National Assembly Chairman: "Encourage private investment in airports"

(Dan Tri) - Pointing to the fact that the State still invests mainly in aviation infrastructure, leading to a budget burden, the National Assembly Chairman suggested that breakthrough regulations are needed to encourage private investment in local and specialized airports.

On the morning of October 22, National Assembly deputies discussed in groups the Draft Law on Vietnam Civil Aviation (amended).

The draft law has 11 chapters and 109 articles, a 33% reduction compared to the current law, but according to the assessment of National Assembly Chairman Tran Thanh Man, it is still long. The National Assembly Chairman proposed to build the law in the direction of innovative thinking, issues within the framework of the National Assembly to be included, the rest is assigned to the Government to issue a decree to provide specific instructions. The Ministry of Construction will issue a circular for management.

The National Assembly Chairman said that the country currently has 22 airports, including 10 international airports and 12 domestic airports, but investment is still very slow, only about 113,558 billion VND in the 2010-2020 period.

Therefore, the National Assembly Chairman proposed adding breakthrough regulations to the draft law to encourage private investment and public-private partnership models, especially for local and specialized airports.

“Currently, the State still invests mainly in essential infrastructure, leading to a budget burden. Therefore, there should be regulations, tax and land incentives, and quick approval procedures for foreign and domestic investors; at the same time, ensuring equality among airlines in access to flights and flight services,” the National Assembly Chairman suggested.

According to the National Assembly Chairman, along with assigning the Government to regulate criteria for selecting investors, it is necessary to add provisions on supervision to avoid monopoly.

This draft law inherits the regulation that airport operators have the right to invest, but according to the National Assembly Chairman, it is necessary to expand to mobilize social resources, otherwise the aviation industry will find it difficult to achieve the goal of having 33 airports by 2050.

Regarding the issue of decentralization, delegation of power and simplification of administrative procedures, the National Assembly Chairman said that the draft has decentralized from the Prime Minister and ministers to localities, but it needs to be more thorough by assigning the right to approve detailed airport planning to the provincial People's Committee; reducing the time to process flight permits from 10 days to 5 days...

Regarding the protection of the rights of customers, goods, and aviation staff, the National Assembly Chairman suggested adding conditions on passenger data, security, and encouraging healthy competition by prohibiting the transfer of transportation rights.

Expecting that this draft law will be passed to overcome the shortcomings and delays of the past 11 years, the National Assembly Chairman emphasized the requirement that the passed law must ensure modernity and safety, contributing to the development of the aviation industry in the coming time.
