On November 28, 2023, at the 6th Session, the 15th National Assembly passed the Law on Forces Participating in Protecting National Security and Order at the Grassroots Level, effective from July 1, 2024. The establishment of the Forces Participating in Protecting National Security and Order at the Grassroots Level helps to perfect and streamline the focal points, creating a legal basis for building and consolidating the forces participating in protecting national security and order at the grassroots level, contributing to crime prevention and building the All-People's Movement to Protect National Security associated with building a solid people's security foundation and people's security posture.

The Provincial Police Department has coordinated with relevant units to advise the Provincial People's Council to issue a Resolution stipulating criteria for establishing a Security and Order Protection Team; criteria for the number of Security and Order Protection Team members and a Resolution stipulating monthly support levels for participants in the Security and Order Protection Team at the grassroots level in Phu Tho province. Accordingly, the whole province has established 2,328 Security and Order Protection Teams at the grassroots level with 7,003 members, of which Phu Tho town has established 62 Teams with 188 members.

Speaking at the ceremony, Chairman of the Provincial People's Committee Bui Van Quang requested the Security and Order Protection Teams to soon stabilize their organizations, operate in a disciplined manner, and properly implement working relationships in accordance with regulations; unite and strive to promote their roles, responsibilities, and working capacity to excellently complete assigned tasks; focus on effectively implementing 6 groups of tasks stipulated in the Law on Forces Participating in Security and Order Protection at the Grassroots Level; and do a good job of supporting the Commune Police force in advising and grasping the situation related to security and order in the area.

In order for the forces participating in protecting security and order at the grassroots level to meet the requirements of the task, Chairman of the Provincial People's Committee Bui Van Quang requested that Party committees, authorities, and the Fatherland Front at all levels pay attention to leading and directly and comprehensively directing the tasks, organization, and activities of the forces participating in protecting security and order at the grassroots level; fully implementing the prescribed regimes and policies; paying attention to investing in, purchasing equipment, uniforms, and ensuring operating conditions so that these forces can work with peace of mind. The Fatherland Front and its member organizations promote propaganda and widely disseminate the contents of the Law on Forces Participating in Protecting Security and Order at the Grassroots Level to each cadre, party member, and the masses to implement and supervise the compliance with the law and the performance of tasks. The police force pays attention to and focuses on training and fostering to raise awareness and understanding of politics and law; At the same time, regularly inspect, urge, and provide guidance on professional and legal matters and create all favorable conditions to support the forces participating in protecting security and order at the grassroots level to successfully complete their assigned tasks.
