister of National Defense; General Luong Tam Quang, Minister of Public Security. Also present were Central Committee members: Vice President, Deputy Prime Minister, Vice Chairman of the National Assembly; and leaders of central departments, ministries, and agencies.
Acting on behalf of the President , Deputy Head of the Presidential Office Pham Thanh Ha announced the President's decision to appoint comrades Mai Van Chinh and Nguyen Chi Dung as Deputy Prime Ministers; Tran Hong Minh as Minister of Construction; Nguyen Manh Hung as Minister of Science and Technology; Do Duc Duy as Minister of Agriculture and Environment; and Dao Ngoc Dung as Minister of Ethnic Minorities and Religion.

Prime Minister Pham Minh Chinh and other Party and State leaders presented flowers and congratulated the newly appointed Deputy Prime Ministers Mai Van Chinh and Nguyen Chi Dung, as well as the newly appointed Ministers.
Speaking at the ceremony, on behalf of the Party and State leaders and in his personal capacity, the President warmly congratulated the six comrades who were nominated by the Central Committee and approved by the 15th National Assembly to hold very important new positions at the 9th extraordinary session. This is a great honor and source of pride for each comrade, but it also represents a heavier task, requiring greater responsibility and commitment from them to work together with the Government and the Prime Minister to successfully implement the very challenging tasks in 2025 and beyond.
The President emphasized that the appointments of these comrades to new positions are a recognition and high appreciation from the Party, the State, and the people for their contributions and dedication throughout their careers. All six newly appointed comrades are cadres with strong political convictions, good moral character, and a high sense of responsibility; they are all members of the Central Committee of the Party with outstanding contributions and achievements in fulfilling their assigned duties.
Each of them may have a different field of work or training, but they all receive fundamental, systematic training and development appropriate to their position. They have matured through various levels of work, possessing years of experience and a wealth of practical leadership and management experience from the grassroots level, in many different positions from the central to local levels. Regardless of their position, they have all successfully completed their assigned tasks, making significant contributions to the growth of their sector, locality, and the overall operation of the Government.

Among them, Comrade Mai Van Chinh is an outstanding cadre of the Party and State; trained and matured from the local level; and has made many important contributions to the development and growth of the Party organization and construction sector in recent years. Comrade Nguyen Chi Dung is a seasoned and experienced cadre and leader in the economic field; having served nearly two terms as Minister of Planning and Investment, he has made many contributions in advising the Party and State on macroeconomic issues and attracting investment.
Comrade Dao Ngoc Dung is a seasoned leader with extensive experience, having held various leadership positions at both the local and central levels. He has made significant contributions to the common cause of the Party, the State, and the people, especially in the field of social policy and social security. Comrade Nguyen Manh Hung is a well-trained cadre with innovative thinking, vision, and a bold, proactive spirit. Comrade Tran Hong Minh has nearly 40 years of service, having risen through the ranks from the military, holding numerous leadership and command positions at various levels; he successfully completed his duties as Secretary of the Cao Bang Provincial Party Committee and as Minister of Transport from November 2024. Comrade Do Duc Duy received basic training and rose through the ranks in the construction industry; he has been tempered and tested at the local level.

The President affirmed that the appointments of these comrades are a high appreciation from the Party, the State, and the people, and also strengthen the Government's ability to successfully fulfill its assigned political tasks during a period with more difficulties and challenges than opportunities and advantages. The entire Party, the entire people, and the entire army are united, striving to overcome all difficulties and challenges, competing and focusing on developing all resources, determined to lead the country into a new era – an era of strong, prosperous, and thriving development. The Party, the State, and the people are placing great trust and expectations in the Government in fulfilling its functions, duties, and powers to lead the country to rapid and sustainable development.
The President expressed his hope that, in their new positions, the newly appointed comrades would continue to cultivate and enhance their political acumen, remain absolutely loyal to the Party, the Fatherland, and the people; uphold revolutionary qualities and ethics, exemplify strict adherence to the Party's guidelines and policies, and the State's laws and regulations; continuously learn and improve their capabilities and qualifications in all aspects; uphold the spirit of self-criticism and criticism, maintain unity and consensus, be humble, sincere, and closely connected with their comrades and the people; be truly honest, upright, just, and impartial; seriously fulfill their duties as prescribed by the Party and exercise their powers according to the Constitution and laws of the State; make effective contributions to their assigned sectors and fields; and, together with the Government, actively address difficulties and obstacles, resolve important and strategic issues, and meet the demands of the reform process, contributing to building a professional and efficient administration that serves the people.

The President expressed his confidence that the newly appointed comrades would continue to uphold the glorious traditions of the Government; build upon the excellent achievements of their previous work, and successfully fulfill their new assigned tasks, thus living up to the trust of the Party, the State, and the people.
On behalf of the newly appointed officials, Deputy Prime Minister Nguyen Chi Dung emphasized that this is a great honor, but also a very heavy responsibility entrusted to them by the Party, the State, and the people. He pledged to strictly abide by the Party's guidelines and policies, the laws of the State, and the direction of the Prime Minister; and vowed to dedicate all his efforts with a great aspiration and a clear mind to work together with the Government under the leadership of the Prime Minister to successfully complete the assigned tasks.
Newly appointed Deputy Prime Minister Nguyen Chi Dung also expressed his hope that the Party and State leaders would continue to pay attention, provide guidance and support, and create favorable conditions for the Government in general, as well as for the newly appointed officials, in carrying out their duties.
